Questions for Solicitation FA4484-13-R-0002 Question 1

· Can the solicitation be sent via email to Stephanie Faulkner and Chuck Segal? If not, what is the preferred method of delivery and to what address?

Answer 1 Yes, the proposal can be emailed. Email a copy to both Stephanie Faulkner and Chuck Segal.

Question 2

· Pages 12 & 13 are asking for the Propane Cost per Gallon and the Fixed Fee per Gallon for base year and four option years. On Page 55, under 3 b, it states that every adjustment during an Option Year shall be based on the original contract price for that option year. I can fill in the Propane Cost for the base period and the Fixed Fee for each year, but I do not know the price per gallon for the future option years. The only base cost I have is the one from the 11/19/12 Conoco Philips Bayway posting for the base period. How should this be handled? Can I insert a best assumption price for each of the (4) option years that would not be based on the BPN posting?

Answer 2 For each option period insert the base period Propane Cost per Gallon which will be adjusted by the Economic Price Adjustment factor prior to the commence of the option year(s).

Question 3

· The solicitation refers to providing new propane tanks. Do they have to be brand new or like new? Normally we set like new tanks that have been refurbished (and are indistinguishable when compared to new and adhere to DOT and ASME standards as applicable). Is this acceptable?

Answer 3 Refurbished tanks indistinguishable from new tanks in compliance with DOT or ASME standards, as applicable, are acceptable.

Question 4

· Who should the Certificate of Insurance be addressed to and at what address? What are the insurance parameters? Does the Joint Base McGuire-Dix-Lakehurst need to be listed as an additional insured?
