ENGINE MANAGEMENT A-76
VENDOR QUESTIONS AND ANSWERS
08 Dec 08
1. Will the contract award be based on lowest price or best overall value?
Government's Response: The award will be based on Lowest Price Technically Acceptable (LPTA) procedures.
2. In regards to the stipulated requirements in paragraph 1.2.3 (below), will AMC require that the successful offeror’s proposal demonstrate successful experience in the application of engine trending, performance reliability, and the ability to provide a lower engine maintenance cost based on the application of these principles?
1.2.3. Engine Trending and Analysis. Provide engine trending and analysis (ET&A) for the installations IAW with applicable aircraft TO 00-25—254-2. The purpose of conducting engine trending and analysis is to ensure safe operations, performance reliability, and lower maintenance cost to the Government for all engines assigned to the installations.
Government's Response: The basis for award set forth in the RFP requires the offeror's proposal to demonstrate an sound overall project plan or approach for accomplishing all tasks in the PWS.
3. I’m curious if this includes the engine records personnel as well or just the Engine / SRAN manager. As a retired Chief I ran a propulsion branch and as I recall my engine CEMS crowd consisted or more than just the engine manager rather it included a support staff of varying numbers. I’m just attempting to get my arms around the ultimate responsibility and expectations. Reviewing the PWS appears to imply just a one or two man function at each base but would like to validate that.
Government's Response: The initial public announcement of this competition was posted to Federal Business Opportunities (FBO) on 2 May 2007 under the reference number FA4452-EngineMgt001. In that notice it stated, “….The incumbent service providers affected by this public-private competition are approximately forty (40) Department of Defense (DoD) government personnel positions with five (5) being civilians and thirty-five (35) military.”
4. There are two questions that we feel need clarification before we can proceed with our response to your RFP and would appreciate a rapid response:
a. PWS states in 3.4.1 that the government will provide identified training which is understood. However, does the government plan to provide necessary Engine Trending and Analysis (ET&A) and Comprehensive Engine Trending and Diagnostic System (CETADS) Training for the primary and alternate SP personnel or is the burden to provide specific aircraft qualified personnel placed on the SP? These skills are specific to the aircraft/engine type where the ET&A CETADS are normally performed by Air Force trained personnel.
Government's Response: CETADS will not be part of the work spec for the SP within EMB so that training is not required. The classes that are available from the Government are a CEMS class at Tinker and an EMB School at Sheppard. The EMB and CEMS classes are available to the units (Service Provider) at unit (Service Provider) expense, however they are not required, with at least 50% of those doing the job being exclusively trained through OJT. PWS paragraph 1.2.3.3 has been removed.
b. PWS 3.2 identifies GFE as per Appendix C-2, the question is; Is the government going to provide all the CETADS and ET&S computer hardware and software to perform the identified Specific Tasks in PWS Section 1.2.3?
Government's Response: CETADS is not required of SP, therefore no special hardware will be required to be provided. Access to CEMS is facilitated by the use of a laptop with ability to access the Government MIS.
