1. According to the Draft RFP, Proposals are due on September 22, 2021. Was this date meant to be for the Responses to the Draft? No, the RFP will be posted with a projected due date of 27 September 2021.
2. Is there a contractor presently performing the same or similar work (incumbent contract)? If that’s the case, can you kindly provide me the contract number and name of the vendor? The incumbent is MCS, Inc., and the current contract number is FA445221C0009.
3. Do you happen to have a timeframe available of when will the Solicitation be released? It is anticipated the RFP will be released 20 September 2021.
4. With respect to the portion of PWS Section 2.3.5… “In accordance with AFI 10-245 paragraph 2.25.2.3 and DFAR section 252.225-7043, the contractor will provide Level 1 Anti-Terrorism Training to employees traveling outside the United States…”
a. Do we correctly interpret this that we (contractor) will be provided this training, for the applicable employee(s) that would perform the travel, at no cost, if awarded? …or, must we obtain this training at our own cost? Training is free of charge and can be found at the following website: https://jko.jten.mil/ (enter JKO>Stand Alone>First/Last name>Begin) The training takes approximately 2 hours.
5. With respect to TABLE 4 (Travel Locations, Frequency, and Purpose):
a. The table denotes five (5) Number of Days per Trip. Does this indicate the time period contractor will be working at the base, 5 full days once in-country/onsite, or does it take into account travel time on both ends? Five days is the estimated time from Monday and Friday as travel days to and from OCONUS. Contemplated language will be added to the CLIN as follows: “FFP Travel trip expenses per PWS para X.X.X. Each travel trip will be paid in accordance with the Unit Price amount. Costs to cover travel trips in excess of the unit price amount will be determined by the Contracting Officer in accordance with equitable adjustment procedures. Travel costs may not exceed the max rates in the Joint Travel Regulation (JTR.)”
b. May there perhaps be language added to protect the contractor in the event that the specific regions (Spain, Germany) change their current foreign visitors travel policy? The Government will utilize 52.212-4 Contract Term and Conditions, in the event of a situation due to COVID. The Government will not send a Contractor to a location if a lockdown is anticipated.
