QUESTIONS RECEIVED IN RESPONSE TO SOLICITATION FA4484-13-R-0019
1. What # does quantity represent? Ex: 0001AB (HANDICAP LATRINES)
QUANTITY UNIT UNIT PRICE = AMOUNT
33 EA X PER MONTH OR PER YEAR
RESPONSE: The quantity listed in each of the contract line items are the annual estimated quantities.
2. Appendix A- Specific requirements – How realistic are the number of latrines? Is it possible that this number will be decreased significantly?
RESPONSE: The specific requirement quantities and annual estimated quantities are based upon historical data and actual usage may remain unchanged or increased or decreased depending upon demand.
3. Item 1AA Portable Latrines does not specify a basic rental period (day, week, month) nor is the service frequency for the portable latrines specified. Rather a general statement of “industry standard: is used.
Our standard offering for temporary restroom in the NY, NJ metro area is “monthly unit rental which includes service one time per week”. Will this be the rental and service frequency we can expect for standard rentals?
RESPONSE: The narrative of each contract line item has been revised to reflect the rental period.
However, the service frequency is based upon the industry standard and it is incumbent upon the contractor to ensure that (a) Each portable latrine shall be serviced in accordance with industry standards predicated on the amount of usage; and (b) It is incumbent upon the contractor to maintain the portable latrines and hand washing units in accordance with local, State, and federal health regulations and codes as stipulated in the performance work statement. Therefore the contractor will need to determine the cleaning frequency requirements the units in place.
4. Paragraph 1.8 is specific about “Special Event” service. It states units will be serviced” at least 3 times a day” however item 1AJ “special event” does not specify a rental period (day, week, month). In fact none of the items specify a rental period or a service frequency other than the aforementioned “industry standard” or “Special Event”.
RESPONSE: The contract line item narrative description has been revised to include the rental timeframe. The period of performance will be 3 days total to include setup.
5. Paragraph 1.9 of the SOW indicates the Contractor may be able to use the JB MDL wastewater treatment plant (WWTP) Build# 4352 for the disposal of collected sewage. How can I confirm the use of the WWTP and are there any fees associated with the use of the JB MDL WWTP?
RESPONSE: The use of the wastewater treatment plant for disposal was confirmed during the development of the performance work statement. There are no fees associated with the use of the wastewater treatment plant. Be advised that the successful offeror must strictly adhere to maintaining the entrance portal screen clear and free of debris manner which might or might not be economical.
6. I am ok with bidding the items as specified in the current solicitation. So long as the “Industry standard” and your expectations are as describe above.
RESPONSE: There are two pertinent requirements relative maintaining clean portable latrines, etc., stated in the performance work statement; (1) paragraph 1.4 “Each portable latrine shall be serviced in accordance with industry standards predicated on the amount of usage”; and (2) “It is incumbent upon the contractor to maintain the portable latrines and hand washing units in accordance with local, State, and federal health regulations and codes.” Therefore the contractor will need to determine the cleaning frequency requirements for healthy clean units.
7. Just curious, why is the base year unit amount so much lower than the option years?
RESPONSE: Initially the quantities were lower due to the shorter period of performance of the base year; however, all line items have now been changed to reflect a 12 month requirement.
8. Which line item is used for “relocation” of latrines & sinks within 48 hr. notice.
RESPONSE: All contract line items have been changed to include relocation except for the Special Event contract line items X001AJ, X001AK, X001AL and X001AM.
9. Which line item is used for “emergent relocation” of latrines & sinks within 8 hr. notice.
RESPONSE: Contract Line items X001AD and X001AG as described shall be used for emergent relocations.
10. What line item is for the “rental” of latrines and hand wash sinks. (Item 0001AA only states service & relocation of latrines & sinks).
RESPONSE: All latrines are rented. Each contract line item has been revised to describe the services required.
11. What line item is for the “rental” of handicap latrines (Item 0001AB only states service & relocation)?
RESPONSE: All contract line item descriptions have been changed to include their specific requirements. Contract line items X001AB and X001AH are for handicapped latrines.
12. Need clarification on item#0001AA: it states “servicing & relocation” Is that item used if contractor is notified of “relocation” while they are on base servicing latrines. Does contractor than bill for (1) service & (1) relocation of the latrine?
RESPONSE: All contract line item descriptions have been changed to include their specific requirements; i.e. contract line item 0001AA now states “Provide portable latrines, servicing and relocations monthly.” The unit price assigned for this contract line item will be the cumulative total of the monthly price for the rental of the latrine, servicing and any locations required.
13. How many times a week is service needed? Once a week or more often? Will the number of services change during winter & summer months? If so, please provide estimates.
RESPONSE: The service frequency is based upon the industry standard and it is incumbent upon the contractor to ensure that (a) Each portable latrine shall be serviced in accordance with industry standards predicated on the amount of usage; and (b) It is incumbent upon the contractor to maintain the portable latrines and hand washing units in accordance with local, State, and federal health regulations and codes as stipulated in the performance work statement. Therefore the contractor will need to determine the cleaning frequency requirements the units in place.
14. Item #0001AD Emergency relocation references PWS paragraph 3.3 for description, but (3.3 describes emergency medical service) Please clarify.
RESPONSE: The contract line item descriptions have been revised to reflect the correct paragraph in the performance work statement.
15. Which item would contractor use if govt. required emergency latrine delivery (not relocation, new delivery)?
RESPONSE: The government does not anticipate requiring emergency latrine delivery therefore;
a line item has not been created to reflect this requirement.
16. Disposal of solid waste at WWTP on base has a catch basin that can collect most solids from septic tanks, but is it capable of collecting solid waste from latrines? The latrines have more “solids” because of the size of the tank. If not, is the contractor responsible for disposing of the solid waste into a dumpster that is inside a building approx. 100 ft. away & down some stairs? If that is the case, it would be very time consuming.
RESPONSE: There is a screen over the catch basin which may trap anything larger than a bullet.
Therefore, it is the successful contractor’s responsibility to clean the screen and dispose of excess properly prior to departure.
17. Why is there more than one line item with the same description but different quantities (Ex: 0001AA & 0001AE portable latrines both have the same PWS) What is the difference?
RESPONSE: Same line item descriptions but different contract line items and quantities are the result of purpose of usage and funding dollars i.e., X001AA is funded with O&M (Operations & Maintenance) dollars while X001AE is funded with OCO (Overseas Contingency Operations) dollars.
18. Clin 0001 What qty, product and service (cleaning) frequency is being requested here?
RESPONSE: The contract line item (0001) is a general description of the items required in the subcontract line items, i.e. 0001 provides a general description of what is specifically required in 0001AA, 0001AB, 0001AC, etc.
19. Clin 0001AA has a Qty of 2034, Portable Latrines. Is this a monthly qty?
RESPONSE: All of the quantities listed in the contract line items are estimated annual quantities.
20. What is the Difference between a relocation (PWS 1.5 calls for 700 relocations at no cost) and Emergency relocations?
RESPONSE: As stipulated in the performance work statement paragraphs 1.5 and 1.6 the relocation of latrines are required to be completed within 48 hours after notification and the emergent relocation of latrines and hand washing stations requires the contract to complete the relocation within 8 hours after notification.
21. PWS 1.7 State that a map is included in Appendix A, This seems to be missing can you please provide?
RESPONSE: The two-part map has been included in this amendment.
