About this file

This file is a post-industry day Q&A summary documenting questions and answers from the Air Force's Virtual Industry Day held on July 21, 2026, regarding the Logistics Readiness Squadron Capabilities (LRS-C) Multiple Award Contract (MAC) Indefinite Delivery Indefinite Quantity (IDIQ) procurement.

The LRS-C MAC IDIQ is a strategic enterprise services contract consolidating logistics readiness services currently provided through 39 separate contracts across Air Force Continental United States (CONUS) installations, with planned expansion to select OCONUS locations (Eareckson, Wake Island, King Salmon). The contract encompasses six functional areas: Materiel Management, Traffic Management, Vehicle Management, Fuels Management, Ground Transportation, and Air Transportation. The MAC will be 100% set aside for small businesses with a 5-year base ordering period; a minimum guarantee task order will be awarded to all MAC awardees, and an initial installation task order is anticipated concurrent with MAC awards. The Government anticipates mid-2027 solicitation with a Draft RFP in Spring 2027 and award by early-to-mid 2028. Evaluation will use Highest Technically Rated Offeror (HTRO) methodology allowing self-rating with Government validation. Prime contractors must perform at least 51% of work, with teaming and subcontracting permitted for functional areas outside core capability. Task orders will generally use Firm-Fixed-Price CLINs for base services with Time-and-Materials or Cost-Reimbursable CLINs for separate, Government-activated surge CLINs (estimated at approximately 7.5% of program cost). Installations will tailor task order scope and requirements; individual task orders may cover all six functional areas or individual functional areas as needed. Historical workload, staffing, and site-specific data will be provided with task order RFPs to support proposal development and pricing. NAICS code 561210 applies to all task orders, and installations retain discretion to impose additional socioeconomic set-asides at the task order level (HUBZone, SDVOSB, 8(a), WOSB). Installations using DLA Energy services and functions currently performed by AbilityOne contractors are excluded from LRS-C scope.

Ind Day Questions no Duplicates LRS-C Virtual Industry Day Questions (21 July 2026 at 2PM CST) - Questions are listed by Area & Duplicates are Removed

QUESTION AREAPRE-INDUSTRY DAY QUESTIONS (Asked before Industry Day)ANSWERS (To be answered publicly during Industry Day)
SB, Pools, LRS Functional Areas, & TeamingDoes the Government anticipate using any task-order-level socioeconomic set-asides (e.g., small business, 8(a), HUBZone, SDVOSB, WOSB) after MAC award? We anticipate a 100% SB set-aside at the MAC IDIQ level. Individual bases will place task orders and may use socioeconomic set-asides at their discretion.
SB, Pools, LRS Functional Areas, & TeamingWhat small business subcontracting participation goal will the Small Business Participation Commitment Document (SBPCD) reflect, and will it factor into task order evaluation? This is a 100% small business set-aside thus no need for a SB subcontracting goal.
SB, Pools, LRS Functional Areas, & TeamingCan we prime and team?Yes, you can propose as a team provided a small business does 51% of the work.
SB, Pools, LRS Functional Areas, & TeamingWill the Government allow joint ventures, SBA mentor-protege joint ventures, contractor teaming arrangements, and prime/subcontractor teams to satisfy breadth-of-capability requirements across the six LRS-C functional areas?Awards at the MAC level require capability across all 6 LRS-C functional areas. Offerors must propose by forming teaming / subcontractor arrangements (if needed) to perform services in the functional areas they cannot perform alone.
SB, Pools, LRS Functional Areas, & TeamingWill offerors be required to demonstrate corporate experience in all six LRS-C functional areas at the MAC level, or may experience be demonstrated through proposed teaming partners and subcontractors?Offerors will be required to have capability to perform all 6 LRS-C functional areas. Using capable teaming partners and subcontractors is acceptable.
SB, Pools, LRS Functional Areas, & TeamingWill individual task orders require a single prime contractor to perform all six LRS-C functional areas (Materiel Management, Traffic Management, Vehicle Management, Fuels Management, Ground Transportation, Air Transportation) at an installation, or may task orders be structured or awarded by functional area or in smaller bundles?Installations will tailor task orders (and the PWS) to cover the specific LRS-C functional areas they require. The intention is for installations to generally place one task order covering all required functional areas. However, that does not preclude them from placing separate task orders for individual functional areas as needed.
SB, Pools, LRS Functional Areas, & TeamingWould the Government consider a structure under which MAC awardees may compete for task orders aligned to their demonstrated functional-area strengths, such as Fuels Management, while also allowing broader LRS/BOS task orders to be competed by full-suite teams or JVs?Installations will tailor task orders (and the PWS) to cover the specific LRS-C functional areas they require. The intention is for installations to generally place one task order covering all required functional areas. However, that does not preclude them from placing separate task orders for individual functional areas as needed.
SB, Pools, LRS Functional Areas, & TeamingWill the Government consider establishing a dedicated Fuels Management IDIQ pool, functional-area reserve, or task-order set-aside that would allow qualified SDVOSB/HUBZone fuels-management specialists to compete as prime contractors for fuels-specific task orders?Awards at the MAC level require capability across all 6 LRS-C functional areas. Offerors must propose by forming teaming / subcontractor arrangements as needed to perform services in the functional areas they cannot perform alone. Fuels management is one of the 6 LRS-C functional areas and installations may place task orders for those services as needed. However, a dedicated fuels managment IDIQ pool is not anticipated.
SB, Pools, LRS Functional Areas, & TeamingThe notice/PWS scope summary identifies Fuels Management as “Bulk Ground Fuel only,” while Draft PWS Section 3.4 includes mobile aircraft refueling/defueling, DLA Energy accounting, quality surveillance, fuel labs/sampling, bulk storage, cryogenics, and contingency support. Does the Government intend aircraft refuel/defuel operations and related DLA Energy accountability/quality functions to be in scope under LRS-C?Installations that use DLA Energy services are excluded from the LRS-C Scope.
Timeline, Transitioning, RampingWhat is the anticipated solicitation timeline: Draft RFP, RFP, contract award and start dateCurrently a mid-2027 solicitation is anticipated. A Draft RFP is also anticipated, likely in Spring of 2027. Award is anticipated by early to mid 2028 with a concurrrent initial task order.
Timeline, Transitioning, RampingWhat is the anticipated number of MAC IDIQ awards, and is an on-ramp mechanism planned to add awardees during the 5-year base ordering period? The government anticipates using HTRO evaluation process to make multiple MAC IDIQ awards. If, for whatever reason, a MAC IDIQ awardee is no longer eligible, the next highest scoring non-awardee will be on-ramped.
Timeline, Transitioning, RampingHow do you anticipate transitioning from current LRS, base ops, or BOS contracts to LRS C?The program office will work with the mission partners to develop a waterfall chart that captures all existing task orders and determine the most appropriate time to transition the current task orders over to LRS-C at the end of one of the option years.
Timeline, Transitioning, RampingTransition Requirements (Section 2.12 and 2.12.1)

Question: Will each Task Order specify the required transition period, Government-furnished transition support (e.g., system access, facility orientation,

incumbent transition assistance), and whether transition labor or incumbent/successor overlap will be separately funded?Yes.
Timeline, Transitioning, RampingHow will transition-in address incumbent workforce access, CBA/SCA continuity, CAC/base access, security processing, training records, fuels certifications, and continuity of mission-essential fuels operations? The government intends to award task orders with sufficient lead time prior to task order expiration to provide the winning contractor enough time to properly staff and learn current established practices to begin operations on first day of contract performance.
Timeline, Transitioning, RampingGiven the emphasis throughout the draft PWS on maintaining mission continuity during transition, surge operations, and contingency response, how does the Government envision balancing performance risk and schedule when awarding Task Orders requiring incumbent workforce transition, security processing, or specialized certifications? Will Task Order schedules include sufficient transition periods that reflect the complexity of each requirement? The government intends to award task orders with sufficient lead time prior to task order expiration to provide the winning contractor enough time to properly staff and learn current established practices to begin operations on first day of contract performance.
Timeline, Transitioning, RampingDoes the government anticipate awarding a task order(s) at time of the IDIQ award, or will all task order(s) be solicititated following the IDIQ award ? Or will the IDIQ awards be scenario driven for the technical requirements ?Award of a minimum guarantee task order will be awarded to all companies receiving an IDIQ award. Concurrently, we anticipate to award an initial task order for a single installation. Subsequent task orders will be awarded by each installation as needed per each installation's timeline. Once their current contract period of performance ends, they will utilize LRS-C.
Timeline, Transitioning, RampingFor task orders requiring a Secret or Top Secret facility or personnel clearance, what timeline does the Government anticipate between MAC award and task order performance start for a contractor without an existing FCL/PCL to obtain the required clearance?Facility/Personnel Clearance is required to receive award as part of the MAC.
Timeline, Transitioning, RampingWill CAC issuance and AIS account provisioning timelines be standardized across task orders, or will they vary by installation?Individual installations will control those processes and their timelines.
Timeline, Transitioning, RampingProperty and warehouse records in ELMS are audited, so a gap during transition is both an audit problem and a mission problem. If sites cut over on different timelines, how does the Government keep the audit trail intact while some installations are on the new vehicle and others are not?The Government prevents audit gaps by segmenting accountability at the site/DoDAAC level to ensure clean, localized handoffs as sites transition. Additionally, because all bases operate in ELMS as the Department of the Air Force's authoritative Accountable Property System of Record (APSR), transactions remain centrally captured and fully auditable throughout.
MAC Specifics and/or Evaluation ProcessWill the RFP specify a minimum guarantee and/or contract ceiling value for the MAC vehicle?Yes, a minimum guarantee upon IDIQ contract award. The government will not provide the ceiling amount at this time.
MAC Specifics and/or Evaluation ProcessWhat is the planned total MAC ceiling value and expected annual obligated spend?

- How many Task Orders (TOs) and installations are anticipated in the first 1–3 years?

- Are certain bases already targeted as initial task orders (e.g., early adopters) and if so, which? The government will not provide the ceiling amount and/or annual spend at this time. Contractors will be provided a waterfall chart that shows when existing Task Orders are projected to Award in order to transition to LRS-C upon termination of the current option year so as to have no break in service. We are only targeting one base still TBD to be awarded as part of the IDIQ award.
MAC Specifics and/or Evaluation ProcessHow will you weight technical/management, past performance, and price at the MAC level?
- Will past performance in individual LRS functions (e.g., POL only, or BOS with Trans/Fleet) be considered relevant/equivalent?The government anticipates using HTRO evaluation process, allowing offerors to rate themselves. Past performance ratings will then be validated by the government.
MAC Specifics and/or Evaluation ProcessHow will the Government evaluate the past performance and corporate experience of joint venture members, named subcontractors, or named functional-area leads for specialized work such as Fuels Management? The government anticipates using HTRO evaluation process, allowing offerors to rate themselves. Past performance ratings will then be validated by the government.
MAC Specifics and/or Evaluation ProcessHow does the government intend to address past performance requirements on this MAC ? Will past performance be required for each individual task order, or only for the IDIQ level ?Past performance will be evaluated at the MAC IDIQ level for awards. At individual installations' discretion, it may also be evaluated at the task order level.
Task Order Specifics and/or EvaluationWhat contract types are planned at the TO level (FFP, CPFF, CPAF, FFP LOE, T&M)?
- Will the Government encourage performance based incentives (e.g., tied to MC rates, deployment timeliness, inventory accuracy)? The Government anticipates Firm-Fixed-Price CLINS will be used for most items. Time-and-Materials and/or Cost-Reimbursable CLINS are being contemplated for the Surge CLINS, as the required quantities are less predictable.
Task Order Specifics and/or EvaluationUnder what conditions will the Government issue single award TOs versus competing among MAC holders?Task orders will be competed among MAC IDIQ awardees.
Task Order Specifics and/or EvaluationDo we have to have a local office location by time of award? No for IDIQ, however, some locations may require an office in place. If required it will be noted in the task order solicitation.
Task Order Specifics and/or EvaluationWill task orders generally be awarded using FAR 16.505 best value tradeoff procedures, lowest price technically acceptable (LPTA), or another evaluation methodology?Task orders will generally be awarded using RFO 16.507 ordering procedures and in accordance with the LRS-C ordering guide.
Task Order Specifics and/or EvaluationWhat Transition-In period does the Government anticipate specifying at the task order level, and will historical workload and pricing data from the 39 existing LRS contracts - including staffing matrices, annual transaction volumes, workload metrics, service call volumes, inventory levels, vehicle counts and fleet size, warehouse square footage, operating hours and shift schedules, and incumbent contract values - be made available to support proposal development and pricing?Transition-in periods will be established at the task order level by the requiring installation, based on their timeline needs and outgoing contract situation. Historical workload, manpower, and related information may be provided with the Request for Proposal for individual task orders / installations.
Task Order Specifics and/or EvaluationWill historical passenger processing and cargo throughput metrics be provided for each installation?Historical workload, manpower, and related informaiton would be provided with the Request for Proposal for individual task orders / installations.
Task Order Specifics and/or EvaluationPWS 2.2 says the Government will provide historical workload and manpower data to build the MTC. When in the fair-opportunity process does that site-specific data actually get released? Pricing a multi-site order is guesswork without it.Historical workload, manpower, and related informaiton would be provided with the Request for Proposal for individual task orders / installations.
Task Order Specifics and/or EvaluationFor Fuels Management task orders, will the Government provide historical workload and pricing data, including fuel throughput by product type, receipt/storage/issue volumes, refuel/defuel transaction counts, sortie or mission tempo, fuel truck and hydrant system counts, storage capacity, fuel lab/sampling workload, EPOS/FMD/EBS transaction volumes, cryogenics requirements, CBA/SCA wage determinations, and historical overtime/surge data?Historical workload, manpower, and related information would be provided with the Request for Proposal for individual task orders / installations.
Task Order Specifics and/or EvaluationWill the government identify Key Personnel requirements and qualifications for each task order?Key personnel requirements, historical workload, manpower, and related informaiton would be provided with the Request for Proposal for individual task orders / installations.
Task Order Specifics and/or EvaluationWill incumbent staffing, labor categories, staffing levels, wage rates, and Collective Bargaining Agreements (CBAs) be provided for each Task Order?Providing labor categories, staffing levels, wage rates, and Collective Bargaining Agreements (CBAs) as part of each task order is up to the installation issuing the task order.
Task Order Specifics and/or EvaluationHow many locations currently have CBAs, and will copies be furnished with the TO solicitations?
- Will the Government support early access to incumbent employees (e.g., job fairs on base, information sessions) to facilitate smooth transitions?CBA information would be provided with the Request for Proposal for individual task orders / installations.

The Government does not anticipate supporting job fairs, information sessions, etc. before issuing task orders.

Task Order Specifics and/or EvaluationPer the PWS, the union agreements are specific to each task order. Will the awardee have the opportunity to renegotiate each CBA after task order award ?Yes, you can renegotiate labor rates derived from CBA at the task order level but only under specific circumstances as permitted by the Revolutionary FAR overhaul.
Task Order Specifics and/or EvaluationWill incumbent employee retention (right of first refusal) be a task order requirement, and if so, under what conditions?Individual installations will control the issurance of task orders. Be advised that FAR clause 52.207-3 Right of First Refusal of Employment was removed during the Federal Acquisition Regulation (RFO) Overhaul.
Task Order Specifics and/or EvaluationHow will Government-Furnished Property/Equipment currently held by the 39 incumbent contractors be inventoried and transferred to the awardee at each installation during transition?Individual installations will control those processes and their timelines.
Task Order Specifics and/or EvaluationFor the 24/7 surge and contingency requirements described across all six functional areas (draft PWS paragraphs 3.1.17, 3.2.18, 3.3.21, 3.4.10, 3.5.13, 3.6.1, and 3.6.8), is surge capacity expected to be priced into the base task order, or priced as a separate CLIN activated only upon Contracting Officer notification?Surge is projected to be priced into the task order as a separate CLIN, only to be used if/when activated by the CO.
Task Order Specifics and/or EvaluationWill the Government provide standardized Performance Work Statements and Performance Work Statements (PWSs) for each Task Order, or will each installation develop independent requirements? The MAC IDIQ PWS will be a standardized template from which installations can develop a tailored task order PWS to meet their individual needs.
Task Order Specifics and/or EvaluationWill offerors be required to propose staffing based solely on the Task Order PWS, or will the Government establish minimum staffing requirements for each location? At the task order level, proposals will be based on the task order PWS. MAC IDIQ proposals will not include specific staffing plans.
Task Order Specifics and/or EvaluationWill Air Transportation Task Orders include only Small Air Terminal operations, or could they expand to include full Aerial Port operations? At the task order level, proposals will be based on the task order PWS developed by installations to meet their individual needs.
Task Order Specifics and/or EvaluationWill Government provide all material handling equipment, pallet jacks, forklifts,
K-loaders, and cargo loading equipment required for Air Transportation operations? If the government intends to provide material handling equipment, pallet jacks, forklifts,

K-loaders, and cargo loading equipment required for Air Transportation operations, it will be specified at the time of task order solicitation.

Task Order Specifics and/or Evaluation How will responsibilities be delineated between LRS C contractors and:

o Civil Engineering (for fuel facilities, tanks, wash racks)?

o Host Wing / other contractors (e.g., BOS, airfield ops, AMS/APS, AMXS/MXG)?

- For air transportation, where a base has an AMC APS/AMS, will this MAC still be used at that location?Every base will make that determination on their own individual task orders.
Task Order Specifics and/or EvaluationAre OCONUS locations (EUCOM, CENTCOM, PACAF, AFRICOM) expected under this MAC?
- If so, will there be country specific labor, SOFA, or host nation requirements we should anticipate?Only CONUS locations will use LRS-C with the addition of Eareckson, Wake island, and King Salmon.
Task Order Specifics and/or EvaluationBeyond what' s in the PWS, what specific metrics will the Government prioritize for:

- Materiel Management (e.g., inventory accuracy, M10/M23 results, issue/receipt timeliness)?

- Vehicle Management (MC rates, LTI timeliness, backlog, shop turnaround times)?

- Traffic/Ground Trans (on-time movements vs UMMIPS/TPFDD, personal property QA inspection rates)?

- Air Trans (load/manifest timeliness, JI pass rates, pallet/net accountability)?

- Will these metrics be tied to award fee/incentives at the TO level?Individual installations will specify any metrics which they will define in their task order requests.
Task Order Specifics and/or EvaluationVehicle Maintenance Facilities and Equipment (Sections 3.3, 3.3.2, 3.3.4, 3.3.9)
Question:Will each Task Order identify the Government-furnished vehicle maintenance facilities, specialized tools, diagnostic equipment, maintenance support equipment, and contractor-furnished equipment necessary to perform the required Vehicle Management services?Individual installations will tailor the PWS to their specific needs at the task order level.
Task Order Specifics and/or EvaluationCost-Reimbursable Parts and Materials (Sections 3.3.4, 3.3.5, 3.3.12, 3.3.13)

Question: Will each Task Order define the procedures for procuring

Government-reimbursable vehicle parts and materials, including purchasing authority, approval thresholds, funding limitations, emergency procurement procedures, and reimbursement documentation requirements?Individual installations will tailor the PWS to their specific needs at the task order level.
Task Order Specifics and/or EvaluationMaterial Management (Section 3.1)
Question: Will each Task Order clearly identify the specific Material Management functional areas to be performed (e.g., Asset Management, Central Storage, HAZMAT, Individual Equipment, Individual Protective Equipment, Flight Service Center, Equipment Accountability, Customer Support, Document Control, Physical Inventory, Decentralized Materiel Support, Quality Assurance, Munitions, and Aircraft Parts Store), or should Offerors assume all functions identified in Section 3.1 are included in every Task Order?Individual installations will tailor the PWS to their specific needs at the task order level.
Task Order Specifics and/or EvaluationFor Fuels Management, will DLA Energy systems access, EPOS/FMD administration, EBS reconciliation, fuel quality surveillance requirements, laboratory/sampling certifications, and transition training be Government-furnished, Government-enabled, or entirely contractor-resourced?Individual installations will tailor the PWS to their specific needs at the task order level.
Task Order Specifics and/or Evaluation11. What magnitudes of surge do you want industry to plan for (e.g., % increase in sorties, deployments, or volume)?
- Will task orders include pre-priced surge CLINs or not-to-exceed levels?Individual installations have different surge requirements, which they will define in their task order requests. Surge capabilities are projected to account for up to approximately 7.5% of the overall program cost.
Task Order Specifics and/or EvaluationTo what extent will you require detailed staffing, work breakdowns, and basis of estimate at the MAC level vs at TO level?
- Any standardized cost/price model you intend to use (e.g., provided labor categories and hours templates)?Award of a minimum guarantee task order will be awarded to all companies receiving an IDIQ award. A task order will be awarded concurrently with the MAC IDIQ awards, thereore it is anticipated that offerors will create a task order proposal. Staffing and pricing templates are still being developed.
Task Order Specifics and/or EvaluationWill there be any task order forecast or pipeline visibility mechanism (e.g., annual opportunities list)?A waterfall chart that captures all existing task orders will posted via GPE and updated quartely.
Task Order Specifics and/or EvaluationThe draft PWS contemplates Task Orders ranging from single-function support through fully integrated LRS operations across multiple functional areas, each with unique staffing, security, labor, and contingency requirements. Does the Government anticipate establishing standardized Task Order templates (e.g., CONUS, OCONUS, contingency, BOS-integrated, stand-alone LRS) to promote consistent proposal development and pricing methodologies across the IDIQ?The Government plans to award a task order concurrently with the MAC IDIQ awards. This first TO will be a baseline standard to develop subsequent task orders.
Task Order Specifics and/or EvaluationAs this IDIQ is intended to support Air Force and Space Force installations with significantly different operational tempos and logistics missions, will Task Order evaluations place greater emphasis on demonstrated enterprise logistics integration and transition capability, or will past performance be weighted primarily against the specific functional area being procured under that individual Task Order?Individual task orders will create their own evaluation criteria. While it is likely that evaluations will focus on the specific required functional areas, installations can emphasize other criteria as desired.
Task Order Specifics and/or EvaluationWill task orders be competed only as full-suite LRS requirements, or may individual task orders be scoped by functional area, installation, mission set, or Fuels Management only?Installations will tailor task orders (and the PWS) to cover the specific LRS-C functional areas they require. The intention is for installations to generally place one task order covering all required functional areas. However, that does not preclude them from placing separate task orders for individual functional areas as needed.
Task Order Specifics and/or EvaluationWill proposals require named subcontractors or named key functional-area leads, particularly for Fuels Management, and will replacement of those named firms/personnel be restricted after award to preserve the capability and small-business participation evaluated by the Government?Proposals will require identification of teaming / subcontractor arrangements with the prime performing 51% of the work. MAC IDIQ awards will be 100% set aside SB.
Task Order Specifics and/or EvaluationWhat contract type does the Government anticipate for task orders, and will surge, contingency operations, non-routine events, emergency response, overtime, reimbursable materials/parts, and 24/7 extended operations be priced under separate CLINs or handled within a firm-fixed-price baseline? The Government anticipates Firm-Fixed-Price CLINS will be used for most items. Time-and-Materials and/or Cost-Reimbursable CLINS are being contemplated for separate Surge CLINS, as the required quantities are less predictable.
Task Order Specifics and/or EvaluationWhat FCL/PCL requirements are anticipated for the majority of CONUS LRS-C task orders? Will facility clearance be required at MAC award, task-order proposal, task-order award, or only before performance on classified task orders?Facility/Personnel Clearance is required to receive award as part of the MAC.
Task Order Specifics and/or EvaluationStaffing Assumptions / Minimum Team Complement (MTC) (Sections 2.2, 2.2.1–2.2.4, 2.3, 2.8, and 2.9)
Question: Will each Task Order define the required Minimum Team Complement (MTC), staffing assumptions (e.g., operating hours, shift coverage, leave coverage, and surge requirements), and provide historical workload data sufficient for Offerors to develop an accurate staffing approach and price proposal?MTC, historical workload, manpower, and related informaiton would be provided with the Request for Proposal for individual task orders / installations.
Task Order Specifics and/or EvaluationQuality Management System (QMS) (Section 4.22)

Question:Will each Task Order include a Quality Assurance Surveillance Plan (QASP) or Performance Requirements Summary (PRS) defining the required Quality Management System deliverables, inspection criteria, performance metrics, Acceptable Quality Levels (AQLs), and Government surveillance methodology? Quality Assurance Surveillance lan or performance Requirements Summary and related information would be provided with the Request for Proposal for individual task orders / installations.

OtherIs AI going to be integrated into the overall program?
UPDATED QUESTION: In some programs we are finding they want to use AI in specific areas of a program like to speed up data feeds or in personnel areas. Is the government going to be implementing any AI in to this program at all and which areas might be of most interest for that?Unknown at this time. If AI is implemented it would be at the installation / Task Order level and part of their RFP.
OtherThe PWS places contractor staff across ILS-S, ELMS, CMOS, GATES, OLVIMS, EPoS, and EBS, each built for a different mission. As the Air Force moves toward an enterprise operating model, what principles are guiding how those systems evolve together rather than just continue to coexist? This contract is not intended to address that issue.
OtherFor the property and warehouse records in ELMS, is the Government aiming for one enterprise configuration across sites, or does each installation keep its own setup and custodial baseline through transition? The Government’s strategic objective is a single, centrally governed enterprise configuration across all sites to maintain standard accountability. However, during transition, each installation actively manages and validates its own local custodial baseline to ensure a clean, auditable migration into that standardized framework.
OtherThe fuels workflow crosses Air Force execution and DLA enterprise accountability. Has the Government scoped that seam as strictly an operational reconciliation responsibility, or as a place where process modernization may happen over the life of the vehicle?Installations that use DLA Energy services are excluded from the LRS-C Scope.
OtherThis is a real shift, from installation-level contracts to a single enterprise vehicle across the Air Force and Space Force. What was the actual problem that drove the decision to consolidate, and how will the Government know it worked, past cost and CPARS?The current approach at the Department of War is to utilize Enterprise Wide solutions as much as possible.
OtherWhat went wrong under the current decentralized approach that most shaped this one?The current approach at the Department of War is to utilize Enterprise Wide solutions as much as possible.
OtherOver the five-year period, which of the six areas presents the greatest modernization challenge, operationally or in the systems behind it, and did that shape how the MAC is built?Modernization is NOT a current objective of this effort.
OtherWere any capabilities looked at during planning and deliberately left out of this vehicle because they are headed for a separate acquisition?Fuels tasks currently being perfomed under DLA Energy were excluded from LRS-C, as well as any task order currently being performed by Ability One contractors.
OtherBeyond the LRS community, who else had a real hand in shaping this strategy, and how do their interests steer where the vehicle goes? This contract vehicle is being developed by AF Installation and Mission Support Center personnel with the help LRS-C experts from operational locations.
OtherPast transition, where does the Government see the biggest risk in the first couple of years: workforce continuity, data consistency, standardization, technology change, or something else?If the government chooses to answer this question it will provided at a later date.
OtherLogistics data keeps getting more valuable for readiness and forecasting. Does the Government see task orders eventually reaching past execution into enterprise decision support? This contract vehicle is NOT being developed to be an enterprise decision support system.
OtherMoving to an enterprise model, is the Government working out how to measure enterprise readiness, not just task-order performance at each site?Measuring Enterprise Readiness is NOT a current objective of this effort.
OtherWill the Government publish consolidated Industry Day Q&A and an attendee list to support teaming, JV formation, and market research following the virtual event?Yes.
QUESTION AREAINDUSTRY DAY QUESTIONS (Asked after Industry Day)ANSWERS (To be published on SAM.gov after Industry Day)
SB, Pools, LRS Functional Areas, & TeamingWhat role does the Government envision for small businesses, specialized subcontractors, and teaming arrangements in supporting the full range of site-specific mission requirements under this MAC?We anticipate a 100% SB set-aside at the MAC IDIQ level. Individual bases will place task orders and may use socioeconomic set-asides at their discretion. Awards at the MAC level require capability across all 6 LRS-C functional areas. Offerors must propose by forming teaming / subcontractor arrangements (if needed) to perform services in the functional areas they cannot perform alone.
SB, Pools, LRS Functional Areas, & TeamingCan the Government provide additional insight into the anticipated mix of logistics readiness versus site-specific mission support requirements, and how work is expected to be distributed through task orders over the life of the MAC?Installations will tailor task orders (and the PWS) to cover the specific LRS-C functional areas they require. The intention is for installations to generally place one task order covering all required functional areas. However, that does not preclude them from placing separate task orders for individual functional areas as needed.
SB, Pools, LRS Functional Areas, & TeamingThe Government confirmed the prime must perform at least 51% of the work and that teaming and subcontracting are permitted to cover functional areas the prime cannot perform alone. Across a MAC spanning six functional areas, how will the limitation on subcontracting be measured - at the MAC level, per task order, or per functional area - where different task orders contain different functional-area mixes and specialized subcontractors perform areas outside the prime's capability? The limitation on subcontracting will be measured at the MAC level, cumulatively over the applicable contract performance period identified in the solicitation/contract. The six functional areas are not separate limitation-on-subcontracting measurement pools.

Accordingly, task orders may contain different functional-area mixes, and the prime may use subcontractors for specialized work outside its direct capability, provided the prime remains compliant with the applicable limitation on subcontracting on an aggregate MAC basis. For this total small-business set-aside, amounts subcontracted to qualifying similarly situated small-business subcontractors are not counted toward the amount subcontracted to non-similarly situated entities, subject to the requirements of FAR 52.219-14.

SB, Pools, LRS Functional Areas, & Teaming Where an offeror relies on a teaming partner's or subcontractor's capability, past performance, or experience to qualify at the MAC level, must those named firms remain on the team after award, under what conditions may they be replaced, and what Government approval is required for a substitution? Offerors may rely on named teaming partners or subcontractors to demonstrate the capabilities, experience, or past performance required for MAC award. Firms relied upon for those purposes shall remain available to perform the material work or provide the capabilities for which they were proposed.

A named teaming partner or subcontractor may be replaced after award only when there is a legitimate business or performance need. Any proposed replacement must be identified to the Contracting Officer in advance and must demonstrate capabilities, experience, past performance, and applicable small-business eligibility that are equal to or better than those of the originally proposed firm for the role being replaced.

The Contractor must obtain the Contracting Officer’s prior written approval before substituting a firm that was material to the MAC award evaluation or qualification determination. The Contractor remains fully responsible for contract performance and for continued compliance with all small-business and limitation-on-subcontracting requirements. The Government’s approval of a substitution does not relieve the prime contractor of that responsibility.

SB, Pools, LRS Functional Areas, & TeamingFuels Management is one of the six functional areas, but the Government stated at Industry Day that installations serviced by DLA Energy are excluded from LRS-C scope. Draft PWS paragraph 3.4, however, is written as a full-scope fuels program and references numerous DLA Energy-linked functions - for example, processing DLA-owned product to the Enterprise Business System (3.4.1), fuel accounting and reconciliation with DLA Energy (3.4.4-3.4.5), fuel laboratories and sampling (3.4.6), and bulk storage and cryogenics (3.4.7). Will the Government revise PWS paragraph 3.4 to reflect the DLA Energy exclusion, and identify which installations have Fuels Management within LRS-C scope versus DLA Energy-serviced - and whether the exclusion applies by installation or by specific fuels function - so offerors can size the fuels workload? The scope exclusion applies at the installation level only where DLA provides contracted operational services. Individual installations will tailor the PWS to their specific needs at the task order level.
Timeline, Transitioning, RampingWhat are the Government's key performance objectives, readiness metrics, and transition expectations for contractors assuming responsibility for existing logistics and mission support operations at supported locations? The government intends to award task orders with sufficient lead time prior to task order expiration to provide the winning contractor enough time to properly staff and learn current established practices to begin operations on first day of contract performance. Performance objectives and metrics will be identified in the task order PWS.
MAC Specifics and/or Evaluation ProcessWhat capabilities, past performance attributes, or technical approaches does the Government view as the most critical discriminators when evaluating offerors for award and subsequent task order competitions? The government anticipates using HTRO evaluation process at the MAC level, allowing offerors to rate themselves. Specific criteria have not yet been determined, but will likely include capabilities across all 6 LRS-C functional areas as well as past performance ratings. Individual task orders will create their own evaluation criteria. While it is likely that evaluations will focus on the specific required functional areas, installations can emphasize other criteria as desired.
MAC Specifics and/or Evaluation ProcessThe Government confirmed it anticipates a Highest Technically Rated Offeror (HTRO) process in which offerors self-rate and the Government validates. Will the Draft RFP publish the HTRO rating criteria, scoring methodology, rating definitions, minimum qualifying thresholds, and documentation requirements offerors will use to self-assess - and how will the self-rating treat the past performance and experience of teaming partners, joint-venture members
(including an SBA mentor), and named subcontractors? Absent this, offerors cannot build a qualification matrix or map corporate and team experience to the anticipated framework.yes
MAC Specifics and/or Evaluation ProcessWill relevant experience from commercial logistics operations, commercial warehouse management, energy-sector logistics, and enterprise supply-chain operations be considered relevant at the MAC level where it demonstrates comparable complexity, workforce size, geographic distribution, and operational risk to the LRS-C functional areas?yes
MAC Specifics and/or Evaluation ProcessDuring the Virtual Industry Day it was briefed that this IDIQ will utilize the HTRO scoring methodology.

Since Teaming is the most likely approach for small businesses, will the HTRO allow for teammate work samples to be provided? Will there be a minimum for the Prime?

Additionally, for JV (Mentor Protege') and traditional, will there be a requirement for the Protoge' or the Managing Partner to provide a work sample in the HTRO scorecard? Yes. The Government anticipates that the HTRO methodology will permit consideration of relevant work samples from proposed teammates, including joint-venture members, as appropriate. The Government may also establish minimum work-sample requirements for the prime contractor, managing partner, or protégé to ensure the proposed team demonstrates relevant capability.

Specific HTRO scoring criteria, including the treatment of teammate work samples and any prime, managing-partner, or protégé minimum requirements, are still under development and are subject to change. Final requirements will be provided in the RFP.

MAC Specifics and/or Evaluation Process The Q&A states that each MAC awardee will receive a minimum-guarantee task order and that one initial installation task order is anticipated concurrently with the MAC awards. Please clarify whether these are separate actions. Will all MAC offerors be required to submit both a MAC-level proposal and an installation-specific task-order proposal with the initial solicitation? If so, will the initial installation task order be separately evaluated and awarded to one MAC awardee, and will the Government provide the complete site-specific workload, staffing, transition, CBA, Government-furnished property, security, and pricing data with the solicitation? The minimum-guarantee task order and anticipated initial installation task order are separate actions. Each MAC awardee will receive a minimum-guarantee task order; the initial installation task order is anticipated to be separately competed and awarded to one eligible MAC holder.

Offerors will submit a MAC-level proposal and, if seeking the initial installation task order, a separate installation-specific proposal. Final submission instructions and evaluation procedures will be provided in the RFP.

The Government intends to provide available, relevant installation-specific information to support task-order proposals and pricing. Data will vary by installation and requirement.

Task Order Specifics and/or Evaluation What are the expected locations, operational environments, and surge requirements associated with the mission support activities, and how should offerors plan for varying

site-specific demands? The performance locations are identified on Slide 6 of the LRS-C Industry Day Power Point presentation. Individual installations will provide RFP's with site-specific demands and historical workload data to help offerors propose more effectively.
Task Order Specifics and/or EvaluationHow does the Government anticipate allocating work among awardees, and what evaluation factors will drive task order competitions across the various logistics readiness and mission support requirements? We anticipate a 100% SB set-aside at the MAC IDIQ level. Individual bases will compete task orders among the MAC awardees and may or may not use socioeconomic set-asides at their discretion.
Task Order Specifics and/or EvaluationThe briefing confirmed a transition "waterfall" chart will be posted through the Government Point of Entry and updated quarterly. When posted, will the chart identify, for each affected installation, the functional-area scope, the current contract type and period-of-performance or option-year end date, and the anticipated task order release window, so industry can sequence transition and staffing planning? Relatedly, when does the Government anticipate identifying the single initial-task-order installation to be awarded concurrently with the MAC, and will a draft task order accompany the Draft RFP?The waterfall chart will provide projected timelines for upcoming LRS-C requirements; it will not identify installation-specific functional-area scope requirements. Installation-specific requirements and functional-area scope will be addressed at the task-order level, not at the MAC level.

The Government is in the early stages of acquisition planning. Accordingly, RFP details and subsequent acquisition actions remain under development and are subject to change.

Task Order Specifics and/or Evaluation The briefing stated that a facility and personnel clearance is required to receive a MAC award. This appears to conflict with the Draft PWS: paragraph 2.11.1 states that "An FCL is not required at the MAC Level," with an appropriate facility clearance obtained per individual task order requirement, prior to performing classified work. Will the Government reconcile these positions and confirm whether an FCL and PCL are required at the time of MAC award, or only prior to performance on a classified task order? If required at award, what clearance level is anticipated - paragraph 2.11.2 references a Secret FCL - and may the requirement be satisfied through a cleared joint-venture member or subcontractor rather than the prime alone? An FCL or PCL is not required for MAC award. However, under the Highest Technically Rated Offeror (HTRO) evaluation methodology, the Government may allocate evaluation credit to offerors that already possess an appropriate FCL and/or proposed personnel with the required PCLs. This approach may result in a more favorable technical rating for offerors that are positioned to begin classified task-order performance without the potential delay associated with obtaining required clearances.

Specific clearance requirements, including the required FCL level and any required personnel clearances, will be identified at the task-order level. Contractors must obtain the required FCL and ensure personnel possess the required PCLs before performing classified work.

Task Order Specifics and/or Evaluation Draft PWS paragraph 2.2.1 states that, to assist the Contractor in developing the Minimum Team Complement, "the Government will provide data, examples of which include: historical workload, labor skill categories, key personnel positions, and manpower matrix template." Industry Day answers were inconsistent with this commitment - some indicated workload and manpower data "may" be provided with task order RFPs, others that it "would" be provided. Consistent with the PWS, will the Government confirm a minimum data set that will always accompany each task order RFP - for example, historical workload and staffing matrices, annual transaction and service-call volumes, inventory levels, vehicle counts and fleet size, warehouse square footage, operating hours and shift schedules, surge history, Government-furnished property, applicable Collective Bargaining Agreements, and wage determinations - to reduce firm-fixed-price pricing risk? The Government intends to provide available, relevant data with each task-order RFP to support offerors’ development of the Minimum Team Complement and proposed pricing. The specific data provided will be tailored to the individual task-order requirement and may include historical workload information, labor skill categories, key personnel requirements, manpower matrix templates, Government-furnished property information, applicable Collective Bargaining Agreements, and wage determinations, as applicable.

The Government cannot commit at this time to a standardized minimum data set for every task order. Data availability and relevance will vary by installation and requirement. Additional details will be provided in the final RFP and applicable task-order solicitations.

Task Order Specifics and/or Evaluation The Government indicated surge is projected at approximately 7.5% of overall program cost and will be priced as a separate CLIN activated by the Contracting Officer. Is the 7.5% a program-wide planning estimate or a firm ceiling; will historical surge data be provided at the task order level; and how will surge CLINs be evaluated at award? The 7.5% figure is a rough program-wide planning estimate only and is not a firm ceiling, guarantee, or minimum commitment. Actual surge requirements will vary significantly by installation based on mission requirements, operational conditions, and changing geopolitical environments.

The Government will provide relevant historical surge data at the task-order level when it is available. However, historical data may be limited or unavailable because existing installation support services have been acquired through varying approaches, including AbilityOne contracts, stand-alone contracts, and services included within Base Operations Support–Installation (BOS-I) contracts.

Surge requirements will be priced as separate Contract Line Item Numbers (CLINs) and may be activated only by the Contracting Officer. The final RFP and applicable task-order solicitations will identify the evaluation approach for surge CLINs.

Task Order Specifics and/or Evaluation The Government identified NAICS 561210 for the MAC and stated that installations may use task-order-level socioeconomic set-asides. Please confirm whether all task orders will retain NAICS 561210 or whether an installation may assign a functional-area-specific NAICS code and size standard to an individual order. Please also clarify when MAC holders must recertify size and socioeconomic status for task-order competition, including HUBZone, SDVOSB, 8(a), WOSB, or other order-level set-asides. All task orders will use NAICS 561210 and its corresponding size standard; installations may not assign a functional-area-specific NAICS code or size standard at the task-order level.

MAC holders generally will not recertify for each task order. However, recertification is required when an order is further set aside for a socioeconomic category (e.g., HUBZone, SDVOSB, 8(a), WOSB/EDWOSB), when the Contracting Officer requires it, or following an applicable contract-level recertification event (e.g., merger, acquisition, novation, or long-term…
