PERFORMANCE WORK STATEMENT

FOR

FLOW METER, SAMPLER AND RAIN GAUGE MAINTENACE

LITTLE ROCK AIR FORCE BASE, ARKANSAS 72099

22 June 2016

1. DISCRIPTION OF SERVICES

1.1. The contractor shall provide all qualified personnel, transportation tools, equipment, materials and services required to calibrate, repair and maintain sewage flow meters, samplers and rain gauges on Little Rock Air Force Base, AR 72099. The contractor shall accomplish all services below to meet the requirements of this Performance Work Statement (PWS) and best commercial practices for sewer systems. Work shall be in compliance of all Federal, State and local regulations, codes and permits for sewage systems.

1.2.

NON-PERSONAL SERVICES AND/OR INHERENTLY GOVERNMENTAL SERVICES. The Government will neither supervise contractor employees nor control the method by which the contractor performs the required tasks. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services, or give the perception of personal services. If the contractor feels that any actions constitute, or are perceived to constitute personal services, it shall be the contractor’s responsibility to notify the PCO immediately. These services shall not be used to perform work of a policy/decision making or management nature, (e.g., inherently governmental functions). All decisions relative to programs supported by the contractor shall be the sole responsibility of the Government.

2. SERVICE REQUIREMENTS

2.1. Background: Little Rock AFB has 14 American Sigma Flow Meters at various sites throughout Little Rock AFB and two off-base in Jacksonville, Arkansas. Five are flow proportional samplers and nine are flow meters. They support the metering requirements of the Base Sewage Permit and are a data source for the evaluation of infiltration and inflow (I & I) reduction efforts.

2.2. Work Requirements: Contractor shall provide all remote and on-site diagnosis, repair, replace and maintenance service necessary to restore units to operational use. Contractor is required to maintain stations and upgrade with latest programming and flash ware to meet the manufacturers’ specifications for use. Contractor is responsible for maintenance, repair, replace and calibration of all peripheral equipment associated with the meters/samplers including; solar panels, voltage regulators, battery banks, enclosures, conduits, wiring, modems and any hardware/software need to maintain continuous access to LRAFB through wireless, landline or cloud-based telemetry. Meters are required to provide valid metric data for at least 95% of the intervals sampled.

2.3. Diagnosis/Repair Service Calls: After notification by the COR the contractor shall provide diagnosis/repair service within 24 hours for remote or on-line repairs and within 72 hours for on-site diagnosis/repairs. COR shall be notified when the work is completed or if diagnosis/repair will take longer than 8 hours to complete.

2.4. Alteration to Equipment: An alteration to a unit may be need due to obsolete or major damage to electronic equipment (acts of God) that is not included under the full maintenance service arrangement. Alteration/modernization will be covered on a case by case basis as a work request from the COR. The typical alteration results in a betterment of technology to provide data and the operation of the equipment. When an alteration is made, all affected safety requirements must be complied with. All work as part of an alteration is required to comply with specific requirements of the existing contract to include calibration, maintenance and data collection/website maintenance as necessary.

2.5. Reports: Contractor is to provide a report to the COR on sampler/meter/rain gauge calibration either quarterly or annually as required or if the unit has been repaired. The report is required to be delivered to the COR within 5 days of the calibration of the unit. Data collection (flow/level readings) shall be delivered to the COR by the 5th day of every month.

3.1. Quality Assurance: The government will evaluate the contractor’s performance to ensure services are received in accordance with requirements set forth in this contract. When a performance threshold has not been met the contractor will be notified by the CO with instructions for responding to the discrepancies identified.

3.2. Periodic Surveillance: The Government will periodically evaluate the Contractor’s performance in accordance with the PWS.

4. GENERAL INFORMATION.

4.1. Government Furnished Equipment: None

4.2. Hours of Operation: Normal base operation hours are from 0700 to 1600 Monday – Friday. If a holiday falls on a scheduled work day, work scheduled for that day shall be made on the following workday. Any holiday rescheduling shall be at no additional cost to the government. All maintenance, diagnosis and calibration shall be scheduled through the COR. All work shall be completed between the hours of 0700 and 1600 hours Monday-Friday. No work will be performed at any time outside these hours without written approval through the COR to the Contracting Officer (CO). Contractor shall submit a written request at least seven days in advance before the work is to be accomplished.

4.3. Continuation of Essential Contractor Services During Crisis

4.3.1. None

4.4. ENVIRONMENTAL MANAGEMENT.

4.4.1. Policy. Little Rock Air Force Base has an Environmental Policy Statement (Appendix C) to focus on the ultimate goal of protecting our environment (work environment and the natural environment) while accomplishing our mission. All Contractors working on base are expected to acknowledge their role in EMS while completing their mission. Threats associated with service contracts include, but are not limited to: hazardous materials, spills, equipment leaks, etc. This will be briefed and documented initially for each project with updates for all subcontractors.

4.4.2. Hazardous Material Identification. Material Safety Data Sheets (MSDS) are required as specified in the latest version of Federal Standard No. 313 (including revisions adopted during the term of the contract) for any other material designated by a government technical representative as potentially hazardous and requiring safety controls. MSDSs must be submitted by the contractor upon contract award.

4.4.3. HAZMO. The government (HAZMO personnel) will inventory all chemicals that the contractor brings on to Little Rock AFB or any property under the control of Little Rock AFB. Any products that meet the criteria of “Hazardous Waste” must be coded and tracked until permanently removed from government property. The inventory will be performed prior to commencement of work. Criteria for identifying hazardous waste, is contained in Subpart C of 40 CFR, Part 261.

4.4.4. Spill Response. The contractor will be briefed on the Little Rock AFB (Red Plan) spill response procedures at the pre-performance conference. The contractor is responsible to report and promptly cleanup all spills in a manner consistent with current environmental regulations, in the event that it is necessary to utilize government material, equipment or personnel to clean up a contractor-caused spill, the contractor shall be required to reimburse the government for all associated costs.

4.4.5. Hazardous Material/ Waste Management. The contractor will be briefed on Little Rock AFB Hazardous Material/Waste Management Plan prior to start of work.

4.4.6. Hazardous Material Handling. The contractor shall have approval from the base Bio-Environmental (BEE) and HAZMO sections prior to purchasing, handling, using, and storing any chemicals, solvents, lubricants, and other products that require MSDSs. The contractor shall identify these materials and products on Air Force Form 3952 Chemical/Hazardous Material Authorization Request, Process Identification Form, and Shop Disposal Form. The contractor shall provide one copy of the MSDS for each item attached to the AF3952 to the COR for review, by HAZMO, prior to any chemicals being brought onto Little Rock AFB. The contractor shall maintain one copy of the MSDS for each hazardous material line item used within the work center. A monthly report shall be sent to the COR detailing quantities of all hazardous materials used in the previous month. The report is due by the 10th day of each month.

The contractor shall not use products that are or contain Toxic 17 chemicals, Extremely Hazardous Substances (EHS), Ozone Depleting Substances (ODS), and/or Persistent Bio accumulative and Toxic (PBT) chemicals. Any HM containing one of these banned substances will not be allowed on base.

4.4.7. Training. The contractor shall ensure all employees complete the local Air Force Hazardous Communication, HAZMO, and hazardous waste training. The contractor shall appoint a primary and alternate HAZMO and Hazardous Waste monitor. Monitors are responsible for training all contractor personnel regarding hazardous material containers maintained within Little Rock AFB and complete MSDS immediately upon receipt of new chemicals, products, or materials.

5. BASE ENTRY REQUIREMENTS

5.1. Contractor personnel and vehicles must possess appropriate passes. These shall be obtained from Security Forces Pass and ID at the Vehicle Inspection Center located at the Vandenberg Drive Gate.

5.2. The Contractor is subject to all Base fire, safety, security, and traffic regulations.

5.3. The Contractor must comply with applicable laws concerning workplace safety.

5.4. The Contractor is subject to all citations and penalties for violation of applicable workplace safety laws. The burden of compliance rests with the Contractor. Enforcement of workplace safety laws is the responsibility of the agency specified in the applicable law.

5.5. The Contracting Officer may notify the Contractor of hazards in Contractor operations that endanger Government personnel or property and require appropriate action. This provision does not constitute assumption of liability for Occupational Safety and Health compliance on the part of the Government or negate other agency responsibility for enforcement of applicable laws.

5.6. Accident prevention principles must be thoroughly integrated into all operations. Unsafe conditions and practices, as identified by the CO or designated representative, must be corrected immediately.

5.7. This service contract requires that contractor employees be identified as contractor personnel by introducing themselves or being introduced as contractor personnel and displaying distinguishing badges or other visible identification for meetings with government personnel. In addition, contractor personnel shall appropriately identify themselves as contractor employees in telephone conversations and in formal and informal written correspondence.

5.8. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their Contractor-owned or privately owned vehicle while on Little Rock AFB.
