About this file
This document contains a comprehensive set of questions and answers (Q&A) for a federal contract opportunity related to a frangible shooting range maintenance contract. The Q&A provides detailed technical specifications about the range, including its physical characteristics, environmental controls, and maintenance requirements. Key details include:
The range is a hybrid indoor/outdoor facility with 21 firing lanes at 25M length, featuring a metal bullet trap with earth berms and a surface danger zone covered by dense vegetation. The range uses a Donaldson HEPA filter (Part Number P034303) and a Dust Collection Unit (DCU) that is currently operational. The current contract is held by Range Maintenance Solutions, Inc. (Contract FA446022P0032) with a value of $57,000 for a base year plus two option years. The range has an average firing tempo of 4 classes of 21 personnel per week. Post-maintenance cleaning will require third-party testing by the Bio-Environmental Office for lead and copper contamination, with surface contamination levels needing to be below 200 μg/sf in most areas and 400 μg/sf in bullet trap areas. The range is explicitly a frangible range where lead ammunition is not authorized.

RESPONSE: Hybrid: Outdoor Range with partially outdoor firing line. See Photos.
11. If outdoor elements are present, what is the condition and nature of the shotfall zone (e.g., impact area, terrain features, water/wetlands)?
RESPONSE: Metal bullet trap with earth berms on sides. Surface Danger Zone for round impact covered by dense vegetation & forests.
12. What are the specifications and materials for bullet trap plates, baffles, joint strips, deflectors, and chambers?
RESPONSE: Steel plating w/ 1” plywood on baffles
13. What is the current condition of all existing bullet trap components?
RESPONSE: Serviceable
14. What is the make, model, and technical specification of the air compressor?
RESPONSE: N/A (Air Compressor not part of the range and located in janitorial closet of office building, condition: in-operational) Amended PWS is attached removing reference to the air compressor.
15. What is the configuration and total length of the air lines?
of office building, condition: in-operational) Amended PWS is attached removing reference to the air compressor.
Dust Collection Unit (DCU) - pictures of the nameplate could serve this purpose.
16. What is the make, model, and capacity (CFM) of the current DCU?
RESPONSE: See Picture
17. What are the filter specifications (type, size, material, MERV rating, pulse-cleaning system details)?
RESPONSE: HEPA filter
Part Number: P034303
Mfr: Donaldson
Size 349MM X 349MM (13.74” X 13.74”) OD X 26.00”L
18. What is the current condition of the DCU and its filters?
RESPONSE: Operational
19. What is the estimated volume of lead collected during semi-annual de-leading and cleaning?
RESPONSE: 55 gal drums (1 for contaminated PPE & 1 for Frangible Dust) emptied quarterly.
20. What is the current collection and storage process for residual lead?
RESPONSE: 55 gal drums picked up by base recycling center
21. Are specific drum types or sizes required for lead collection (e.g., 55-gallon drums)?
RESPONSE: 55 gal drums
22. What are the specifications of the existing lighting fixtures (type, number, wattage)?
RESPONSE: Lighting is not part of this requirement. An amended PWS is attached removing section 4.2.1.
23. Are there any required specifications for LED replacement fixtures (e.g., lumens, color temperature, preferred brand)?
24. For the statement "Successful cleaning of the range shall be accomplished after submission of independent third-party testing results of cleaning swatch samples taken after vacuuming has been completed at 15 random locations as follows: The testing areas and standards of successful cleaning shall be at: Inside the Control Tower at one (1) random location measuring less than 200 μg/sf, Firing Line at three (3) random locations shall be below 200 μg/sf, East and West walls at two (2) random locations on each wall, range floors at three (3) random locations, the front of the bullet trap at three (3) random locations, and the rear of the bullet trap at three (3) random locations shall all be less than 400 μg/sf."
