REVISED 17 SEP 15 - STATEMENT OF WORK
OBJECTIVE: The contractor shall provide, install, integrate and test security camera equipment that is similar in operation and function as existing United States Air Force Expeditionary Center (USAF EC) security monitoring equipment, Allegiant Matrix/Control Systems. The security camera system shall cover the exterior of buildings on the USAF EC campus: Building: 5656; 5656 loading dock; Room 1118 in building 5656; building 5653; building 6915 COC and 5651 building in the Dix area of Joint Base McGuire-Dix-Lakehurst, NJ.
To prevent high cost of maintenance and the need to have multiple spare parts on hand, replacement parts will be interchangeable to the greatest extent possible with existing equipment.
Program the Allegiant Matrix/Control Systems and incorporate the additional security camera equipment added/changed to the system and provide the USAF EC POC (point of contact) with a copy of the changes compatible with the current programming design. The contractor personnel must be able to program Allegiant Matrix/Control Systems for this upgrade.

SALIENT CHARACTERISTICS
32 Channel Fusion 4 DVR (4TB) - 32 channels of analogue or IP video sources, VGA and DVI-D ports for local live viewing, Internal storage capacity 4 TB, 16 sensor inputs and 16 control outputs, keyboard control of camera selection, Windows XP operating system, user software, HFVMS Remote Management software and Dynamic DNS support.
High resolution cameras - Signal system NTSC/PAL, resolution color 700TVL B&W: 750 TVL, Day night type, Wide dynamic range, Digital zoom, Back light compensation Angle Adjust 3 way axis gimbal and input voltage dual power AC 24V/DC12V.
High resolution cameras w/telephone lens - Angle adjust, resolution color 700 TVL, B&W 750TVL, Effective pixels NTSC: 976x494; PAL: 976x582, Minimum resolution 0.1 Lux @ F1.2 (B&W sense-up off), 0.0002 lux @ F1.2 (sense-up x512) 0 lux (IR on) with IR - 0 Lux, Wide dynamic range, back light compensation, white balance, day/night, On-screen display, IR illumination and Digital zoom.
UPS - Output capacity 670 Watts/1000VA, Max configurable power 670 Watts/1000VA and Input/Output Voltage 120V.
Fiber TX, RX set - Forward Video channel 8/4 and Over fiber digital.
Client workstation - CPU Intel i5, RAM 2 GB/Video RAM 2 GB, Storage 4 TB, OS Windows 7 Professional, removable media DVD-RW, Video display 2 DVI out, Input device 106-key USB keyboard /Optical USB mouse, Video display resolution analog (704x480) and Digital 2560 x 1600.
32” Monitor - Voltage range 100 to 240VAC 50/60HZ, LCD panel LED, Resolution 1920x1080, Contrast ratio 3000:1 coax VGA RGB PC, Video Source: selects component Video S-video VGA coax, 100 to 240 VAC and wall mounting w/standard bracket.
Upon completion of installation the contractor is required to perform a coordinated inspection/test with the government representative, of the equipment to ensure successful operation.
PROJECT MANAGEMENT: All the work for this project will take place on the USAF EC campus. Normal business hours are between 8:00 AM and 5:00 PM. Any work planned other than normal business hours must be coordinated with the USAF EC point of contact (POC).
The contractor shall have a Project Manager or a designated representative on site while any work is being performed on this project.
The contractor shall coordinate with the USAF EC POC on any schedule changes, delays, or issues with regard to this project.
