COMBINED SYNOPSIS/SOLICITATION
FROM: 763d Specialized Contracting Squadron (763 SCONS) 510 POW/MIA Drive, Bldg P-40 Scott AFB IL 62225
SUBJECT: Simplified Acquisition Proposal Request (SAPR) FA445219RA020, Food Services
1. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. It is the intent of the 763rd Specialized Contracting Squadron (763 SCONS) to award a Single Source, firm-fixed-priced (FFP) contract to Big Bend Community College (Big Bend), located at 7662 Chanute Street NE, Moses Lake, Washington, 98837, for the procurement of food services in support of the 2019 Mobility Guardian Exercise (MGE) as specified in Attachment 1, Performance Parameters. The MGE is the premier Mobility Air Forces (MAF) readiness exercise which helps train and improve the abilities of the United States (US) and its international partners’ air mobility operations skills. In order to meet the 2019 MGE training objectives, exercise participants will be in a field-duty status. In accordance with the Joint Travel Regulations (JTR), when service members or civilians are in a field-duty status, the Government provides lodging and meals. The lodging may be non-transient barracks or tents, and the meals may be field rations. In the case of the 2019 MGE, the Government is providing tents, daily field rations, one daily breakfast meal, and one daily dinner meal to exercise participants.
Therefore, food services for breakfast meals and dinner meals are required.
In order for exercise participants to quickly and efficiently travel by foot between Grant County International Airport (GCIA) and the location food services are provided, close proximity to GCIA (within a 5-minute walk) is critical to this acquisition. Additionally, indoor seating to house 100+ personnel at one-time is essential to this acquisition in order to accommodate a streamlined process for food service and to provide exercise participants with a sanitary dining area and break from field conditions. Based on market research, Big Bend is located within a 5-minute walk from GCIA, making it the closest food service provider to GCIA that has the capability to provide indoor seating for 100+ personnel at one-time. At this time, there are no other commercially available food service providers suitable to meet this requirement. As such, due to Big Bend's unique capability, it is the only commercially available food service provider that can meet this requirement. Therefore, the Government anticipates a Single Source award to Big Bend utilizing FAR Part 12 and 13 procedures. This requirement is being solicited in accordance with (IAW) FAR 13, as supplemented.
2. There are three attachments to this SAPR: Attachment 1 – Performance Parameters, Attachment 2 – Information Sheet, and Attachment 3 – Provisions and Clauses. A response to this request shall consist of completion of Attachment 2 and applicable specifications (or a submitted proposal in contractor format as long as it, at a minimum, depicts unit and extended prices (rounded to the nearest dollar), applicable specifications and delivery periods, and Attachment 3 Provisions and Clauses, specifically provision FAR 52.212-3, Offeror Representations and Certifications—Commercial Items (if SAM is up-to-date, then submit this attachment blank).
3. Basis of Award: Award will be made IAW FAR 12 and 13 procedures and the procedures specified in this SAPR. A contract may be awarded to a contractor who is deemed responsible IAW FAR 9.1, as supplemented, and whose proposal conforms to the SAPR's requirements and is judged to represent a technically acceptable proposal with a complete and reasonable price. First, the Government will evaluate the proposal for technical acceptability as follows:
Technically acceptable- proposal meets all the requirements, as outlined in Attachments 1, 2, and 3.
Technically unacceptable- proposal does not meet all the requirements, as outlined in Attachments 1, 2, and 3.
Next, if the proposal is determined technically acceptable, the Government will evaluate the offeror’s price for price completeness, reasonableness, and unbalanced pricing. If the proposal is technically acceptable and the price is complete, reasonable, and balanced, then the proposal represents the best value to the Government and award will be made. If the proposal is not technically acceptable, the Government will consider the correction potential and may enter into interchanges with the offeror. Interchanges will take place as necessary or deemed appropriate by the Government. Applicable definitions are outlined below:
Completeness - The proposal will be reviewed to determine the extent to which all the price elements have been addressed. The review will determine the adequacy of the contractor's proposal in addressing and fulfilling the SAPR requirements.
Reasonableness - For a price to be reasonable, it must represent a price to the Government that a prudent person would pay in the conduct of competitive business.
The Government will determine prices fair and reasonable through the use of one or more of the price analysis techniques at FAR 13.106-2 and 13.106-3(a).
Unbalanced pricing - Contractors are cautioned against submitting an offer that contains unbalanced pricing. Unbalanced pricing may increase performance risk and could result in payment of unreasonably high prices. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items is significantly over or understated. The Government shall analyze offers to determine whether they are unbalanced with respect to separately priced line items or sub-line items. An offer that is determined to be unbalanced may be rejected if the Contracting Officer determines that the lack of balance poses an unacceptable risk to the Government.
4. The Government intends to make award based on the initial proposal submission without conducting interchanges. Therefore, the proposal should contain the Contractor's best terms from a price and technical standpoint. However, the Government reserves the right to hold interchanges if, during the evaluation, it is determined to be in the best interest of the Government. Interchanges are fluid interaction(s) between the Contracting Officer (CO) and the contractors that may address any aspect of the proposal and may or may not be documented in real time. However, the Government reserves the right to conduct interchanges using Interchange Notices (INs). Contractor responses to INs will be considered in making the award selection decision. Interchanges may be conducted with one, some, or all contractors. The Government is not required to conduct interchanges with any or all contractors responding to this SAPR. This acquisition follows the ordering procedures outlined in FAR 13, as supplemented.
5. This SAPR in no way obligates the Government for any costs incurred by the contractor for this requirement. The Government reserves the right not to award a contract in response to this SAPR. Prior to commencement of any activities associated with performance of this requirement, the Government will issue a written directive or contractual document signed by the CO with appropriate consideration established.
6. Proposals shall be submitted by email to brooke.lorig.1@us.af.mil no later than 23 Aug 19 at 12:00 PM Central Time. Any proposals received after the SAPR closing date and time may be considered “late” and may not be considered for award.
