Dare to Lead
Questions and Answers
8 September 2021
1. Q: Is there an incumbent contractor who has facilitated this course during a prior fiscal year at LR AFB? If so, what was the company name, contract number, period of performance, and total contract value? No
2. Q: When conducted in-person, a Dare to Lead workshop of this size is typically facilitated by one person (max of two facilitators) and done in a large group setting (not separated out into smaller groups) for a full 8 hours of instruction of the entire group each day for three days. The 1:14 ratio is typically only utilized when the course is facilitated virtually due to the virtual breakout room size limitations. Would the government consider changing the requirement to two certified Dare to Lead facilitators or describe the reason for three
(3) facilitators and if the participants will be in separate rooms or spaces or if they are planning for a contingency virtual option? The requirement is 3 and will not change. Base Commander is a certified facilitator and requested 3 based on her experience and knowledge of the organization, and her familiarity with the course material.
3. Q: Would the government consider changing the requirement for technical acceptability to be that: one of the certified DTL facilitators (who is customizing the course and injecting real life stories of the material in use) must have practical experience in the Air Force and be a certified DTL facilitator, and the other facilitator(s) to just have experience delivering the course to the US military, as this would allow for fair competition while delivering the same Air Force customization to the course? No, the requirements are identified based on organizational needs at the discretion of the Base Commander.
