01 – GENERAL REQUIREMENTS

01 11 00 – INITIAL SUMMARY OF WORK FOR SABER

GENERAL

PROJECT SCOPE

Contractor shall provide all design, drafting, management, supervision, plant, labor, materials and equipment necessary to fully meet all requirements of this Initial Summary of Work, the SABER contract specifications NKAK 06-1074, construction drawings, updates and all other Contract Documents related to and/or titled: “RPR (SUS) Pistol Range Baffles B 1395 NKAK 16-1020”, at Little Rock AFB, Arkansas.

PRINCIPAL FEATURES

A. Principal features of the work are as described in Part 2 Technical Description of Project of this Section 01 11 00 Initial Summary of Work for SABER below.

B. PHASING

1. No phasing necessary C. The above general outline of the principal features does not in any way limit the responsibility of the Contractor to perform all work required by the SABER Contractor.

The SABER Contractor shall verify all existing site conditions and measurements prior to beginning any design or construction work.

PART 2 - TECHNICAL DESCRIPTION OF PROJECT

2.01 GENERAL

The SABER Contractor is required to provide all services necessary for the minimum buildable design and construction of this project.

The purpose of this project is to remove and replace the plywood sheeting and support lumber on the 7 baffles, remove and replace the 2 by support material used to cover the metal columns for the overhead cover at the end of the range, then make any repairs needed to the metal supports to include removal of rust, paint the support trusses, then replace in kind two layers of marine grade/water resistant plywood that are of equal thickness, plywood should be painted white and numbers should be painted to correlate firing lanes with the covered area at the beginning of the range.

Additionally in the concrete firing area, the lines that designate individual spots on the range lanes will need repainted red and yellow respectively.

Removal and replace 6 total, 4’, two bulb, fluorescent fixtures in the firing area.

Removal of incandescent flood lights and replacement with LED flood lights on baffle row 6, and installation of LED flood lights on baffle rows 4 and 2.

A. The SABER Contractor shall be responsible for any surveys, excavations, soil borings, soil analyses, chemical tests, laboratory tests, pressure tests, electrical tests, corrosion and cathodic protection tests, asbestos and lead-based paint surveys, and any other tests required for a complete minimum buildable design and construction of this project.

B. LEAD ABATEMENT

1. Any construction material coated with Lead Based Paint (LBP) and/or coatings that may contain some level of lead containing materials that are disturbed as a part of this delivery order will be handled and disposed of by the contractor in accordance with all federal, state, local and base laws/regulations.

C. ASBESTOS ABATEMENT

1. Asbestos Containing Materials if encountered will be abated with in the Delivery Order in accordance with all and any laws, rules and regulations established by all government that has jurisdiction Project involving demolition of part of or an entire facility shall include an asbestos survey at start of the delivery order prior to demolition taking place.

2. Section 01 14 19 Coordination, 1.11C The SABER Contractor shall be responsible for locating all utilities in the area of construction, and for accommodating or modifying them, as required for the construction of this project.

2.02 DEMOLITION

A. Demolition shall be limited to that which is required to achieve the primary goal as specified in paragraph 2.01 and paragraph 2.03 NEW CONSTRUCTION.

B. Remove and dispose of existing plywood sheeting, remove and dispose of anchors used to hold plywood, remove and dispose of wooden support material that is not capable of supporting new plywood, remove and dispose of anchors used to hold support material, remove and dispose of 2 by material used to cover metal support columns at the back of the range, NEW CONSTRUCTION

Repair metal parts (trusses) as needed to include the removal of rust on the metal support trusses that hold the baffles up, then paint 2 coats with appropriate rust inhibiting paint. Install new treated 2X4 support material as needed, then install two layers of new ¾” water resistant (marine grade) plywood, and paint exterior layer of plywood white and stencil lane numbers on the 3rd, 5th and 7th baffles to identify lanes to shooters. Repaint red and yellow lines on the concrete shooting area, with “traffic style” paint without reflective beads and stencil in lane designation numbers.

Remove and dispose of the 6 overhead, 4’, 2 bulb fluorescent, exterior lights and replace with same type at the shooting area.

Install new LED flood style lights on 2nd, 4th, 6th baffles, new wire, conduit, and junction boxes, will need be installed on the 2nd and 4th baffles, lights exist on 6th reuse if practical and install new as necessary. Fixtures should be exterior, two way/blub flood style lights spaced evenly per lane. Check to see if circuit will be able to support the new load placed on it.

2.03 CIVIL/STRUCTURAL

Use of 19th CES Civil/Structural Design Criteria and Expectations current as of 5 March 2014 is mandatory.

2.04 ARCHITECTURAL

Use of LRAFB Architectural Compatibility Guide

A. 2 00 WALL COVERINGS.

B. Provide and install building signage system to include directional signage and directories as specified in Section 10 14 02 INTERIOR SIGNAGE.

Provide additional details here dated June 2006 and Little Rock Air Force Base Architectural Design Guide Supplement dated 17 May 2013 is mandatory.

C. Users may require specialty architectural items. The SABER Contractor shall determine all needs during pre-proposal and pre design site visits.

D. All color selections to be by the LRAFB Architect. The SABER Contractor shall submit colors in full range of manufacturer’s standard colors to be selected by LRAFB Architect.

E. All vinyl wall covering shall be breathable as specified in Section 09 7

2.05 MECHANICAL & PLUMBING

A. Use of 19th Civil Engineer Squadron Mechanical Engineering Design Criteria and Expectations dated March 2014 is mandatory.

B. Provide details here.

C. Clean and repaint fan coil units to include new filters.

2.06 FIRE DETECTION & SUPPRESSION

A. Remove existing detectors and fire suppression heads as necessary for ceiling tile replacement and reinstall at appropriate height B. Provide and install Fire Extinguishers and cabinets as specified in Section 10 44 16 FIRE EXTINGUISHERS & CABINETS

2.07 ELECTRICAL AND COMMUNICATIONS

A. Use of LRAFB Electrical Design Standards dated 25 November 2013 is mandatory.

All work associated with this project shall comply with 19th Communication Squadron Design Standards dated 1 July 2013.

2.08 RECYCLING AND CONSTRUCTION DEBRIS DIVERSION

See Section 01 11 00 SUMMARY OF WORK Paragraph 2.07 Recyclable Materials, and Section 01 45 00 QUALITY CONTROL paragraph 1.03I RECYCLING MATERIALS.

STORM WATER POLLUTION PREVENTION MEASURES

The SABER Contractor shall follow the requirements of Specification Section 01 57 23 – Storm Water Pollution Prevention Measures.

The SABER Contractor shall document pre-construction site conditions and at a minim establish disturbed areas to pre-existing site conditions or as specified in this Initial Summary of Work (Reference Specification Section 01 30 10 DELIVERY ORDER PROPOSALS paragraph 1.06A) Plastic on the back of sod is not acceptable at LRAFB per the 19th CES Natural Resource Manager. Remove the plastic prior to placing sod. Biodegradable backing is acceptable.

PART 4 - PRODUCTS

4.01 PROPOSAL SUBMITTAL REQUIREMENTS

A. The Contractor’s Minimum Design documentation shall include the following:

Contractor shall provide shop drawings, catalog cuts, product data, et cetera as applicable to convey in detail the proposed construction. Reference:

See Section 01 11 00 Summary of Work paragraph 1.06, B.

E. Work Schedule (After award) Contractor shall provide a detailed design and construction schedule as required by Section 01 30 10 paragraph 1.07.

4.02 CONSTRUCTION SUBMITTAL REQUIREMENTS

PART 5 - EXECUTION

5.01 SITE VISIT

A. Contractor shall visit the project site with the SABER PM to further define the scope of the project. Contractor shall document the site visit with site visit minutes, photos, sketches, et cetera.

B. This site visit will require the services of the Contractor’s Design Quality Control Manager (DQCM) as described in Section 01 30 00 DELIVERY ORDER PROPOSALS paragraph 1.09 and Section 01 45 10 Contractor Quality Control.

5.02 STATEMENT OF WORK

This Initial Summary of Work shall be used by the Contractor to develop a Statement of Work as required by Section 01 11 00, 1.06. The Statement of Work shall include any deviations or changes noted from the Initial Summary of Work, due to the site visit, site investigation, design calculations, design reviews, code reviews and the Contractor’s minimum design efforts.

5.03 MINIMUM DESIGN

The Contractor’s Statement of Work and Minimum Design efforts shall include sufficient design documentation to substantiate the proposed approach. The Contractor’s design shall clearly illustrate compliance with local, state, federal building and construction codes as required by Section 01 30 10 paragraph 1.11 CODES STANDARDS AND INSTRUCTIONS.

5.04 DESIGN REVIEW

Contractor shall provide statement of work and design documentation for government review and comments per Section 01 30 11 DELIVERY ORDER PROPOSALS, paragraph 1.04 and Section 01 32 14 DESIGN & CONSTRUCTION PROGRESS DOCUMENTATION.

5.05 COST PROPOSAL AND NEGOTIATIONS

A. Contractor shall incorporate any and all design review comments into the Statement of Work and design documentation and provide a detailed cost proposal in accordance with Section 01 11 00 paragraph 1.06, B.

B. The Contractors detailed cost proposal will be thoroughly reviewed for use of proper line items and quantities based on the Contractors proposed design approach. All discrepancies will be identified by the Government for clarification and/or correction by the Contractor, until a final negotiated proposal is agreed upon by both the Contractor and the Government.

5.06 AWARD, PRE-CONSTRUCTION CONFERENCE AND NOTICE TO PROCEED

After award of the agreed upon proposal, the Government will hold a Pre-Construction Conference for coordination with appropriate Base organizations and the using agency. The Notice to proceed will then be issued by the Contracting Officer.

5.07 CONSTRUCTION

A. After the Notice to Proceed is issued and all minimum design submittals have been approved, the Contractor shall begin the Material Approval submittal process and construction activities.

B. Contractor shall provide daily reports on a weekly basis to the Government.

5.08 CLOSEOUT

Contractor shall provide all close-out documentation.

GENERAL

UNIFIED FACILITY GUIDE SPECIFICATIONS (UFGS)

All standard UFGS specifications, pertaining to Reserved and applicable to the scope of effort identified in this contract, in the most recent version of the Unified Facilities Guide Specifications are incorporated into this specification by reference. The Contractor may download the latest version of these specifications for free from the Whole Building Design Guide, Construction Criteria Base Web Site for the Unified Facilities Guide Specifications at http://www.wbdg.org/ccb/browse_org.php?o=70.

LITTLE ROCK AIR FORCE BASE SPECIFICATIONS

The specifications described within this Division are local modifications or addendums to the Unified Facilities Guide Specifications. If there is a conflict between these specifications, and those contained in the Unified Facilities Guide Specifications, the local specifications contained herein will take precedence.
