Little Rock Air Force Base Solicitation FA4460-15-B-0006 RFI Questions
1. On Page 1 of the SF Form 1442, Section 13, the due date for the bid states 14 Sep 2015 at 1100AM. However, on Page 43 of the solicitation, it states bids are due 4 Sep 2015 at 1100AM. Please verify the due date and time.
a. Bids are due 14 Sep 2015 at 1100.
2. Please verify the address to where the bids are to be delivered. The address on FBO states Contracting Office Address:
19th Contracting Squadron Attn: Barry G. Jundt or Sr. A Samuel Hevrin 642 Thomas Avenue, Bldg 642 Little Rock AFB, Arkansas 72099-4971
Is this the correct address for the bids to be delivered?
a. Yes
3. Page 43 of the solicitation indicates the bid opening will be held at:
LRAFB Education Center 1490 Vandenberg Blvd.
Jacksonville, AR 72099
However, no Room Number is provided on FBO or elsewhere that we could find. Please verify this is correct address for bid opening. Also, please provide Room #, if possible.
a. This is the correct address. No Room # available currently.
4. On Page 1 of the SF Form 1442, Section 10, it states clearly that per FAR 52.219-14, LIMITATION ON SUBCONTRACTING AND FAR 219-27 WILL APPLY. THIS CLAUSE REQUIRES THAT THE CONCERN PERFORM AT LEAST 25% OF THE COST OF THE CONTRACT, NOT INCLUDING THE COST OF THE MATERIALS, WITH ITS OWN EMPLOYEES. However, on FBO it states that the concern perform only 15% of the cost of the contract. Please verify that a minimum of 25% of the cost of the contract, not including the cost of materials, with its own employees is required.
a. Refer to the 25% listed on the contract.
5. During the site visit, there was one issue that was covered in the meeting. The Base Bid had assumed that there was a partial working system. We were told that this system has since crashed and is not functioning at all. The site does not know what meters and which Jace Panels are functional and which are not. However, it was states at the site visit several times that “THE PROJECT IS FOR A COMPLETE SYSTEM INCLUDING ALL PROGRAMMING AND FRONTEND GRAPHICS/PROGRAMMING”. Please verify that all the costs associated with replacements and repairs are to be covered in the Contractor’s Base Bid proposals.
a. The base bid is to include all equipment necessary to make the meter reading system complete and functional. It would be assumed that the server equipment (JACE panels, etc) would require replacement as part of the Base Bid.
6. Please verify that the electric power utility company will NOT allow for any meter to be mounted on the existing transformer casings, even if one exists there today and is in need of replacement.
a. Entergy Arkansas Inc will NOT allow new meters to be mounted on transformer structures. Existing NEXUS meters mounted on transformer structures (if any) may be re-installed on the transformer structure in the same location as currently installed.
7. There does not seem to be a request for a technical approach, past performance, or qualifications of the contractor’s design/build team. Please verify that the only requirements for the bid opening are the pricing for the CLIN Items (on pages 4-7 of the solicitation), signed SF1442, Bid Bond original, and Reps and Certs.
a. That is correct.
8. Reference paragraph 1.05 Permits. Since the work is on Federal Property, what permits from Arkansas jurisdictions are required?
a. None.
9. Paragraph 3.03 indicates a preference for a ‘register professional architect’ to serve as the design principal for this project. Since this is an Engineering project, we would like to propose that a Registered Engineer fill this role in lieu of an architect. Please confirm that this will be deemed acceptable under the provision of this section of the specifications.
a. This is acceptable to CE.
10. Paragraph section 4.04.C, with the exception of paragraphs 1, 2, 9 and 10, these requirements are typical of building construction projects and, as such, are not applicable to the work of this project. Please confirm this assumption.
a. CE confirms this assumption that paragraphs 1, 2, 9 and 10 are applicable and that others are not.
11. Section 01 33 00 requires the following:
1.03 GEOGRAPHIC INFORMATION SYSTEM (GIS) SERVICE
A. The Contractor shall perform a geographic information system (GIS) survey of all exterior construction that is installed or modified in this contract. This includes changes to the building footprint, all at-grade or above-grade structures and pavements, all underground utilities and associated appurtenances, and newly planted trees.
B. The Contractor shall deliver all as-built survey data files in a format that is directly readable and compatible with the 19 CES Geospatial Data System (GDS).
Since the work of this contract does not include any modification of building footprints or landscaping, is GIS information and associated file submittals required for this work?
a. No GIS submittals are required.
12. In regard to meters that are listed on the meter spreadsheet that state “Repair/Integrate Existing”, is it the intention that the Design / Build Contractor is to include in their Firm Fixed Price proposal all Testing and Verification of each of these meters as part of this contract?
a. It is the intention that the Design/Build Contractor repair and/or integrate the meters into the automatic meter reading system (AMRS). The meters listed are assumed to be broken or otherwise not integrated into the AMRS as no data was being captured for them.
13. In regard to meters that are listed on the meter spreadsheet that state “Repair/Integrate Existing”, if the intention is that the Design / Build Contractor is to Test and Verify each of these meters, please clarify what test procedures are required to validate a calibrated and working meter.
a. It is the intention that the Design/Build Contractor repair and/or integrate the meters into the automatic meter reading system (AMRS). The meters listed are assumed to be broken or otherwise not integrated into the AMRS as no data was being captured for them.
14. In regard to meters that are listed on the meter spreadsheet that state “Repair/Integrate Existing”, is it the intention that the Design /Build Contractor include in their Firm Fixed Price proposal all costs required to “repair meters” found broken or inoperative?
a. It is the intention that the Design/Build Contractor repair and/or integrate the meters into the automatic meter reading system (AMRS). The meters listed are assumed to be broken or otherwise not integrated into the AMRS as no data was being captured for them.
15. In regard to meters that are listed on the meter spreadsheet that state “Repair/Integrate Existing”, is it the intention that the Design /Build Contractor include in their Firm Fixed Price proposal all costs required to “replace meters” found defective and unable to be repaired?
a. It is the intention that the Design/Build Contractor repair and/or integrate the meters into the automatic meter reading system (AMRS). The meters listed are assumed to be broken or otherwise not integrated into the AMRS as no data was being captured for them. If the Design/Build Contractor finds it cost effective to repair by replacement (with identical equipment) they are at liberty to do so.
