About this file
This is a Questions and Answers document that clarifies key requirements for Air Force Solicitation FA446026Q0011, a combined synopsis/solicitation for food services at Gulfport CRTC in Mississippi during Exercise ROCKI 26-03, scheduled for May 10-18, 2026. The solicitation is a 100% small business set-aside with NAICS code 722310 (food service contractors) and a size standard of $47.0 million.
The Q&A clarifies critical service divisions and operational parameters: this is a new contract requirement with no incumbent contractor. From May 10-13, the government will furnish food items through a storeroom clerk, with contractors accessing only dry goods storage and preparation refrigeration; military personnel will serve prepared meals during this period. From May 15-18, contractors assume full responsibility for all food service operations, including menu development, meal preparation, staffing, and cleaning supplies—the DFAC will be closed on May 14. Contractors must provide all qualified personnel, transportation, tools, equipment, and materials to comply with federal, state, and DOD regulations. The government will provide a menu for May 10-13 and the contractor must develop a menu for May 15-18, though the specific complexity and scope of meal preparation requirements would be detailed in the referenced Performance Work Statement and the government-provided menu attachment.

tiinQuestion:
We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?
Answer: This is a new contract requirement. Where this service will be provided is at a guard base, where Mississippi ANG typically would be activated to serve food during drill weekends. An incumbent has not been performing these services previously.
This is a new requirement.
Question:
Are the menu’s/662’s created yet for this exercise and if so, can they be shared to see the complexity of what’s being prepared?
Answer: We have the food menu that is being prepared, for the 10th-13th, only. I will provide that as an attachment. The contractor would be required to build a menu for 15-18 May.
Question:
1.1 in the PWS states the government will furnish food from 10-13 May. Will the food be issued by a storeroom clerk for what is to be prepared, or will the contractor have access to the storeroom, coolers, and freezers to pull what is needed?
Answer: Food will be provided by a storeroom clerk. Contractors will have access to dry goods storage areas and preparation refrigerators only.
Question:
1.2 states the contractor will furnish all food items and services during the period of 15-18 May but 1.4 states the contractor will provide a menu for 14-18 May. Can you please confirm if the DFAC will be closed or open on the 14th please?
Answer:
The DFAC will not be open on the 14th. 1.4 in the PWS has been updated with the correct date.
Question:
1.5 in the PWS states that “assigned military personnel will serve and assist where applicable” How many miliary cooks will be assigned to help cook or does the contractor need to be prepared that they may not receive any military cook assistance.
Answer: Military members will only serve prepared meals from 10 May through 13 May 2026. Contractor will be responsible for providing all services from 15 May to 18 May 2026.
Question:
