Question Please confirm the use of the Burlington County Wage Determination for Service Contracts included in the solicitation rather than the corresponding Davis-Bacon Wage Rates for construction.

Answer This contract is not considered construction. Burlington County Wage Determination will apply.

Question

Please confirm that the input to each of the 32” monitors will be a single analog video input derived directly from the Allegiant CCTV switch (existing). Note that if this is the case a corresponding fiber transmit/receive pair should be added to the respective CLIN’s as the pairs in the solicitation are one-way only.

Answer

A. Building 5656 Loading Dock--1 each – 32” Monitor The loading dock will receive one signal for the one additional camera being installed B. Building 6915 COC--1 each – 32” Monitor The COC will receive one signal from the converter that combines the four signals into one output display that is currently there C. Building 5656 Rm 1118-- 1 each – 32” Monitor Room 1118 will receive one signal for the one additional camera being installed

Note A. If fiber TX/RX is required to make it work please put it in your proposal as required equipment. There may be multiple solutions to address the same issue and we don’t want to direct only one solution as the requirement when someone else may have a different one that accomplishes the same result.

Question

Please confirm that the solicitation includes all network requirements for the client PC’s. (switch/Router) and that all of the PC IP signals will be returned to B5656 for connection to the DVR “network”. Note that independent fiber transmitters will be required to return these signals as well. In some cases it appears that the fiber “de-marc” location may be more than 100 meters from the desired client workstation. In those cases the contractor will need to provide an “Ethernet extender” pair. “Nitek 1500C or equal” if you want to include them. We feel these items are significant enough that they should be added to the respective CLIN’s to prevent changes later.

Answer

There is no switch room that is more than 100M from any PC. If an “Ethernet extender” is required to make it work please put it in your proposal as required equipment.

There may be multiple solutions to address the same issue and we don’t want to direct only one solution as the “requirement” when someone else may have a different one that accomplishes the same result.

The switch rooms are connected via fiber as listed below B5656/Room 212 to B5650/5651/5652/6915 B5656/Room 1311 to B5653/5654/5655

Question

Please confirm the desired size of the client workstation video monitor (physical size)

Answer

17 to 21 inch monitor preferred

Question Please confirm the desired optical range of the telephoto lenses in CLIN 004. (e.g. 5-50MM, or 3.8-12MM)

Answer

Any telephoto range is acceptable it is a wide area of coverage for the two camera’s and the viewable distance is a few hundred feet.

If the Government has this information, how many spare “inputs” and “outputs” are available on the existing Allegiant Video Switch? It seems likely that some expansion of this equipment may be necessary for a successful project but the expansion equipment is not shown in the CLIN’s.

During the on-site walkthrough it was indicated that some cameras were “replacements” while others were “new” which will require new cables, power supplies etc. Could the Government break down the number of “replacement” cameras and “new cameras” by building as well as how many are indoor vs. outdoor?

Answer

The contractor shall provide and install the following:

Building 5656 1 each – 32 Channel Fusion 4 DVR (4TB) 11 each – High resolution cameras 11 replacements -- all 11 outdoor

Building 5653 3 each – High resolution cameras 3 new -- all 3 outdoor

Building 5656 Loading Dock 2 each – High resolution cameras 1 replacement, 1 new -- both 2 outdoor

Building 6915 COC 2 each – High resolution cameras w/telephoto lens 2 replacements -- both 2 outdoor 2 each – High resolution cameras 2 replacements -- both 2 outdoor

Building 5651 3 each – High resolution cameras 3 new -- all 3 outdoor

Building 5656 Rm 1118 1 each – High resolution camera 1 new -- single 1 indoor

The scope of work directs us to provide & install a new Honeywell Fusion 32 channel DVR. When I spoke with the Honeywell Video representative, he suggested that we go with the newer technology Honeywell MaxPro 32 channel DVR. The older technology Fusion product line is going to be phased out. I have attached product data sheet. Will this be acceptable.

Question

The scope of work directs us to add three (3) new client workstations in locations where we are also simultaneously adding new cameras; (Rm1118, Loading Dock & Bldg 5653 ).

The scope of work directs us to only add one (1) new fiber converter set per location. There is a technical issue in the fact that , the cameras are analog and require an analog convertor and the client workstations , which we were told are to be deployed on a private independent cctv network-are IP based and will require separate additional fibers and a separate IP network fiber convertor. End result the quantity of required fiber convertors will increase

Because we are now building out an IP infra-structure to support the client workstations. Would it be acceptable if we wanted to, selectively, in some locations, upgraded the new to be installed analog camera with a newer technology mega-pixel IP camera, at No Additional Expense to the government. Recognizing that analog cameras is at best high resolution and the megapixel IP camera records at 1080P and will yield a high definition video and greater field of view.

Question

Scope of work calls for us to provide only three (3) video monitors and four (4) new client work stations. It appears that the monitor for building 5653 is missing.

The SOW is correct.
