C-21 Sources Sought Questions and Answers

Question 1: How long after the award has been made does the period of performance begin? Will there be time after award but prior to the required trainings beginning to allow for simulator configuration?

Answer 1: The Government intends to allow for lead time for simulator configuration after the contract has been awarded. The Government is asking that industry provide an estimate number of days of lead time needed to prepare the simulator for training, given the specifications that are provided in the sources sought notice. The Government intends to take industry feedback into consideration when determining an acquisition plan.

Question 2: It appears the Government is asking vendors to configure their simulator to match the configuration of the USAF C-21’s. Will the updated configuration be a mandatory requirement should you move to an RFP?

Answer 2: Yes, the configuration will be a mandatory requirement. If an RFP is issued, the Government plans to provide a CLIN structure that would allow industry to propose a price for the simulator configuration.

Question 3: Is the Government going to put a line item/s for the cockpit modification in the RFP when solicited?

Answer 3: Yes, the Government plans to have a CLIN structure to include a CLIN for the cockpit modification if an RFP is issued in the future.
