Flooring Project Contractor Questions

1. I know this is kind of last minute, but I would like to ask how you would like to address bidding the stair edge in building 314 since it was not in the SOW. Possibly leave it out and add as a change order if we are awarded the contract? I consider them to be a threshold or transition and need to be bid accordingly. Not a change order.

Also, this is most likely a typo however building 528 calls for carpet base 24” x 24”. It is a typo. Should be 4.5 inch 120 foot long sewn top cove base.

2. I did not catch the room number in building 234 however which room was already tiled?

Was room 120 in building B-294 to be excluded? Are the bathrooms on second floor of Building B-1250 to be included? See the changes in the floor plans on this solicitation for 234, 294 and 1250.

3. Can digital floor plans for each building be provided? PDF copies only. Everyone on the site visit had a chance to measure rooms if they decided not to go with the estimated square footages/yardages.

4. Can digital scalable floor plans for each building be provided? No PDF copies only.

5. In building 234 RM 118 – Lecture Hall. There are 2 podiums on a stage that is filled with electronic equipment and wire to a sound room. Will the AF empty and remove the podiums from the stage? We can request that the AF move them.

6. Please confirm that all electronic gear (computer, laptops, printers, copiers etc …) will be removed by the AF. Yes

7. Please confirm that all personal items from all offices, desks, bookshelves, filing cabinets will be boxed up and moved by the AF. Yes. It is up to the occupants. Filing cabinets/cubicle desk drawers unless they are not lockable will stay loaded and closed.

8. Please confirm this will essentially have the Flooring Contractor moving empty furniture and furnishing for demo and new carpet install. Filing cabinets/cubicle desk drawers unless they are not lockable will stay loaded and closed. Other furniture should be cleared.

9. In the main office of Building 528 it appears the floor is no longer level. If self-leveling is required will the COR accepted a per bag change order cost to repair the floor. (i.e. $X cost per bag time X number of bags equals Change Order)? Will consider if the need arises; however, the two areas you’re talking about should be able to be hand leveled and trued during prep.

10. Confirm that RM 120 in Building 294 will not be in the scope of work. See question 2.

11. How will the Secure Room in Building 314 (the one we had to sign into and get badges) be worked? (i.e. Will on going OPS in this room be continued and will work a 1/3 or ½ of the room at a time or will the entire OPS be moved to an alternate location?) Will work with the occupant. If possible they will work from an alternate location during this phase of the replacement.

12. Will the award be by building or buildings or will one contract be award for all 10 buildings? Single contract like the solicitation states.

13. The Evaluation Factor for Award page 57 of the solicitation is blank. What are the Evaluation Factors that will be considered for award? Referred to the Contracting Officer.

14. What is the expected time line for all 10 building of the project? Start to Finish? 180 days.

15. There are several building that house multiple entities and/commands. How will coordination be handled to get a building ready for demo and re-carpeting? CES (Mike Minick) will help with the coordination. The facilities will be occupied so some work will have to be completed in phases.

16. Given the effort involved in questions 14, could we be provided with planned mobilizations per building if a building cannot be started and completed in one mobilization? Specifically Buildings:

I expect to start and finish a facility in one effort with worked being phased section to section. Facilities will be occupied so coordination will be the key; however, in some of the facilities the AF mission will come first. If we have a delay due to mission requirements it will be presented to the Contracting Officer and a decision will be given to allow more time if needed to complete the task.

17. What will working hours be limited to? Would it be possible to work nights and weekends to combine demo and furniture movement crews with installation crews? 0700-1600 Monday-Friday are normal duty hours. The contract allows for night and weekend work as long as it’s scheduled in advance so escorts may be provided on a case by case basis.

18. In building 234 there is a material requirements for 4560’ LF of 4.5” carpet base – Mohawk Rush River II – 821 Endless Journey. This carpet only comes in a Carpet Tile and does not come in broadloom carpet for the required 4.5” carpet base. Another coordinating broadloom carpet will have to be selected to make carpet base. I have contacted the Mohawk Rep for recommendations. Until a final color is selected can WRF price a coordinating broadloom carpet for carpet base? If Mohawk carpet is used in that facility, the manufacturer has comparative carpet to use as base. The same with the rest of the flooring manufacturers.

19. What is the minimal ID requirement to come on base as an installer for contracted work? A state ID, drivers license, or passport are examples off sufficent ID.

20. If an installer is on parole for a previous issue, but can get a letter from his Parole Office that he/she is in good standing for fulfilling all requirements of their parole can they work on base under an issued contract? If an installer is on parole they will not be allowed access to the base.
