WWII Film Restoration

For archiving purposes we generally recommend the 2K scan for 8mm film and at least 2K and preferably 4K for 16 film. What resolutions would you like us to quote?

- Recommended resolutions (2K for 8mm film and 4k for 16mm film).

For the data DVD discs because of the space limitation of DVD we could probably only put SD 480 line MP4 files on there. So this would only be about 1/3 to 1/5 of the resolution of the film. Let me know if that's what you had in mind for the data DVD.

- If possible, multiple DVDs (part 1, part 2, etc.), would be acceptable.

- If not possible, compressed resolution on the DVDs would be acceptable for planned use for these DVDs. While external hard drive alone would be ideal in a commercial setting, government cybersecurity ops are less amenable to connecting these to the network.

For the flash drive and per frame images what is the required resolution and format? Typically for a flash drive we would put MP4 on there at the resolution of the scan. For the per frame images normally we would do DPX.

DPX is completely uncompressed and is the highest quality format in the industry. We can do per frame JPEG for example but this would be pretty highly compressed.

- MP4 would be acceptable for the drives.

- For the per frame images, JPEG, PNG, or TIFF would be acceptable (whichever would provide the best quality). Unfortunately, the computers we work with do not have DPX viewing-capable software, and we are only allowed to install from a pre-approved software list.

1. Are you looking to have the film scanned and moved onto a hard drive as ProRes QuickTime Files?

- Preferably they would be viewable on a Windows-compatible computer. We do not use Apple computers at this organization.

2. Would you need digital film restoration and color correction to make the film presentable?

- Preferably yes.

3. We’re you looking for HD, 2K, or 4K resolution for the master files?

- Perhaps price for each? While 4K would be ideal, even HD would be better than what we have right now (i.e. nothing).

- UPDATE: 4K

4. Would you like me to arrange a carrier to pick up and redeliver after film is scanned?

- That would be helpful yes.

5. Would you need the original film reels placed on new cores and storage containers to help preserve them in the future?

- This would be ideal. If the material is of high historical value or use, we may try to donate them to the National Museum of the United States Air Force.

6. Would you be providing hard drives?

- The Government will not be providing hard drives.

To be able to bid on your project, do we need to be registered with the State of Arkansas or Federally? I just want to make sure our paperwork is all lined up before the opening date.

- An active registration in the System for Award Management (SAM) under the NAICS code for this solicitation is required.
