About this file
This document is a Questions and Answers (Q&A) file for a federal contract opportunity involving fence and gate installation at Harris Road on Little Rock Air Force Base, Arkansas.
The project requires contractors to remove minimal existing barbed wire fence and wooden posts, furnish, and install an extension to an existing chain link fence along with a new 24-foot manual double gate. The government will clear a 15-20 foot path along the designated property line prior to project start, but will not perform stump grinding, grading, or site leveling. Tree stumps will remain at ground level, and no grading is required before or after the project. The fence is straight with no corners and will run between existing corner fence points as determined by government surveyors. Posts cannot be placed 10 feet on center due to underground rock formations must be relocated up to 6 inches in either direction along the property line. At the eastern termination point where a small shallow creek exists, the fence must allow water to flow and handle debris without toppling, with the bottom section sitting just above normal water level; culverts and gravel berms are not included in the project scope. The government is not requesting fence grounding or powered gate systems. No bid bond, payment bond, or performance bond is required as this is treated as a commercial items acquisition. Subcontracting is allowed, site visits are not mandatory, and OSHA 10 certification is not required. All personnel requiring base access must possess a REAL-ID. Project access is via Harris Road without need for the Vandenberg Gate Vehicle Inspection Station. The project manager need not be onsite continuously but must be available if questions arise from the government representative. Work hours and weekend work require prior coordination with the government representative.

Harris Road Fence and Double Gate
Questions
- In the Combined Synopsis Solicitation, The Description of the Requirement states: The contractor shall provide all qualified personnel, transportation, tools, equipment, materials, and services required to remove, furnish and install an extension to the existing chain link fence and a new double gate at Harris Road on Little Rock AFB, AR 72099.
Are there any portions of the existing fence to be removed?
There is minimal amount of old perimeter barbed wire fence with some post.
- How wide of a path will be cleared by the government for the new fence?
Our in-house shop that will be handling the clearing stated they would clear 15-20 feet path.
- Will the stumps be removed in this path?
There will be no stump grinding. Tree stumps will be left at ground level.
- Will the path be graded so that Material Handlers, Auguring Equipment, and Concrete Trucks can safely access the site?
No, the site will not be graded.
- What are the government requirements for lateral relocation of post that cannot be placed 10 on center due to underground rock formations?
Up to 6 inches in either direction along property line.
- Are there any special requirements for installing the new fence at the bottom of the wooded area where water flows?
Installing fence over small creek or marshy area must allow water to flow and handle debris without knocking fence over.
- Please provide the specific requirements for grounding. Specifically, how often are ground rods required, is there special requirement for the gate, and is there a perimeter ground?
We are not asking fence to be grounded. The gate is to be a manual gate not powered.
- Is there an incumbent for this request?
No
- Is subcontracting allowed?
Yes
- Was the site visit mandatory to bid?
- Can you please provide a plan sheet showing the fence layout with corners?
Straight fence, no corners.
- Is it possible to get the award amount for this project from last year?
- Can you confirm if the 1400' fence line is already clear of brush?
Project area is scheduled to be cleared prior to project beginning.
- Is there a water source available?
Not aware of a water source in the area.
- It was mentioned during the site visit that fence clearing would be handled in-house using a mulching machine. Our concern is that mulching equipment typically clears vegetation to ground level but leaves stumps in place, which may interfere with proper fence post installation. Could you please confirm whether stump removal will be completed or if additional clearing will be required for post installation?
No stump removal.
- Portions of the fence line, particularly through the wooded sections, appear to have uneven ground. Please confirm whether the grade will be leveled or otherwise prepared prior to installation to ensure proper fence alignment and installation quality.
There will be no grading prior to project.
- Please confirm the total linear footage of existing fencing to be removed as part of this project and indicate whether all existing fence along the Harris Road alignment shown in Appendix B is to be removed prior to installation.
Old existing fence is a short distance of barbed wire with a few standing wooden fence posts. Fence is primarily laying on the ground.
- Please clarify whether the contractor is responsible for brush clearing, tree removal, or vegetation removal along the proposed fence line. If required, please provide the limits of clearing and the expected width of the cleared corridor.
Our in-house shop will be handling the clearing of path along designated property line for the project site.
- Please confirm whether grading, leveling, or slope correction will be required along the fence alignment. Additionally, please clarify if uneven terrain or elevation changes should be anticipated that may require stepped panels or modified terminal post installation.
There will be no grading required prior to or after the project.
- Please confirm the total linear footage of new fence installation along the Harris Road alignment shown in Appendix B and identify the exact start and termination points for the new fence system.
Distance for the new fence was determined by our in-house surveyors. Fence will start at existing corner fence and end at existing corner fence.
- Please confirm the designated construction access points and whether temporary access roads or clearing will be required to reach the fence installation area.
Access to project site is on Harris Road and there will be no installation of access/clearing road part of this project.
- Will this project require a Bid Bond?
- We went to the bid meeting and plan to bid. I see the fence plan, it doesn't say how wide you want the gate to be and I thought there was an electric operator also. Can you provide the right information for this?
Gate is a manual gate not electric operator. Para 2.1.2 of PWS states a 24-foot double gate.
- The bid document lists removing fence as part of the contract. I see no notation or footage for removal in images or spec sheets. Is there a large portion or just where it would be necessary to connect to the corners that exist?
Old existing fence is a short distance of barbed wire with a few standing wooden fence posts. Fence is primarily laying on the ground.
- It appears that there is a draw, ravine, or intermittent creek in the timber/forested area to the east of the road and near the connection point to the fence at its easternmost termination, is this correct? If so, are there any specific instructions for crossing this area or can standard construction be used in this area?
The east end of project does terminate in a draw with small shallow creek. Installing fence over small creek or marshy area must allow water to flow and handle debris without knocking fence over. The bottom of this section should sit just above the normal water level.
- Will the government confirm that no bid guarantee is required for this project as it is for commercial items?
Correct
- Will the government confirm that no payment and performance bonds are required for this project as it is for commercial items?
Correct
- Will the government confirm that anyone needing access to the base in order to perform work on the resultant contract will need to have a REAL ID in order to obtain base access?
REAL-ID is required to access any federal facility or installation.
- Does the government want a full-time on-site superintendent during the performance of this requirement?
A project manager does not have to be onsite at all times. However, the project manager must be available if needed by government representative if questions arise.
- Paragraph 6.1 of the PWS states: “All commercial trucks must enter through Vandenberg Gate
Vehicle Inspection Station.” Will the government confirm whether all contractor vehicles must stop at the main gate for vehicle inspection before proceeding to the job site, or if contractor personnel and vehicles with appropriate passes will be allowed to proceed directly to the job site?
Access to project is on Harris Road. Entering through Vandenberg Gate isn’t necessary to access project site.
- Will the government confirm that no concrete foundations from the former sports field remain that would interfere with the installation of the new fence line?
We are not aware of any residue concrete foundation. Demo of school and sports field called for site restoration or remediation.
- During the site visit, it was mentioned that the Government will perform the clearing for this project. Please confirm.
Our in-house shop will be handling the clearing of path for project site prior to start date.
- Will the government clarify if all subcontractors on-site are required to be OSHA 10 Certified?
Not required
- Will the Government clarify if any additional training is required for all on-site personnel?
None required by requesting unit.
- Earliest start time/Latest finish time per day?
This project doesn’t affect flying mission or base daily operations. Project manager will need to coordinate with government representative of intended hours and days they intend to work.
- Are weekends allowed?
Weekend work is allowed with prior coordination with government representative.
- The attachment titled “PWS Harris Rd Fence dated 16-Feb-2026.pdf,” issued with the solicitation on SAM.gov, appears to contain some illegible or jumbled words in the narrative column of the drawings on pages 11 and 12. Could you please provide clarification or a corrected version of the narrative?
Narrative column contains code outputting the picture. All specifications needed for the images shown on pages 11 and 12 can be found in the PWS.
- During the site visit, it was observed that the east side, where the fence extension begins, there is a marshy area with standing water. The soil in this area is soft and saturated. The PWS does not provide direction for installing the fence under these conditions. Please refer to the pictures below. Should contractors include measures such as stronger posts, deeper foundations, reduced post spacing, installation of culvert pipes under the fence, or construction of a gravel berm to provide stable footing for the posts? Will the government please provide specific guidance or details for installing the fence in this area?
Installing fence over small creek or marshy area must allow water to flow and handle debris without knocking fence over. The bottom of this section should sit just above the normal water level. The inclusion of culverts or construction of gravel berm was not included in this project.
