FA4484-16-R-0018, Integrated Solid Waste Management Services

Q1: CLIN 0014 for Non-recurring 20 Cy containers (WWTP Grease/Sludge) will be consolidated into CLIN 0001. In the PWS, building #4352 Water (Sludge) Equipment: 2- 20 Cy containers, services are referenced as 2x Month. According to historical service needs, each 20 Cy container is required to be serviced 3 x per week.
CLIN 0014 has been incorporated into CLIN 0001 and changed to recurring 20CY, 2 each (WWTP Grease/Sludge). Also, it has been updated on the PWS to 4 X per week (reference PWS Rev 9 dated 19 Aug 16).
Q2: CLIN 0015 - Are liners required for the 15 CY WWTP screen/grit custom sludge containers; if so, who is required to provide them?
Yes, contractor shall provide if container is not sealed.
Q3: In the PWS, you have required levels of service (ex 6-yard container or 20-yard container), who determines which day a container is required to be collected? Ex: Bldg# 5986 requires 3 – 6 yard containers serviced 3x per week. Which days of the week are required?
It is located in Appendix A, Historical Workload Data. However, it is the contractor’s responsibility to determine the collection schedule to meet all standards.
Q4: With any Non-Recurring 20 Cy or 30 Cy Container request, is there an average or anticipated amount of time that the container will be on site from the time of delivery to the required removal time?
There is no anticipated time at one location as it all depends on the mission. Historically, a container sits for an average time of 2 weeks at a single location. Container delivery is 24hr from time of notification.

Q5: In the PWS (page 2) 1.1.1.2 Foreign Trash Collection, the refuse container is referenced correctly as 1-15 Cy container. In the PWS (page 12) building #1757 has services referenced as a 6-yard container. I believe the foreign trash collection requirement should be referenced as 15 Cy container. Is a compliance agreement required by Homeland Security for transportation of this foreign trash?

Q6: In the PWS (page3) 1.1.3.1 Recyclable Materials.
As Type 13 & Type 13C waste streams are non-flow- controlled in Burlington County, could these type of waste streams be taken to a permitted recycling facility (a facility other than the Burlington County Landfill)?
Refer to the PWS paragraph 1.1.3.1 and paragraph 1.
Q9: Line items # 0009, 0011, 0012, 0013 and 0016. Which base does those line items refer to?
Any items that state “Tipping Fees Included” are at Lakehurst. The solicitation will be amended to state the locations for each CLIN.
Q10: Can ID Type 10 trash at all three base’s be combined?
No –McGuire/Fort Dix can only be disposed of at Burlington County Landfill. Lakehurst can only be disposed of at Ocean County Landfill.. Weigh tickets cannot be combined. Cannot mix Lakehurst with McGuire/Fort Dix due to flow control.
Q11: What is the average wait time at check point 9?
All depends on the day and time of day. As a contractor under the ISWM contract, you’ll have an ID which is a separate line.
Q12: What does line item 0019 refer to?
Refer to paragraph 4.19 of the PWS.
