About this file
This document is an Addendum to FAR 52.212-1, providing instructions to offerors for submitting offers on commercial products and commercial services under solicitation FA4460-26-Q-0366 COMBO. The Government will award the contract to the responsible offeror whose conforming offer is most advantageous considering price and other factors. Offerors must submit signed and dated offers to the specified office by the exact deadline identified in the solicitation and consent to all solicitation requirements, terms, conditions, representations, and certifications by submitting an offer. Failure to meet any requirement may result in the offer being deemed non-responsive, and offers failing to furnish required representations or information, or rejecting solicitation terms and conditions, may be excluded from consideration.
At a minimum, offers must include the solicitation number; receipt deadline; offeror's name, address, and phone number for both company and representative; technical description of items with sufficient detail to evaluate compliance; express warranty terms; itemized price breakdown with any discount terms; remit-to address if different from mailing address; current SAM.gov registration validation; completed FAR 52.212-3 representations and certifications; mandatory CAGE Code; Brand Name certification if applicable; acknowledgment of solicitation amendments; and past performance information when included as an evaluation factor with relevant contract numbers and points of contact. Offerors must hold prices firm for 30 calendar days from the receipt deadline unless another period is specified in a solicitation addendum, and offers must clearly display the expiration date.
