About this file
This is a Questions and Answers document clarifying requirements for an electrical installation project at a federal facility.
The project involves installing new branch circuits and a subpanel to power workstations in an office area. All circuits must be 20-amp circuits originating from a new 120/208-volt subpanel. EMT conduit is preferred for circuit runs; MC cable is acceptable only in ceiling grids with a transition to EMT for wall drops to workstations. No surface-mounted circuits are permitted on walls. The contractor must conceal all raceways from view where feasible; exposed EMT on finished walls for basefeeds is prohibited. FMC conduit whips are allowed as required due to building physical constraints for new homeruns from the panel. Surface-mounted conduit and electrical boxes for basefeed connections are not permitted. The facility section will remain unoccupied during the entire electrical installation to facilitate work and ensure safety. Existing desks and furniture will remain in place and must be protected from damage during construction. No material submittals are required as part of the bid package; these are submitted after award. The contractor must complete AT/OPSEC cover sheet training, which consists of online courses. Circuit neutrals are shared as shown in the manufacturer's drawing package rather than dedicated. Appendix B references 8 basefeeds; the Conference Room, CC, and SEL Room are not part of the scope of work. New circuits will not connect to emergency circuits or backup power supplies.

Questions and Answers:
1. One question I do have is do you want us to run EMT conduit for the circuits or MC cable. EMT preferred. When necessary use MC cable.
2. If we ran MC cable we would run it in the ceiling grids but once we make out drops to power the work stations we would change over to EMT conduit. This solution is acceptable within the definition of code. There will be NO surface mount circuits on the walls.
3. Can you please provide the nameplate for the desktop machine and/or the monitor (unless it's an all-in-one computer/monitor combination)? This will allow us to determine the total load and the required panel rating for the new sub-panel. All Circuits will be 20 Amp circuits. Drawings for circuitry are attached. While desks and computers will be standard, the additional Equipment at each station will vary.
4. Will areas be cleared during construction? (during site visit, existing furniture and desks were in site, if these will remain, can contractor protect them with plastic mil instead of relocating or moving desks/cubicles ? Desks and furniture will remain in place. The furniture is to be protected from damage.
5. Will the office space be occupied by military personnel during installation ? No
6. If a scheduled shutdown is necessary to install subpanel, what is the maximum time allowed for power to be off ? To facilitate the work and ensure safety, this section of the facility will remain unoccupied for the duration of the electrical installation.
7. Does the AT/OPSEC Cover sheet need to be included in contractors proposal ? if so where can we find the training / certification ? Training needs to be completed. They are online courses and shouldn’t be an extravagant cost.
8. Are material submittals required as part of bid package? No, these are submitted after award is made.
9. Is contractor allowed to install EMT raceways on finished walls for basefeeds in case no wire fill capacity available in existing raceways ? No (While EMT is permitted by the NEC, our user has requested that it be concealed. Where feasible, we would prefer all raceways to be hidden from view.)
10. Can you confirm if these circuits will originate from existing distribution panelboards and if there is sufficient physical space (these will have to originate from the 120/208 panel NOT 277/480)? We are adding a subpanel; please see modified SOW
11. Will these new branch circuits require dedicated neutrals, or is the use of a shared neutral per phased grouping permissible under the specific project specifications?
Neutral is shared as shown in manufacture’s Drawing package
12. Please clarify if the installation involves new home runs to the panels or if we are tapping into existing junction box circuitry, and whether these circuits are part of the Essential Electrical System (EES). Nothing will be attached to emergency circuit/backup power supply. New subpanel needs to be installed to accommodate added circuitry, see modified SOW.
13. In the event that there is no panel space available for the additional 24 New circuits, is the government expecting the contractor to price in adding a sub-panel to meet the new circuit capacity? Subpanel is to be added. See modified SOW.
14. The Conference Room, CC, and SEL Room do not include basefeed circuits or electrical work, nor is it referenced in the scope of work. Please confirm that these rooms are also not part of the SOW, as they are not explicitly referenced. Check Appendix B, there are 8 base feeds, nothing further is required.
15. In the event contractor needs to install new homeruns from the panel, is FMC/conduit whips allowed as raceway or strictly EMT ? FMC as required due to physical constraints of the building
16. Are we allowed to surface mount conduit and new electrical boxes for the basefeed connections ? NO.
