Performance Work Statement (PWS) Project Number: FA445224Q0002

Project Title: 2023 A/TA (Airlift/Tanker Association) Symposium Charter Buses for HQ

AMC/A3VX

2 October 2023

1. GENERAL REQUIREMENTS:

1.1. This requirement will include the rental of commercial charter buses from 9 – 12 November, 2023.

Buses shall have the capacity to carry approximately 50-55 passengers as well as their luggage. On 9 November, buses are required for continued, non-stop shuttle service transportation between Dallas/Fort Worth International Airport Fixed-Base Operator (FBO) South Ramp, Terminal D (closest to baggage claim), the Gaylord Texan Resort & Convention Center (1501 Gaylord Trail, Grapevine, TX, 76051) and satellite hotels (2200 Bass Pro Court [Hilton Garden Inn, Courtyard Marriot, and TownePlace Suites] and Hyatt Place DFW). On 12 November, the opposite route will be needed to take personnel from the Gaylord Texan Resort and satellite hotels to Dallas/Fort Worth International Airport. The contracted company shall have the authorization to operate within the Dallas/Fort Worth International Airport terminal area and FBO south ramp flight line. All certifications that are required to operate a vehicle within the terminal area and airport FBO flight line access are the sole responsibility of the contractor and will be obtained at no additional cost to the Government.

1.2. An additional requirement will include three (3) commercial charter buses for the night of 9 November, all day on the 10th of November and all day on the 11th of November. Buses shall have the capacity to carry approximately 50-55 passengers, per bus, between the Gaylord Texan Resort & Convention and the satellite hotels. The hotels are Hilton Garden Inn, Courtyard Marriot, TownePlace Suites and Hyatt Place DFW.

2. PROJECT SCOPE:

2.1. The following bus service itinerary is required:

A. Thursday, 9 November 2023 – Eight (8) buses for non-stop shuttle service between Dallas/Fort Worth International Airport and the Gaylord Texan Resort & Convention Center. This will consist of the following:

Eight (8) buses shall provide non-stop shuttle service from Dallas/Fort Worth International

Airport FBO south ramp (see map in Attachment 1) to the Gaylord Texan Resort & Convention Center at the main drop off point. The first three (3) buses shall drop off passengers at the Gaylord Texan Resort & Convention Center, then stay to conduct shuttle services between the Gaylord Texan Resort, Courtyard, Hilton, TownePlace Suites, and Hyatt Place DFW for the remainder of the day. The buses operating from Dallas/Fort Worth International Airport FBO south ramp shall be in service from 9:00 AM – 7:00 PM and in position at Dallas/Fort Worth International Airport FBO South ramp no later than

8:30 AM.

The schedule for arrivals will be provided by Headquarters Air Mobility Command (HQ/AMC) and it is estimated there will be one to two arrivals per hour from 9:00AM –

7:00 PM.

The three (3) buses providing non-stop shuttle service between the Gaylord Texan Resort

& Convention Center and the satellite hotels (Garden Inn, Courtyard, Towne Place Suites and Hyatt DFW) shall provide service from the first drop off from Dallas/Fort Worth International to the Gaylord Texan Resort & Convention Center until 12:00 AM (Midnight).

B. Friday and Saturday, 10 – 11 November 2023 – Three (3) buses shall provide non-stop shuttle service between the Gaylord Texan Resort & Convention and the satellite hotels. The schedule shall consist of the following:

Three (3) buses shall provide non-stop shuttle service between the Gaylord Texan Resort

& Convention Center and the satellite hotels (Hilton Garden Inn, Courtyard, Towne Place Suites, and Hyatt Place DFW). The bus shall provide service from 6:00 AM – 12:00 AM (Midnight) and shall be in position at Gaylord Resort & Convention Center no later than

5:45 AM.

C. Sunday, 12 November 2023 – Eight (8) busses shall provide non-stop shuttle service between the Gaylord Texan Resort & Convention Center and Dallas/Fort Worth International Airport FBO South ramp. As well as shuttle service from satellite hotels and the Gaylord Texan Resort & Convention Center. The schedule shall consist of the following coverage:

Three (3) buses shall provide non-stop shuttle service between the Gaylord Texan Resort

& Convention Center and the satellite hotels (Hilton Garden Inn, Courtyard, Towne Place Suites, and Hyatt Place DFW). The bus shall provide service from 5:30 AM – 10:00 AM and shall be in position at the Gaylord Resort & Convention Center no later than 5:10 AM.

Five (5) buses shall provide non-stop shuttle service between the Gaylord Texan Resort & Convention Center and Dallas/Fort Worth International Airport FBO South ramp. The five

(5) buses that shall provide service between the Gaylord Texan Resort & Convention Center and Dallas/Fort Worth International Airport South FBO ramp shall provide service from 7:00 AM – 3:00 PM and shall be in position at the Gaylord Texan Resort & Convention Center no later than 6:45 AM.

The schedule for the Dallas/Fort Worth International Airport FBO South Ramp flight line departures will be provided by HQ/AMC and is estimated at one to two departures per hour from 8:00 AM – 4:00 PM.

D. All of the above itineraries are subject to minor time changes on the day of execution due to operational requirements. The Government will coordinate minor time changes with the bus charter company point of contact (POC). Dates and locations will not change.

2.2. One (1) bus charter company coordinator is required to be on site for each day to maintain communication and coordination with the buses.

3. SPECIFICATIONS:

3.1. Buses shall be clean, safe, and functional. Seats shall be in good working order without tears and rips. All buses shall have separate underside compartments for baggage. Drivers shall be uniformed and shall display a professional standard of appearance. Drivers shall assist passengers in accessing baggage compartments for storage. Passengers will be responsible for loading/unloading of baggage.

Drivers shall not make any en-route stops to include meals, fuel, and personal affairs.

3.2. All buses must be prepositioned at operation starting locations as described in this Performance Work Statement.
