About this file
This document is a Questions and Answers (Q&A) file for federal contract solicitation FA4460-26-Q-0371, a Geotechnical Survey requirement at AALZ (likely a military installation). The document addresses three primary technical clarifications from prospective contractors regarding drilling operations, reporting requirements, and permitting procedures.
Regarding drilling depth specifications, the government confirmed that auger refusal may be accepted at bedrock rather than requiring contractors to rock bit drill to the full 20-foot depth, acknowledging that previous work at the site encountered shale bedrock at depths shallower than 20 feet. For pavement recommendations in the final geotechnical report, the government clarified that the scope focuses on subgrade and embankment analysis related to C-130 aircraft characteristics, excluding final runway pavement design and cement-treated base recommendations. For site access and permitting, contractors must coordinate digging permits directly with the Camp Robinson Utility Group rather than through Little Rock Air Force Base (LRAFB). These clarifications establish baseline expectations for bid preparation and execution of the geotechnical survey work.

Geotechnical Survey – AALZ Solicitation Number: FA4460-26-Q-0371
1. Drilling Depth / Bedrock Encounter - During previous work at AALZ, auger refusal in shale bedrock occurred at depths shallower than 20 ft. For this requirement, can auger refusal be accepted at bedrock, or should we plan to rock bit down to the full 20 ft depth regardless of refusal?
2. Will auger refusal in bedrock work or will we need to rock bit down to 20 ft depth.
We have drilled here before and bedrock - Shale was encountered at depths less than 20 ft.
ANSWER: Yes, auger refusal may be accepted at bedrock.
3. Pavement Recommendation Requirements The SOW states: “The report shall make recommendations regarding pavement sections related to C 130 aircraft characteristics.” However, during the in person discussion today, the Engineering team mentioned that the recommendation should focus on the subgrade and embankment, not the final runway pavement or cement treated base for the improved LZ. Could you please confirm which level of pavement related recommendations are required in the final report?
4. The SOW states “The report shall make recommendations regarding pavement sections related to C-130 aircraft characteristics” But in person meeting today, the Engineering team said recommend the subgrade and embankment but not the final runway pavement or cement treated base for the improved LZ. So, we would like to verify the recommendations needed in the final repo
ANSWER: Geotechnical firm shall focus on subgrade and embankment, not final runway pavement or cement treated base.
5. Dig Permit Coordination For drilling activities, should we coordinate dig permit clearance through Little Rock AFB, or through the Camp Robinson Utility Group?
6. Do we need to contact LRAFB for dig permit or the Camp Robinson Utility group?
ANSWER: Digging permit shall be coordinated directly to Camp Robinson Utility Group.
