About this file

This document is a set of questions and answers (Q&A) related to a federal contract opportunity for Maintenance of the M-4 Firing Range at Little Rock Air Force Base. The Q&A covers various technical and administrative details about the firing range, including site specifications, maintenance requirements, and operational parameters. Key details include the range being an outdoor steel trap facility with 3 bays and 7 lanes, shooting approximately 150,000 rounds per year. The current contract (FA446022P0052) is a three-year agreement valued at $57,000, and this is a recompete requirement.

The Q&A addresses specific aspects of range maintenance such as quarterly inspections, lead dust sampling, equipment maintenance, and waste disposal. Notable points include that lead-based ammunition is not authorized, the air compressor is located in a janitorial closet and currently inoperational, and the contractor will be responsible for tasks like deleading, vacuuming frangible dust, and cleaning the firing line. The work hours are 8:00 a.m. to 4:00 p.m. Central Standard Time, Monday through Friday, excluding federal holidays. The solicitation (FA446025Q0012) has an extended proposal due date of Monday, July 14, 2025 at 4:00 PM.

Text version

1. It was mentioned during the site visit that the larger bullet fragments that end up being augured into the 55 gal drum, or collected in the plastic 5 gal pails at the rear of the trap are routinely picked up and recycled by others and are not a work item of this contract. Can you verify this as being true? True

2. The performance work statement mentions the inspection of an air compressor and air lines for leaks and then changing oil as needed. We did not see this compressor during the site visit. Can you confirm where this compressor is located and what function it serves for the firing range? Air compressor is located in the janitorial closet & in-operational. Former purpose was for weapons cleaning.

3. Regarding the quarterly range inspections, I assume these will consists of visual inspection as well as collection and analysis of lead dust wipe samples from both firing line surfaces, control tower surfaces and trap surfaces, with results compiled in a written report of findings, is this assumption correct? Assumption is correct, however nobody has tested samples for lead or conducted decibel tests.

4. It was mentioned during the site visit that the top and bottom slanted steel plates making the front wall of the trap are to be inspected for denting or other damage during the quarterly inspections. If denting or other damage is identified, will this contractor be responsible for removal and disposal of the damaged steel plates and replacement with new, or will this be the responsibility of others? Responsibility of others.

5. Regarding the range cleaning/de-leading work, I assume that we will be collecting clearance lead dust wipe samples following the cleaning of the range. Is this assumption correct, and if so, what will be the clearance criteria or level of lead in dust that must be achieved to consider the range cleaning successful? Correct. However, samples have not been collected recently. Criteria and acceptable levels would be tracked through the bio-environmental office.

6. Is this a brand-new contract OR if there is (was) an incumbent performing these services.

If not brand new, could you please provide the current / previous contract number? This is a recompete requirement. The current contract number is FA446022P0052.

7. What was the total award amount for the most recent contract period? FA446022P0052 is a three-year contract for a total of $57,000.

8. Currently the frangible dust waste is being disposed of by Air Force members. Is that arrangement going to remain in place for the next contract, OR will the Contractor be responsible to remove waste off base for disposal? Currently the contractor does not dispose of the dust and we coordinate with recycling center. We would prefer for the contractor to be able to dispose of the dust however.

9. Have the frangible dust/rounds ever undergone TCLP (Toxicity Characteristic Leaching Procedure) analysis? If so, can you provide the report showing whether any waste was ever classified hazardous? No

10. Can You provide the Data plate and picture of the air compressor that will require oil changes and services? (not seen on walk through)

11. In the SPECIFIC TASKS on PWS it does not mention the replacement of the filters for the dust collector. Will that be included in the contract for replacement as needed? Yes

12. Is the Contractor responsible for removal and maintenance of the vegetation growing under and around the back of the bullet traps? No

13. Can the Government confirm that lead-based ammunition has never been used at this firing range? Further, are there any plans to use lead-based ammunition for this range in the future? No. Lead ammunition is not authorized for this range.

14. Please provide a copy of the sign in sheet for the site visit. No. The sign in sheet is not necessary for creating or submitting a proposal for Solicitation No. FA446025Q0012.

15. Will the Government please consider a brief extension to the proposal due date to allow Offerors to incorporate answers to questions? Yes, the due date has been extended to Monday, July 14, 2025 by 4:00 PM

16. 1.6-Inspecting vs repairing/replacing. If we find damaged or broken parts, what is the process for this unit to replace them prior to work. Submitting a work order with Civil Engineering for the required repair (baffles, floor, structure, & vegetation).

17. Additionally, what is the threshold that can be expected and provided of “Unscheduled Maintenance” requests when they occur, i.e. 1k, 5k, etc. Assuming “unscheduled maintenance requests” must and will be approved and funded if found prior to beginning work. Threshold is unknown.

18. After reviewing the published PWS, we noticed there is no description of range cleaning.

It only primarily covers range maintenance:

Performance objective SS-2 covers deleading/removal of frangible dust, but no clear directives are present in PWS. Can you provide verbiage in the PWS for clear and direct standards to be expected and outlined for successful completion. Cleaning standards entail emptying collection barrels, cleaning back-stop drain, vacuuming of excess frangible dust behind the back-stop, cleaning of firing line pavement, cleaning of contaminated debris between the firing line & back stop

19. Finally, who is taking/picking up the waste that is accumulated each cleaning? Is installation HAZWASTE picking up the waste? Recycling is currently picking the dust barrels up. We would prefer for the contractor to be able to dispose of the dust however.
