About this file
This document is a Request for Information (RFI) containing nine detailed questions and answers related to a communications infrastructure project, likely for an Air Force installation. The RFI covers technical specifics including fiber optic patch panel installation, radio connectivity, cutover methodology, operational constraints, and equipment grounding requirements. Key details include: cutover activities should happen before 12:00 PM to minimize disruption to air traffic controllers, federal holidays are blackout dates, all new fiber connectors will be LC to LC, and the contractor is required to ground new equipment cabinets to the facility grounding bar. The government (19 CS communications squadron) will coordinate with the contractor on installation timelines, provide connector adaptations if needed, and ensure proper cabinet grounding.

RFI #1 – GFE Fiber Patch Panel Installation Timeline Reference: SOW §1.2, §3.1.1, §3.2.3, §3.3.2, §3.4.2, §3.5.2 Question: For each site, will the Government have the GFE Fiber Optic Patch Panels (FOPPs) installed and ready for use prior to the Contractor’s arrival, or will the Contractor need to coordinate with Government personnel for their installation during the project?
This clarification is requested to support the development of an accurate installation schedule if awarded.
Answer: 19 CS will coordinate with the contractor prior to installation.
RFI #2 – CM300 Radios and Legacy TDM Multiplexers
Reference: SOW §1.0, §3.1, §3.6 Question: Are the CM300 radios (specific to this SOW) currently connected and in-service using the manufacture-discontinued legacy TDM multiplexers/modems?
There is no modem in use. Each pair TX, RX, PTT(ground keying) is copper wire directly from each radio to the end user equipment.
- Each transmitter is connected via REM IMT (J7) pins 16 and 35 for TX audio and pins 32 and 37 for keying.
- Each receiver is connected via REM IMT (J3) pins 2 and 15.
RFI #3 – Outage and Cut-Over
Reference: SOW §4.7 Question: Please confirm whether the Contracting Officer’s Representative (COR) will provide concurrence on the proposed cutover methodology and the preferred sequence of cutover activities (e.g., GATR to Control Tower first). Additionally, please identify any site-specific priorities or operational considerations that should guide the order of transition to ensure minimal disruption to flight line operations and other critical services.
19 OSS/OSAM (RAWS) should be the approval on the cutover methodology.
-For cutting over, we prefer one frequency channel at a time. With this, one facility at a time (GATR to TWR, then GATR to CP, etc...) is acceptable. It is advisable that the cutovers happen before 12:00PM, to minimize disruptions to Air Traffic controllers.
-The cutover for the channels going to building 216 will take longer as some equipment currently in use will need to be relocated as well. Government personnel will need to work with the contractor for those two channels.
RFI #4 – Site-Specific Downtime or Blackout Dates
Reference: SOW §2.10, §2.11, §4.7 Question: Please provide any known site-specific downtime windows, operational blackout dates, or restricted periods that could impact installation scheduling. Please provide Typical after-hours expectations such as maximum work hours per day, Earliest Start time and Latest End time.
Blackout dates are any Federal holidays.
-Provided there is no interruption of ATC operations, after-hours work is not expected.
Hours of operation are covered in paragraph 2.10 in the SOW.
RFI #5 – FOTS Management Approach
Reference: SOW §3.6 (TC View Management) Question: Does the Government intend to use in-band management for the TC Communications Fiber Optic Transmission System (FOTS) via TC View, or is an out-of-band management method expected? If out-of-band is preferred, please specify the management connectivity requirements.
The government intends to use the in-band management TC view.
RFI #6 – Substitution of TC Comm Cage Size
Reference: SOW §3.1, §3.2, §3.3, §3.4, §3.5 Question: Will the Government accept substitution of a 1RU TC Communications card cage in place of the specified 2RU cage, provided that all functional, interface, and space requirements are met?
Provided that all functional, interface, and space requirements are met, a 1RU cage is acceptable.
RFI #7 – Grounding of Wall-Mounted Cabinet in Building 335 Reference: SOW §3.10, §3.11, §3.13
Question: The 12-RU wall-mounted cabinet in Building 335 did not appear to be grounded during site observation. Please confirm whether this cabinet is currently grounded, or if the Government intends to provide the required ground connection.
Answer: 19 CS will ensure cabinet is grounded.
RFI #8 – Grounding Requirements for New Equipment Chassis Reference: SOW §3.2.1
Question: Given that existing equipment racks are grounded by the Government, please confirm whether installing new equipment chassis into these properly grounded racks is considered acceptable practice. Alternatively, does the Government require the Contractor to provide and install a new ground bar—connected to the backboard ground—at each location beyond SOW section 3.2.1?
Answer: Contractor is required to ground new cabinet to facility grounding bar.
RFI #9 – Grounding Requirements for New Equipment Chassis
Can you confirm the types of connectors used on the fiber? It looks like ST connectors, but we would like to confirm prior to submitting our proposal.
Answer: All new fiber connectors shall be LC to LC; however, if any equipment requires any dissimilar connectors – 19 CS will provide, e.g., ST to LC, etc.
