About this file

This document is a Single Source Justification (Simplified Acquisition) for a brand name requirement to install a new FCI/Monaco fire alarm operating matrix/mass notification system at Building 335 on Little Rock AFB, AR.

The contractor shall provide all personnel, transportation, tools, equipment, drawings, materials and services to install the new fire alarm system. The purchase request number is FA446024Q0287, with an estimated contract cost. The justification cites that only the original manufacturer, Monaco, can fulfill this requirement due to the currently installed hardware and software components of the system. The Contracting Officer determined that a single source is reasonably available, and market research found multiple small business resellers of Monaco equipment. The Government will continue to search for equipment that can interface with the currently-installed Monaco system.

Single Source Justification (Simplified Acquisition)

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? D Yes

Contracting Activity: 19 CONS

Project/Program Name: Monaco Fire Alarm Operating Matrix/Mass Notification System at B335

Purchase Request / Local ID Number: FA446024Q0287

Estimated Contract Cost (including Options):

Section B: Description of the Supplies/Services Required

The contractor shall provide all qualified personnel, transportation, tools, equipment, drawings, materials and services required to install a new FCI/Monaco fire alarm operating matrix/mass notification system at B335 on Little Rock AFB, AR.

Section C: Justification for Soliciting from a Single Source or Brand Name

Due to the FM and UL listings of fire alarm systems, only manufacturer specific components can be used in the D21 system and Building 335 on Little Rock AFB. Only the original manufacturer equipment, Monaco, can fulfill this requirement due to the currently installed hardware and software components of this system. There are several small businesses that can provide Monaco equipment; therefore, this will be solicited as a brand name requirement in accordance with FAR 6.302-1 (c), Application for brand name descriptions.

Section D: Efforts to Obtain Competition

Market research concluded there are multiple small business resellers of Monaco equipment. The Contracting Officer expects adequate competition for this requirement.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

The Government will continue to search the market for equipment that will interface with currently-installed Monaco equipment.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1 (b)(l), that the circumstances of this contract action deem only a single source is reasonably available.
