About this file
This is a Questions and Answers document for the 19 CPTS Carpet solicitation, addressing contractor inquiries regarding two separate carpet replacement projects: the 19 CONS Carpet Replacement project and the 19 CPTS Carpet B1255 project.
Each facility operates under a separate contract with independent timelines specified in the Performance Work Statement (PWS), with all work requiring completion by the contract end date. Contractors are responsible for all furniture moving, including safes, and must manage both recyclable and non-recyclable construction debris, with the base providing a recycling container for cardboard and recyclables only. A 4.5-inch cove base is acceptable for both projects. Dumpsters and box trailers containing materials and supplies may remain on-site with facility coordination. Carpet and adhesives must be purchased through the Air Force Carpet II Program as a mandatory source, with pricing to be provided in an amended solicitation. After-hours or night work requires written approval from the Contracting Officer and facility escort availability. Material and colors from all seven Tier 1 vendors are specified in the PWS. The reception area of building 1255 consists of ceramic tile and is not included in the scope of work. Floor plans for the 1255 project are available in Appendix A of the PWS.

Questions – 19 CPTS Carpet
1. Will the 19 CONS Carpet Replacement project and the 19 CPTS Carpet B1255 project be performed simultaneously, or may they be completed at different times?
Each facility is a separate contract on its own. Each project has a timeline stated in the PWS that must be met. All work must be completed by the end date of the contract.
2. Is a 4.5-inch cove base acceptable for both projects?
Yes
3. Is the contractor responsible for moving the safes, or will they be relocated by the Government prior to flooring installation?
Contractor is responsible for all furniture moving, including safes if needed.
4. Will the contractor be permitted to leave a dumpster and a box trailer containing materials and supplies on site for the duration of the work?
Yes with coordination so we may work with the facility for location.
5. In the PWS, it states 2.6 Carpet and adhesives furnished for this project must be purchased through the Air Force Carpet II Program as a mandatory source. It then goes on to give a link. You have to have a log in to view the site. How do we get access to that to view the pricing?
Amended solicitation will have the pricing.
6. For disposal of construction debris, will the contractor be responsible for daily disposal and haul-off, or will space be provided for a construction dumpster?
See answer on question 4.
7. If a construction dumpster is not provided, may the contractor use existing base dumpsters for disposal of construction debris?
No. The base will provide a recycling container for the cardboard boxes and any other recyclable material. Contractor is responsible for all non-recyclable waste.
8. Is after-hours or night work permitted to facilitate the room-by-room phasing of the project?
If the CO agrees and the facility can provide escort. The request will have to be made in writing to the CO after the contract award.
9. If the reception area carpet is not included in the replacement scope, should the new carpet tile match the existing reception area carpet?
The reception area of building 1255 is ceramic tile and not included in the scope of work.
10. We are obtaining material quotations from an approved Tier I vendor as required by the solicitation. The vendor has advised that pricing may vary depending on the selected carpet color. Has a carpet color been selected for this project? If not, should offerors base their quotations on a standard color within the specified product line for bidding purposes?
Material and colors from all seven Tier 1 vendors are provided in the PWS.
11. Is there layout or floor plan available for the work to be done on 1255?
The floor plan for this project is in Appendix A of the PWS.
