Request for Proposal
Logistics Integration and Weapon Systems Logistics Networking Support (LOGNET)
FA4452-20-R-0011
03 November 2020
Question Number: 1
Question: One of the requirements is for a Secret FCL (minimum). We are considering bidding with a JV. Both partners have TS FCLs, so they can store or generate classified, even though the solicitation says that is not a requirement. The JV does not populate a shared facility (it is a non-populated JV) and therefore does not itself have a FCL (again, both partners do). Would we be eligible to bid as the JV and meet the requirement for the FCL since both partners possess one?
Answer: The Joint Venture is required to hold a Secret FCL at the time of award.
Question Number: 2
Question: Attachment 3 - Addendum_to_FAR_Clause_52.212-1.pdf, page 8, para 2.3.2.3

Question: Reference - Attachment_4_-_Addendum_to_FAR_Clause_52.212-2.pdf, page 9, para
2.2.1
The section clearly states that the Staffing Approach, for the Initial Task Order, will not be included in the integrated assessment. However, Table C-1 explains the rating method to determine if the task Order Staffing Approach is "Acceptable" or "Unacceptable." As stated, it seems that an "Unacceptable" rating would have no impact on the evaluation of an offerors proposal. Can the government clarify the intended implication of adjectival ratings provided in
Table C-1?
Answer: The Government is currently drafting a response to this question and will post the answer under a separate amendment to the solicitation.
In order to be eligible for award, the offeror shall have an acceptable rating in each factor being rated acceptable/unacceptable. Attachment 4 has been updated to reflect this statement.

Question: If the contractor does not possess a Facility Clearance, will the U.S Air Force serve as a sponsor for the contractor to obtain a Facility Clearance?
Answer: At this time, the Government will not sponsor a contractor.
Question Number: 70
Question: Attachment 3, Paragraph 1.2.2 indicates all price data shall be addressed ONLY in the IDIQ Price Proposal Volume V and Proposal TO-II. How should we address price relevancy in the PPIS without Price Data included?
Answer: Proposal pricing shall only be included in RFP Attachments 7 & 8, in accordance with
Attachment 3 – Addendum to FAR Clause 52.212-1, 1.2. In reference to any relevant/recent contracts, the offeror shall provide past performance information as identified in Attachment 10.
Specifically, section H requests offerors to describe and focus the narrative on relevancy to the
Factor 1 Technical subfactors 1 & 2 and Factor 3, Price, including their relative order of importance. The offeror may use section K of Attachment 10 to describe additional information deemed pertinent.
Question Number: 71
Question: Reference Attachment 8, column E (Total Labor = Proposed Hours * Rate) appears to be the extended labor cost for each period of performance, yet column H (Total Price per
CLIN = Column D Values * Column E Quantities) appears to be multiplying the labor rate
(column D) times the extended labor cost (column E). Additionally, the formulas present in column H contradict this and are multiplying column E (extended labor cost) times column F
(quantity of months). Since this is a firm fixed price contract, we would expect the government is requesting HOURS*RATE=LABOR COST for each period of performance as well as a UNIT
COST which is typically the LABOR COST divided by the number of months in the period of performance. Can the government clarify their intentions?
Answer: The description for Column E in Attachment 8 has been updated to read, “Total Labor
Per Each Unit of Measure”. Therefore, the value in Column E will be multiplied by the established quantity in Column F to give a total CLIN value for the period of performance. The formulas in Column H are correct and the description has been updated.
Question Number: 72
Question: Reference Question Number: 67. The question mixes the IDIQ transition period with the task order transition period, and the answer provided does not specify whether 60 day for overseas and 30 day for CONUS requirements pertains to the IDIQ, the task order, or both.
Attachment 4, paragraph 2.1.1.1.1.4 requires “a chronological sequence of events” for phase-in which requires a clear duration for the IDIQ phase-in. Would the Government provide updated attachments 1 and 14, with updated paragraphs 4.12 and 4.22 respectively, to clearly state the period for the transition in for each?
Answer: The Phase-in for this requirement is 60 days total, to include: 60 days for OCONUS and 30 days for CONUS, which will be awarded in the initial Task Order. Attachment 14, para
4.12 has been updated to clarify 60 days.
Question Number: 73
Question: Does the government desire to see technical approach details for tasks 7, 8, 9, 10, 11, 12 addressed under the same area as provided within attachment 4 section 2.1.1.1.1.1? If the answer is no, will government please provide specific instruction on where the technical approach is to be addressed for these tasks?
Answer: Please reference Attachment 4 para 2.1.1.1.1 for the measures of merit pertaining to
Technical Approach. The Government will not be evaluating additional areas; however, if the offeror deems it necessary to include technical approach for tasks 7-12 they can address each task as they see fit.
Question Number: 74
Question: We have reviewed Amendment 1
LOGNET_Final_RFP_Questions_and_Answers.pdf and Attachment_14_-
_LOGNET_Task_Order_PWS_AMENDED.pdf and have concerns. If the phase-in includes a
60 day phase-in for OCONUS and a 30 day phase-in for CONUS as stipulated in Question
Number 67, the following questions are presented;
a. Does this mean that the incumbent will continue to manage OCONUS for 30 days beyond
CONUS?
b. Does the government intend for the 60-day phase in period for OCONUS staff and the 30-day phase in period for CONUS staff to both begin on the same day (upon contract award)?
c. Assuming the answer to the prior question is “yes”, should bidders include one month of support from all CONUS staff during the two month phase in period as specified and requested on Tab 2 of the Attachment 8?
Answer: a. The 60-day phase for OCONUS is to allow time for the TESA. During this time, the incumbent will continue to manage OCONUS and CONUS until the full performance start date.
b. The 60 day OCONUS phase in period will start upon contract award. The 30 day CONUS phase in period will start 30 days AFTER contract award. The different in phase in periods is to allow time for the TESA.
c. Correct.
Question Number: 75
Question: Section 4.14 of Attachment 14 specifies “No Other Direct Costs (ODCs) Authorized” for Task Order 1. In response to Question 23, the government instructed offerors “to identify what costs will be incurred for performance specific to OCONUS locations” and to reflect these costs in proposal pricing. Since the government does not allow for ODCs, we assume that potential costs for HOLA, COLA, Education Allowance, Expatriation, and Repatriation must be included in the labor category rates for OCONUS sites. Can the government confirm if that is the intention? Would the government consider allowing such costs to be included as ODCs instead?
(Doing so will offer the potential for lower costs to the government as offerors may be able to avoid some of the costs that would otherwise be built into the labor category rates.)
Answer: That is correct, in accordance with Attachment 14, para 4.14, no ODCs are authorized.
All costs to be incurred for performance specific to OCONUS locations shall be included in the labor category rates for the OCONUS sites.
Question Number: 76
Question: Do the rates at the Task Order level need to match the rates identified in the IDIQ level? We thought the IDIQ rates would be higher because task orders could have different locations where rate discounts would apply at the task order. Attachment 8 Tab 2 cell D3 indicates the rates on the TO should match that of the IDIQ, is this correct?
Answer: Yes, that is correct. In accordance with Attachment 4, pricing for the Task Order shall be submitted utilizing Attachment 8 – Initial Task Order Staffing & Pricing Matrix utilizing the labor rates proposed in RFP Attachment 7 – IDIQ Contract Labor Rates and Labor Category Descriptions.
