SUBJECT: Combined Synopsis/Solicitation, Simplified Acquisition Proposal Request

(SAPR), Solicitation #FA4452-18-R-0027, C-21A Pilot Simulator Training

1. This is a SAPR for C-21A pilot simulator training. The required training includes classroom and simulator training in the following courses: Initial, Refresher, Instructor, Senior Officer, Proficiency, and a Government Use Simulator Period. The SAPR will be awarded pursuant to

Federal Acquisition Regulation (FAR) 13.5 and the specific requirements outlined in this request with attachments. This requirement is a follow on to contract FA4452-13-D-0007.

2. The Government intends to award a single, firm fixed price (FFP) requirements contract in accordance with (IAW) FAR 16.503 for the subject project. The selection methodology for award of this contract will be lowest price technically acceptable.

3. A site visit/preproposal conference will not be held for this requirement.

4. Identify any conflict of interest or appearance issues which may be a potential Organizational

Conflict of Interest (OCI) in accordance with FAR 9.5, as supplemented, and any solicitation clause(s). OCI mitigation plans or a statement that no OCI exists should accompany your proposal. Offerors are responsible for immediately notifying the Contracting Officer (CO) should any potential conflict of interest arise at any time prior to and/or after contract award.

5. Attachment 3 (Provision and Clauses C-21 Pilot SIM) lists the provisions and clauses that will be included in this contract.

6. Other than small businesses shall submit a Subcontracting Plan with goals greater than 0% and utilize small business to the maximum extent possible. If not submitting a Subcontracting

Plan with goals greater than 0%, other than small businesses shall provide an explanation.

7. Your proposal must include a cover letter stating the proposal acceptance period is valid through six months after receipt of proposal. Proposals offering less than this will be deemed unacceptable. The cover letter shall be submitted on company letter head that includes the company name, address, and a specific point of contact (POC).

8. Questions and Answers/Assumptions and Exceptions: Offerors are cautioned that all communications are to be channeled through the CO. Any questions whether technical or contractual in nature shall be submitted in writing. Questions may be submitted in writing to the

Contract Specialist (CS) at jessica.logsdon@us.af.mil AND CO at david.knox.1@us.af.mil by

12:00 PM (Central Time), Wednesday 27 Jun 18. Questions will be consolidated and responses will be forwarded to all offerors. No further questions will be addressed on this project after this date. Offerors shall address any assumptions and proposed exceptions to the

CO in their proposal.

9. This SAPR is not authorization to begin performance, and in no way obligates the

Government for any costs incurred by the offeror associated with developing a proposal. The

Government reserves the right not to award a contract in response to this SAPR. Prior to commencement of any activities associated with performance of this requirement, the

Government will issue a written directive or contractual document signed by the CO with appropriate consideration established.

10. Proposals are due by 12:00 PM (Central Time) on Friday 13 Jul 18. Submit proposals electronically in accordance with SAPR Instructions to Offerors (ITO) (Atch 1) via email to the

CS, jessica.logsdon@us.af.mil and CO, david.knox.1@us.af.mil. Offerors shall also submit an identical copy of the proposal on a CD. Physical CD submissions must be mailed or hand delivered to the address above. All electronic submissions shall reference the complete SAPR number in the subject line. LATE PROPOSALS WILL NOT BE ACCEPTED.
