DRAFT Performance Work Statement (PWS) Air Mobility Command Directorate of Operations (AMC/A4T)

Contractor Support Project

AMC Transportation Data Processing Center (DPC) 18 October 2010

1. DESCRIPTION OF SERVICES

1.1. Scope of Work. The contractor shall provide functional, technical, and analytical support for execution and management of AMC’s Transportation Data Processing Center (DPC) for HQ AMC located at Scott AFB, Illinois. The contractor shall:

1.1.1. Employ computer systems, programs, and tools, to include but not limited to, Defense Enterprise Accounting and Management System (DEAMS) Component Billing System (DCBS), Global Air Transportation Execution System (GATES), Integrated Development Environment GTN Conveyance (IGC), and Global Decision Support System (GDSS).

1.1.1.1. Identify, analyze, trouble-shoot, and resolve interface issues concerning applicable Automated Information Systems (AIS).

1.1.2. Manage the DPC, the focal point for data collection, input, analysis, presentation, and record keeping of manifesting activities at all AMC designated Aerial Port sites as directed by HQ AMC.

1.1.2.1. Facilitate overall process improvement for data collection, input, analysis, presentation, and record keeping processes at Air Terminal Records and Reports functions world-wide.

1.1.3. Develop and present briefings.

1.1.4. Travel to Continental U.S. and Outside Continental U.S. worksites, to perform Data Records Staff Assistance Visits (SAVs) on all required sites determined by HQ AMC to ensure sites are complying with requirements in accordance with (IAW) Air Mobility Command Instruction (AMCI) 24-101, Volume 6. SAVs do not include services that involve or relate to the evaluation of another contractor’s performance, contractors providing assistance in contract management, or contractors participating in any situation where it might be assumed that they are agency employees or representatives.

1.2. Technical Support. The contractor shall:

1.2.1. Provide AMC Transportation DPC services IAW AMCI 24-101, Volume 6, to include but not limited to assisting and training personnel when necessary in data records functions, and ensuring all data records functions are being performed. All sites can request assistance from the DPC for general aerial port guidance on manifesting when electronic means are not available.

1.2.1.1. Perform manifest register management IAW AMCI 24-101, Volume 6, Section A, Number 3, and all applicable Data Records updates in future volumes/messages.

1.2.1.2. Maintain a file plan IAW Air Force Records Information Management System (AFRIMS) for the storage of all required documents.

1.2.1.3. Perform In-Transit Visibility (ITV) manifesting, records management, and account/equipment management responsibilities IAW AMCI 24-101, Volume 9, Section 23.8 and AMCI 24-101, Volume 6, Paragraphs 3.5 and 3.6, and all applicable Data Records updates in future volumes/messages.

1.2.1.4. Monitor all Aerial Port GATES sites passenger suspense listings for erroneous or missing Customer Identification Code (CIC) billing data as directed by HQ AMC.

1.2.2. Create a monthly, quarterly, and cumulative fiscal year metrics report detailing the number of manual manifests input into GATES for child sites indicated by Area of Responsibility (AOR), site, and number of manifests input. (Reference A001, Paragraph 1.4)

1.2.3. Prepare weekly summary report of reconciled passenger and cargo manifests between GATES and DCBS which are in a missing status for more than seven (7) days. These reports will include the monetary value of reconciled manifests for the month/quarter/fiscal year. (Reference A002, Paragraph 1.4)

1.2.3.1. Facilitate expeditious manifest data flow to DCBS (or DCBS replacement system) for billing and reconciliation.

1.2.3.2. Facilitate aerial ports’ reduction of missing/unreconciled manifest delay times to less than seven (7) days by investigating the cause and coordinating their activities with the responsible aerial port to rectify the discrepancy.

1.2.4. Prepare monthly, quarterly, and cumulative fiscal year summary report on non-bar-coded items showing, at a minimum, the number and percent of barcode discrepancies per site, by frustration code, as compared to the total amount of cargo moved by the site. (Reference A003, Paragraph 1.4)

1.2.5. Monitor all GATES Aerial Port Codes (APC) over/short shipment reports on a weekly basis. Notify AMC/A4TI when APCs show trends of excessive over/short shipments defined as overdue IAW AMCI 24-101, Volume 6, Section 16, and all applicable updates in future AMCI volumes.

1.2.6. Prepare and complete staff work, to include but not limited to, Point Papers, Staff Summary Sheets, e-mails, and embedded e-mails in the AMC-approved format to be forwarded by AMC/A4T to higher echelons of command within AMC or outside of the command. (Reference A004, Paragraph 1.4)

1.2.7. Develop and analyze ad hoc queries, if the data is not already available through Air Business Decision Model (ABDM), Business Decision Support System (BDSS), or existing queries developed by TACC/XOG, to determine trend data on various Data Records indicators. Data Records indicators include but are not limited to: frustration codes and times, port hold times, Transportation Account Codes (TAC), CIC, and other billing requirements, and Freedom of Information Act (FOIA) data, as requested. (Reference A005, Paragraph 1.4)

1.2.8. Accomplish metrics upon request. Metrics shall be completed as soon as possible and not to exceed five (5) calendar days from the date of request. (Reference A006, Paragraph 1.4)

1.2.8.1. Complete metrics requiring database changes within thirty (30) calendar days.

1.2.8.2. Forward requests for completion date extensions in writing to Quality Assurance Personnel (QAP), which will be considered on a case-by-case basis dependent upon the priority of the request. (Reference A007, Paragraph 1.4)

1.2.9. Receive manual Reports Control System (RCS), AMC-A4T (M&Q) 7107, Monthly Station Traffic Handling Reports and enter into the web-based 7107 database by the 20th of the month for data from the previous month sent by locations which do not have access to .mil web sites. The data should be input within 24 hours of receipt. (Reference A008, Paragraph 1.4)

1.2.9.1. Keep user profiles up-to-date.

1.2.9.2. Provide data pulls and queries requested by QAP on an as-needed basis (estimate 100 requests annually). (Reference A009, Paragraph 1.4)

1.2.10. Construct and maintain a Worldwide Express (WWX), Category A (Cat A), Domestic Small Package Express Blanket Purchase Agreement, and International Tenders cargo data analysis database and prepare monthly reports as well as cumulative annual reports regarding volume, on-time performance, and possession times by carrier and channel, using the carriers’ monthly detail transportation reports. (Reference A010, Paragraph 1.4)

1.2.10.1. Develop queries to identify and analyze trends regarding volume, on-time performance, and possession times, and forward findings to the AMC/A4T Program Manager. (Reference A011, Paragraph 1.4)

1.2.10.1.1. Post data to the AMC WWX and Cat A cargo web pages as requested by the AMC/A4T Program Manager.

1.2.10.1.2. Ensure the accuracy of data posted on the web page, auditing and correcting all errors within twenty-four (24) hours of discovery or notification.

1.2.10.2. Create a monthly and cumulative annual PowerPoint Carrier Performance Report showing average of all carriers’ transit times from selected origins to selected destinations in each theater using carrier-provided reports. The report will include each individual carrier’s performance against the average of all carriers for that selected theater/destination (using the bar/star method, Bar = all carriers average, Star = selected carriers average). (Reference A012, Paragraph 1.4)

1.2.10.3. Modify, create, and maintain the web-based WWX/ International Heavy Weight Express (IHX) rate calculator tool to show contractual transit time and the actual transit time for each carrier and destination to enhance the shipper’s best value selection, and update monthly.

1.2.10.4. Create and maintain a web site for the display and dissemination of all required WWX Cat A, Domestic Small Package Express Blanket Purchase Agreement, and domestic commercial tenders’ cargo documentation and customer tools. Implement improvements and new web pages as approved by A4T Program Manager. Documentation may co-exist on IHX web site.

1.2.10.5. Customer Service Reports. Perform analysis and report carrier performance, using carrier-provided detail reports. Create a quarterly and cumulative annual PowerPoint carrier performance report and a customer satisfaction report using Shipping Agencies’ completed surveys. (Reference A013, Paragraph 1.4)

1.2.10.6. Create and maintain a web site to display and disseminate all required documentation and customer tools for each of the Commercial Services Programs. Implement improvements and new web pages as approved by A4T program managers.

1.2.11. Provide technical and functional database management and application testing support to correct GATES data quality issues and improve application functionality.

1.3. Project Management.

1.3.1. Contractor personnel shall meet with government personnel monthly to discuss, at a minimum, projects status, metrics development and estimated completion dates, and identify, discuss, and resolve concerns/issues.

1.3.1.1. The contractor shall provide a written report to the QAP prior to the monthly meeting which outlines tasks completed and deliverables provided, including projects status, metrics development, estimated completion dates, and concerns/issues. (Reference A014, Paragraph 1.4)

1.3.1.2. The contractor shall prepare a monthly and cumulative annual Program Review Report to the AMC/A4T staff on metrics accomplishment. (Reference A015, Paragraph 1.4)

1.5 General Information.

1.5.1. Contractor Personnel

1.5.1.1 The contractor shall meet with the contracting officer (CO), QAP, and other government personnel as required by the CO.

1.5.1.2. The contractor shall ensure a sufficient number of contractor personnel retain, as applicable, current and valid certificates, identification cards, licenses, badges, and clearances prior to commencing performance and to fulfill the requirements of the PWS for the duration of the contract.

1.5.1.3. All contract employees shall read, write, speak and understand English in order to use technical manuals and references, as well as communicate effectively.

1.5.2. Hours of Work

1.5.2.1. Data Analysis and Metrics. Normal duty hours are 0730 - 1630 Central Time for government employees and workweeks are Monday through Friday, excluding federal holidays. All Federal Holidays observed consist of the following: New Year's Day, Martin Luther King Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas Day. If the holiday falls on a Saturday, it is observed on Friday. If the holiday falls on Sunday, it is observed on Monday. Reports/deliverables shall be provided to government personnel during normal duty hours.

1.5.2.2. DataPro Center. Based on AMC workload operations, normal operating hours shall be 24 hours a day, 7 days a week, 365 days a year. The anticipated shift schedule is day shift 0730-1630, swing shift 1530-0030 and night shift 2330-0830. Minor adjustments to this schedule may be necessary due to mission requirements. The AMC/A4T Director and/or QAP personnel will determine if schedule adjustments are necessary and will notify the contractor prior to their implementation.

1.5.2.3. The contractor shall ensure continuity of operations during periods of personnel turnover and long-term absences. Long-term absences are considered those longer than two-week durations.

1.5.3. Training. The contractor shall be responsible for all contractor personnel training, certification, and proficiency, unless otherwise specified in the contract. The contractor shall pay all costs incurred for training required by this PWS for the duration of the contract.

1.5.4. Quality Programs. The contractor shall utilize their commercial quality control program and procedures to identify, prevent, and ensure non-recurrence of defective services.

1.5.5. Safety. The contractor shall comply with the latest applicable Air Force, AMC, and Installation regulations, instructions, policies, management plans, and requirements regarding personnel health, occupational/operational safety and airfield operations. The QAP shall provide copies of publications not available on the web and updates as they become available.

1.5.6. Security. The contractor shall comply with the applicable DOD, USAF, AMC, and Installation Instructions, regarding Operational, Physical, and Communications Security as well as the Security Escort and Anti-terrorism/Force Protection Programs. The contractor shall not be entitled to any compensation for delays or expenses associated with complying with the security provisions of paragraph 1.5.6., “Security.” Furthermore, nothing in 1.5.6. shall excuse the contractor from proceeding with the contract as required.

1.5.6.1 The contractor shall complete and/or acquire the following training via CBT (Computer-Based Training) or briefing as follows:

· Anti-terrorism Level I

1.5.6.2. The contractor shall ensure contractor personnel employed to perform contract requirements meet the following criteria: (a) be a U.S. citizen who possesses a valid U.S. passport and (b) have a successfully completed Secret Clearance on file. The contractor shall ensure contractor personnel: 1) obtain Common User Access Cards (CACs) prior to starting work 2) obtain valid Controlled Area Badge issued by the Installation Security Forces (SF), and 3) display their identification card(s) when required by local security procedures.

1.5.6.3. The government will coordinate the issue of required CAC and Controlled Area Badges. The contractor will submit all names of contract employees to the Scott AFB Security Services Center (SSC) for vetting through Joint Personnel Adjudication System (JPAS) to ensure investigative and clearance requirements have been satisfied. This will be completed before the QAP personnel /Trusted Agent (TA) accesses the DOD Contract Verification System (CVS) and submits requests for issuance of CACs to the contract employees. If a contract employee does not have the required investigative or security clearance level, the contract employee will be denied the ability to work in support of this PWS, and the employee’s information will not be loaded into CVS.

1.5.6.4. Upon completion of this contract, the employee will surrender all government supplies, materials and equipment to the QAP. All contract employees assigned to this contract who possess CAC cards shall return these cards to the QAP at Scott AFB for turn-in to the appropriate Scott AFB Security office. Assigned contract employees who possess any security badges shall turn these badges in to the QAP in person during out-processing. Contract employees shall out-process on the last day of the contract or upon termination or reassignment from duties.

1.5.6.5. The contractor shall not employ persons to perform under this contract if such employee is deemed or identified by Scott AFB as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population, nor shall the contractor or subcontractor employ persons under this contract who have an outstanding criminal warrant as identified by Law Enforcement Agency Data System (LEADS) through the National Crime Information Center. LEADS checks will verify if a person is wanted by local, state, and federal agencies. All contractor and subcontractor personnel must consent to LEADS background checks. Contractor and subcontractor personnel who do not consent to a LEADS check will be denied access to the installation. Information required to conduct a LEADS check includes: full name, driver’s license number, and/or social security number, date of birth of the person entering the installation, and completion of a background check questionnaire. The contractor must have this information ready to provide to the Scott Visitor Control Center, if requested.

1.5.6.6. Contractors must ensure their employees and those of their subcontractors have the proper credentials allowing them to work in the United States. Persons later found to be undocumented or illegal aliens will be remanded to the proper authorities.

1.5.6.7. The government shall ensure the roles/privileges assigned to contract employees on the government computing platforms are limited to the roles/privileges essential to that individual’s performance of his/her assignments. The government may limit or revoke these roles or privileges for any reason.

1.5.6.8. Contractor personnel shall be removed and barred from the worksite if the government notifies the contractor that the employment or the continued employment of the individual is prejudicial to the interests or endangers the security of the United States of America to include but not limited to security deviations/incidents and credible derogatory information obtained on contractor personnel during the course of the contract period.

1.5.6.9. The contractor shall conduct facilities security checks as coordinated with the QAP.

1.5.6.10. Work on this project may require contractor personnel to have access to Privacy Information. Contractor personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a, and applicable agency rules and regulations.

1.5.6.11. Badges. The contractor is required to provide identification badges for their employees. All contractor personnel must wear these badges while on duty on the government site. Badges are required to identify the individual, company name, and be clearly and distinctly marked as contractor. Size, color, style, etc. are to be mutually agreed to by contractor and QAP personnel. The contractor’s identification badge will not be used as an entry requirement for installation entry or into any government designated controlled or restricted area.

1.5.6.12. Access to Installation During Force Protection Conditions (FPCONs). Contractors will be assigned a mission essential designation IAW requirements contained in SAFBI 31-101/Installation Security Instruction. Only the installation commander or the unit commander requesting contract support will assign the mission essential designation.

1.5.6.13. Property Protection. Property protection for the facility where the contractor’s primary work center is located will be the responsibility of the local facility manager and local government security manager, or their duly authorized representative IAW AFI 31-101, Integrated Defense, and command/local directives. The contractor must safeguard all government-owned equipment and materials in his/her possession or use.

1.5.6.14. Safeguarding Unclassified and/or For Official Use Only (FOUO) Information. The contractor must meet Air Force standards for storing, processing, and handling unclassified and/or Sensitive but Unclassified (SBU) information and systems. Additionally, all resources (e.g. maps, publication/instructions, photos) provided by the government to assist the contractor in the performance of their contract will be surrendered upon termination of employment or the end of the contract performance period.

1.5.6.15. Contractors Working in Controlled or Restricted Areas. In the unlikely event that a contractor requires access to the controlled or restricted area and does not have the proper security clearance, the government will ensure escort(s) are provided for the contractor at all times when within a controlled or restricted area. Based on 618 TACC procedures, contractors may act as escort officials under certain circumstances. The contractor must have an issued AF Form 1199 and work on base a minimum of 4 days a week (must have an assigned workspace on base). The contractor is only allowed to escort visitors from the same company for which he/she works and all visits must be for official business. In addition, contractors must fulfill, maintain, and comply with all security requirements IAW AFI 31-101, Integrated Defense, and command/local directives.

1.5.6.16. Access to Government Facilities with Controlled or Restricted Areas. The contractor must comply with security regulations imposed by the installation commander and/or the agency responsible for the project location. Due to specific mission requirements inherent in the nature of controlled or restricted areas on Scott AFB, the government may direct the contractor to leave the controlled or restricted areas at any given time. This direction may increase the cost of or the time required to complete the work.

1.5.6.17. Access to Government Facilities with Controlled or Restricted Areas for Replacement Contractor Personnel. The government will ensure replacement contractor personnel not initially possessing the proper clearances and requiring entry to controlled or restricted areas are escorted continuously. Replacement contractors must submit paperwork within 7 days of being assigned to obtain an approved security clearance or favorable review. Replacement contractor personnel must obtain a security clearance prior to working with, or having direct access to, classified material. In addition, replacement contractor personnel must obtain a “favorable review” prior to having access to a Controlled Area. The above information must be submitted to 375 SFS/S5 or as directed by the government.

1.5.6.18. Safeguarding Classified Information. This contract deals with classified information. The contractor must meet Air Force standards for storing, processing, and handling classified information and systems. Additionally, all classified resources (e.g. maps, publications, instructions, photos) provided by the government to assist the contractor in the performance of their contract will be surrendered upon termination of employment or the end of the contract performance period.

1.5.6.19. Non-Disclosure Agreements. In performance of this contract, the contractor may obtain access to sensitive, nonpublic information. The contractor agrees (a) to use and protect such information from unauthorized disclosure in accordance with the FAR; (b) to use and disclose such information only for the purpose of performing this contract and to not use or disclose such information for any personal or commercial purpose; (c) to obtain permission of the government QAP before disclosing/discussing such information with a third party; (d) to return, upon government request, any non-public, sensitive information no longer required for contractor performance; and (e) to advise the government QAP of any unauthorized release of such information. Upon request, the contractor shall have its employees assigned to this contract execute a non-disclosure agreement for delivery to the government. The government will require contractor personnel to sign a non-disclosure statement to protect non-public information of the government (reference Appendix 4.4).

1.5.6.20. Avoidance of Organizational Conflicts of Interest.

1.5.6.20.1. To prevent conflicting roles that may bias the contractor’s judgment or objectivity, and to preclude the contractor from obtaining an unfair competitive advantage in concurrent or future acquisitions, the contractor will be restricted as set forth below:

1.5.6.20.2. The following definitions and descriptions apply:

1.5.6.20.2.1. “Technical Direction” includes a combination of substantially all of the following activities: developing work statements, determining parameters, directing other contractors’ operations, and resolving technical controversies.

1.5.6.20.2.2. “Development” includes all efforts toward solution of broadly defined problems.

1.5.6.20.2.3. “Proprietary Information” includes all information designated as proprietary in accordance with law and regulation, and held in confidence or disclosed under restriction to prevent uncontrolled distribution. Examples include limited or restricted rights data, trade secrets, sensitive financial information, and computer software. Proprietary information may appear in technical data, cost and pricing data, or may involve classified information. For the purpose of this definition, proprietary information pertains to both contractor and government information.

1.5.6.20.2.4. “Contractor” includes the prime contractor, parent company, affiliates, divisions, and subsidiaries.

1.5.6.20.3. The contractor shall be familiar with the Federal Acquisition Regulation (FAR), Part 9, Subpart 9.5, entitled “Organizational and Consultant Conflicts of Interest,” and agrees to avoid conflicts of interest in accordance with the principles set forth in this subpart. Since the contractor under the terms of this contract will have access to government and third party data which might place the contractor in an OCI, the contractor agrees to perform this contract as set forth below:

1.5.6.20.3.1. To refrain from unauthorized use or disclosure to any individual, corporation, or organization of any data, advice, trade secrets, software, confidential financial information, proprietary or restricted information, to include FOR OFFICAL USE ONLY information (collectively referred hereinafter as “data”) of the government or other companies coming into its possession in connection with the work under this contract for as long as it remains proprietary.

1.5.6.20.3.2. To establish associate contractor relationships (ASCONs) by executing written agreements between companies having a proprietary interest in such data. These agreements shall prescribe the scope of authorized use of such data as well as necessary safeguards against unauthorized use or disclosure. A copy of the agreement shall be furnished to the contracting officer promptly after execution of the contract.

1.5.6.20.3.3. The contractor shall formally train its employees, in regard to OCI, that they shall not divulge proprietary data obtained from other companies or from the government to anyone except as authorized in writing. The contractor shall require its employees to execute certificates attesting to their training and understanding of the requirements to safeguard all sensitive information. The contractor shall warrant that its employees shall not use for their benefit any data, advice, trade secrets, confidential financial information, proprietary or restricted information (to include FOR OFFICIAL USE ONLY information) that the employee received in connection with this contract, during or subsequent to the term of his employment.

1.5.6.20.3.4. To obtain from each of its employees, whose responsibility in connection with the work under this contract may be reasonably expected to involve access to such proprietary data or classified information (government or contractor-generated), a written agreement between the company and employee, which in substance shall provide that the employee will not, during employment by the contractor or thereafter, disclose any such proprietary data or classified information to which the employee had access in connection with the work under this contract.

1.5.6.20.3.5. To refrain from utilizing such data or classified government information coming into its possession in connection with work under this contract for purposes other than those for which it has been furnished, unless specifically authorized by the organization providing such data or government information.

1.5.6.20.3.6. To hold the government harmless for any cost/loss resulting from the unauthorized use or disclosure of third party data or software by the contractor, its employees, subcontractors, or agents.

1.5.6.20.3.7. The contractor further agrees to insert a provision conforming substantially to the language of this section, including this paragraph, in any subcontract or consultant/partnering agreement.

1.5.6.20.4. The contractor warrants that, to the best of its knowledge and belief, there are no relevant facts or circumstances which could give rise to an OCI, as defined in FAR Subpart 9.5, or that the contractor has disclosed all such relevant information.

1.5.6.20.5. If a contractor determines that it, or any potential subcontractor, has an OCI, or a potential OCI, then the contractor shall address the conflict of interest, and shall provide a mitigation plan for the conflict of interest. The mitigation plan shall avoid, mitigate, or neutralize the OCI such that the full scope of work contemplated by the solicitation can be performed by the contractor.

1.5.6.20.6. The contractor agrees that if an actual or potential OCI is discovered after award, the contractor shall make full disclosure in writing to the contracting officer. This disclosure shall include a description of the actions the contractor has taken, or proposes to take, after consultation with the contracting officer, to avoid, mitigate, or neutralize the actual or potential conflict.

1.5.6.20.7. The contracting officer may terminate this contract for convenience, in whole or in part, if he/she deems termination necessary, to avoid, mitigate, or neutralize an actual or potential conflict. If the contractor was aware of a potential OCI prior to award, or discovered an actual or potential conflict after award but did not disclose it, or misrepresented relevant information to the contracting officer, the government may terminate the contract for default, debar the contractor from government contracts, or pursue other remedies as may be permitted by law or this contract.

1.5.6.20.8. The general rules in FAR 9.505 prescribe limitations on contracting as the means of avoiding, neutralizing, or mitigating OCI that might otherwise exist in the stated situations. Illustrative examples are also provided in FAR 9.508. The two underlying principles are: preventing the existence of conflicting roles that might bias a contractor’s judgment; and preventing unfair competitive advantage by a contractor competing for award.

1.5.6.20.9. Except with the prior written consent of the contracting officer, the contractor shall not compete (as a prime contractor, subcontractor, main supplier, or consultant) during the period of this contract, including any extension thereof, and for one year thereafter, for the award of any contract for, supplies, services, or construction which was generated under this contract. This prohibition does not prohibit the contractor from competing on the follow-on to this contract.

1.5.6.21. Industrial Security Requirements. To pursue or obtain security clearances, the contractor will comply with DOD 5220.22-M, DOD 5220.22-S, and DOD 5200.1-R. Facility and employee security clearances are obtained according to DOD 5220.22-M. This manual includes specific requirements for the handling of classified information, security clearance, control of areas, visitor control procedures, subcontractors, vendors and suppliers, consultants, parent-subsidiary and multiple facility organizations, sensitive compartmented and Communications Security (COMSEC) information, overseas operations, security requirements for automated information systems, and operations security (OPSEC). This includes clearance procedures, visitors, inspections, violations, education, classification, international security programs, and OPSEC.

1.5.7. Information Assurance (IA) Contractor Training And Certification.

1.5.7.1. The performance of the services described in this PWS includes informational functional services for DOD information systems and requires the contractor to provide appropriately cleared personnel to access DOD Information Systems. Therefore, the contractor shall comply with instructions provided in DOD 8570.01-M, Information Assurance Workforce Improvement Program, Change 1, 15 May 2008.

1.5.7.2. Certification Requirements. The on-site contractor performs Functional Support Administration (FSA) responsibilities that require him/her to meet and maintain training certification requirements for the information assurance functional categories/levels listed:

1.5.7.3. IAT Category Training Requirements. The contractor shall, within the timeframe of the transition period, complete and/or acquire the following training, certification maintenance, continuing education, or sustainment training required for the information assurance functional responsibilities as follows:

1.5.8. Travel.

1.5.8.1. Contractor personnel may be required to travel within the U.S. and overseas to perform tasks required in this PWS. Reimbursement for contractor approved travel expenses are subject to the current Federal Acquisition Regulation (FAR) and Federal Travel Regulation (FTR). The contractor will forward travel requests to the QAP for government validation a minimum of five (5) workdays in advance of travel commencement date.

1.5.8.2. Travel requests shall be in writing and contain the dates, locations, and estimated costs for the travel. Travel requests shall be submitted through the QAP and CO with supporting justification, including the travel itinerary and estimated cost, no later than five workdays prior to travel for approval. The QAP must validate the anticipated travel costs prior to the contractor incurring these costs. The CO must confirm availability of funds prior to travel. Invoices (along with associated receipts) shall support all travel reimbursement requests. Travel and per diem charges will be reimbursed in accordance with the FTR in effect at the time the travel is completed, plus applicable general and administrative (G&A) expense. Contractors will provide copies of airline, rental car, and lodging receipts required for travel reimbursement. The government shall not reimburse local travel and related expenses to the contractor for daily travel to or from the place of performance. Contractors shall not use General Services Administration city pair contracts.

1.5.8.3. An estimated twelve (12) trips may be required during the performance of this effort for each full option period. Funding for travel will be included in the contract as a not-to-exceed, reimbursable line item.

1.6. Transition.

1.6.1. To ensure a smooth transition in the change-of-work effort from the current contract, the new contractor shall begin a two (2) week Transition Period, not including weekends, prior to the end of the existing contractor’s performance period.

1.6.1.1. The successor contractor will be allowed access to the facilities to familiarize supervisors, key personnel and staff with equipment, reporting, work scheduling and procedures. However, such access shall not interfere with the production efforts of current personnel. To preclude such interference, arrangements for access to the government facilities shall be made with the QAP and CO.

1.6.1.2. At the completion of the Transition Period, the successor contractor shall be fully capable of providing all services outlined in the PWS. This requires full compliance with the Information Assurance (IA) requirements included in paragraph 1.5.7.

1.6.1.3. Access to government computer systems requires additional national agency clearance checks. The issuance of CACs requires background checks prior to issuance to successor contractor personal. The process for this includes submitting personal information for each applicant to the government's Trusted Agent for input into the Contractor Verification System. The successor contractor employee must clear the background security checks before being issued a CAC. To avoid delays in starting work, it is imperative that the successor contractor, at the earliest possible time prior to contract start date, be proactive in submitting applications for personnel security clearances.

3. GOVERNMENT-FURNISHED SUPPORT

3.1. The government will provide security badges and passes for access to controlled areas upon verification of security clearances. The individual(s) shall be clearly identified as contractor employee(s).

3.2. The government will make available to the contractor pertinent procedures, plans, and other documentation in a manner timely enough so the performance period of the work is not jeopardized. Multiple sources of data are required throughout the terms of this PWS and shall be provided by the government in a timely manner. Resources provided will be sufficient to enable the contractor to perform assigned tasks and meet all schedules.

3.3. The government shall provide all standard normal office equipment (office work area, telephone, computer, software, base network access, etc.) for official use only during task performance. The government shall furnish appropriate user identification cards and passwords for shared resources. Both the government and the contractor shall retain copies of any GFE listings for traceability and accountability. Software provided by the government will be treated as GFE. The contractor shall release all GFE to the government upon termination of the contract.

3.4. The government shall provide workspace at a government facility for up to fifteen contractor employees in support of this requirement. The use of other contractor-requested government office space, etc, shall be evaluated on an "as needed" basis, and QAP and CO personnel shall grant approval for use if it does not conflict with mission requirements as mutually agreed upon.

3.4.1. No off-site government work is authorized. In the event of a base-wide emergency on Scott AFB, an alternate work location will be coordinated with QAP and CO.

SUPPORTING AMC CONTRACTS

NOTE: This Non-Disclosure Agreement is an agreement designed for use by contractor (including subcontractor) employees assigned to work on AMC contracts. Its use is designed to protect non-public government information from disclosure and prevent violations of federal statutes/regulations. The restrictions contained in this agreement also serve contractors by promoting compliant behavior that keeps contractors eligible to compete for government contracts. In addition to the potential impact on future business opportunities, failure to abide by this agreement could result in administrative, civil or criminal penalties specified by statute or regulation.

"Non-public information," as used herein, includes trade secrets, confidential or proprietary business information (as defined for government employees in 18 USC 1905); advance procurement information (future requirements, acquisition strategies, statements of work, budget/program/planning data, etc.); source selection information (proposal rankings, source selection plans, contractor bid or proposal information); information protected by the Privacy Act (social security numbers, home addresses, etc.); sensitive information protected from release under the Freedom of Information Act (pre-decisional deliberations, litigation materials, privileged material, etc.); and information that has not been released to the general public and has not been authorized for such release (as defined for government employees in 5 CFR 2635.703).
