SITE VISIT INSTRUCTIONS
PRE-PROPOSAL CONFERENCE AND/OR SITE VISIT
A site visit shall be conducted on 8 July 2011. Offerors who wish to attend the site visit should fax or e-mail a list of attendees to include names, Social Security Numbers, Driver’s License Numbers and State of Issue to Karin Bogner at 609-754-4642 no later than 6 July 2011 for security processing. The list should be limited to two attendees per company. Failure to respond in a timely manner may result in delay or denial of access to the installation. The meeting place shall be the 87th Contracting Squadron, 2402 Vandenberg Ave, McGuire AFB, NJ 08641. Please arrive for the site visit at 9:00 am. Questions should be submitted in writing via the above fax number or emailed to karin.bogner@us.af.mil.

PERFORMANCE WORK STATEMENT
TRANSIENT ALERT SERVICES AND AIRCRAFT WASH SERVICES FOR THE MCGUIRE
AREA OF
JOINT BASE MCGUIRE-DIX-LAKEHURST
SECTION I
DESCRIPTION OF SERVICES
1.1 DESCRIPTION OF SERVICES. The contractor shall perform Transient/Alert (T/A) Services and Aircraft Wash Services at the McGuire Area of Joint Base McGuire-Dix-Lakehurst (JB MDL), NJ, as defined in this Performance Work Statement (PWS) and as specified in all Appendices.
The contractor shall provide all qualified personnel, equipment, tools, materials, supervision, and other items necessary to perform contracted services, unless specified as being provided by the government.
A transition period of performance may be required. This 5 day transition period will take place from 26 to 30 Sep 2011. The transition period is to allow the contractor to familiarize themselves with the operations and performance requirements of the performance work statement and become acquainted with the physical layout of the flightline. Although no actual performance work statement tasks will be completed by the contractor; they may begin preparations for performance, i.e. documentation for flight driver’s license, etc.
The contractor is responsible for utilizing appropriate technical orders, publications and forms in effect at the time of performance. These documents are subject to modification, addition and deletion during the course of performance. If additional technical orders, publications, or forms are required for performance of this PWS, arrangements to acquire them can be made through the 305 MXG Technical Order Distribution Office or the 305 Maintenance Group Quality Assurance Representative (MXG/QAR).
The contractor must follow all Occupational Safety and Health Administration (OSHA) standards as outlined in OSHA 29 CFR 1910, 1926 and 1926.56.
1.1.1 Management. The contractor shall establish an Aircraft Services Management system to perform the following T/A and Wash services at McGuire.
a. Ensure an effective tool and equipment control program is maintained in accordance with (IAW) Air Force Instruction (AFI) 21-101, Aircraft and Equipment Maintenance Management.
b. Maintain a technical order (TO) and publications file IAW T.O. 00-5-1, Air Force Technical Order system.
c. Maintain employees training records indicating qualification and certification. Ensure assigned personnel are qualified and certified to sign exceptional releases (ER) when approved by the Maintenance Group Commander (MXG/CC). Ensure training records and special certification rosters are available 24 hours a day for review by 305 MXG/COR (Contracting Officer’s Representative.)
d. Ensure employee compliance with the contractor’s quality control plan and Air Force Safety Instructions.
e. Ensure that an effective foreign object damage (FOD) control program IAW AFI 21-101 Ch. 14.19 is established.
f. Provide vehicles required to accomplish the requirements of this Performance Work Statement (except for aircraft tow vehicles.) T/A vehicles will be uniform in color and equipped with “Follow Me” signs and pintle hooks capable of towing Aerospace Ground Equipment (AGE) equipment in excess of 7,000 pounds. All vehicles shall be identified with the contractor’s company name visible on both sides. Contractor shall ensure vehicles are available to provide continuous service IAW this PWS.
Note: Wash vehicles do not require the “Follow Me” sign.
g. Ensure 305 MXG/COR Office is notified immediately of any damaged or malfunctioning contractor equipment used to provide services. Repair or replacement must be made within 48 hours, in order to preclude a lapse in service.
h. Ensure 305 MXG/COR Office is notified immediately of any mishap that results in any damage to government assets or personnel, or any mishap that results in injury to contractor personnel.
Notify 305 MOS Maintenance Operations Center (MOC) immediately for coordination with other wing agencies.
i. Ensure mishap or customer complaint written response is provided to 305 MXG/QAR office NLT 48 hours of request.
j. Ensure contractor’s dispatch office is manned throughout each shift (24 hours a day 7 days a week) for coordination with MOC, Base Operations, Airfield Control Tower, Plans and Scheduling (P & S) and QAR. Dispatch will not be left unmanned for any reason.
Note: One dispatch for all services is acceptable.
The dispatcher shall:
a. Prepare AF Form 861, Transient Aircraft Servicing Report, and Aircraft Wash Services Report or locally produced product, on all transient aircraft and daily wash services and submit to the 305 MXG/COR office no later than 0900 hours the following day.
b. Coordinate arrival and departure times, parking locations, fuel delivery, maintenance and supply requirements, aircraft status and Estimated Time in Commission (ETIC) changes with the MOC within five minutes of occurrence. Coordinate government maintenance or specialist requirements with MOC when required, and assist government maintenance specialists when needed.
c. Obtain necessary aircraft parts for transient aircraft by contacting the Aircraft Parts
Store. Notify the MOC of all parts requirements, document numbers and availability status when parts are on order for transient aircraft. The contractor shall deliver repairable parts along with the DD Form 1348 and a correctly completed Air Force Technical Order (AFTO) Form 350 to Aircraft Parts Store for turn-in within one hour of task completion.
d. Ensure Maintenance Data Collection Record, received for all performed wash services and submit to the 305 MXG/COR office no later than 0900 hours each day after the services are performed. Ensure notification to the 305 MOS/MOC after completion of requested services, and close out all job requests in the Air Force maintenance data collection computer system, G081, within 30 minutes of task completion for any services. Prepare an AFTO Form 349 for maintenance performed on transient aircraft, except routine servicing.
1.1.2 Transient Aircraft Arrival Services. The contractor shall provide services required to prepare and park all transient aircraft including Overseas Contingency Operations (OCO) aircraft.
a. Dispatch personnel to prepare for aircraft arrival. Preposition all required equipment such as fire extinguishers, ladders, chocks, ground wires, powered and non-powered Aerospace Ground Equipment (AGE), etc., 15 minutes prior to aircraft arrival. Remove foreign objects from aircraft parking and work areas. The foreign object inspection cannot be accomplished earlier than 30 minutes prior to aircraft arrival.
b. Meet transient aircraft upon arrival at the designated taxiway in a “Follow Me” vehicle and lead aircraft to the designated parking spot. Marshall aircraft onto parking spot IAW AFI 11-218, Aircraft Operations and Movement on the Ground, Chapter 2.
c. If Hot Brakes exist, notify aircrew and contact MOC immediately.
d. On F-16 aircraft check for hydrazine leaks. If leak exists report it immediately to the MOC.
e. Debrief aircraft commander, inform aircrew of all contracted services available. Inform the
MOC of aircraft status and service requirements.
f. Escort service shall be provided for any aircraft, between parking spot and runway, when requested by the MOC.
g. Verbally confirm location of all aircraft systems containing explosive devices, such as egress, jettison, and flare systems, and verify that they were made safe.
h. Install all pitot, inlet, exhaust and duct covers as required. Inspect for foreign objects prior to installation.
i. Insert wheel chocks before air crew exits aircraft. Install all gear, egress and safety pins as required. Ground aircraft when required by specific aircraft technical data (Reference T.O. 00- 25-172, Ground Servicing of Aircraft and Static Grounding/Bonding, Chapter 2).
j. Position, connect and operate AGE as required.
1.1.3 Transient Aircraft Processing Services. The contractor shall provide services required to process transient aircraft when required by technical data or as requested IAW this PWS.
a. Obtain, inspect, position, connect, and operate all powered and non-powered AGE.
Document all AGE discrepancies on applicable AFTO forms and turn in unserviceable equipment to 305 MXS AGE maintenance flight.
b. Check, service, and/or sample engine oil. Oil must be checked and serviced within the time constraints established by specific aircraft technical data. Obtain oil samples for analysis when requested.
c. Assist with refuel or defuel of civilian aircraft when required. Military aircraft that have crew chiefs and/or flight engineers shall perform refuel/defueling operations for their respective aircraft. Contractor will perform supporting duties such as Fire Guard, positioning equipment, when requested to do so by transient aircrews.
d. Remove all foreign objects from around transient aircraft and all work areas.
e. Remove snow and ice from around aircraft. Deice transient aircraft as required IAW applicable technical data when requested by MOC. Deicing will be initiated within 15 minutes of request. Ensure 305/514 MXG Form 14, Deicing Vehicle Servicing Log, is properly annotated each time the truck is filled or used IAW 305/514 MXGOI 21-101, Aircraft and Equipment Maintenance Management, paragraph 25.2.6. Deicer Truck operations will be IAW 305/514 MXGOI 21-101 paragraph 25.3.
f. Perform maintenance inspections on transient aircraft. Contractor will perform an overall visual inspection of airframe and components. Inspect for and identify fluid leaks, damage and safety of flight discrepancies. Notify aircraft commander and MOC immediately if any discrepancies are discovered.
g. Retrieve deployed deceleration chutes from transient aircraft. Deliver to 305 OG/OSS survival equipment shop. Pick up and install repacked chutes for transient aircraft.
h. Secure transient aircraft that will have an extended ground time greater than 12 hours, unless maintenance is being performed. Ensure all hatches, windows and doors are closed. Install all available covers. Moor all transient aircraft when required by applicable technical data.
i. Check, make required entries, and clear AFTO Form 781 series write-ups as required.
The contractor shall be responsible for clearing all write-ups, including non-flyable (Red X) discrepancy symbols originated by contractor personnel.
j. Ensure all transient military aircraft receive an Exceptional Release (ER) prior to departure. Sign off all ER’s not complied with by aircraft commander. In accordance with T.O. 00-20-1, paragraph 5.12.2.2.7.3, an ER serves as a certification that the authorized individual who enters a signature has reviewed the active forms to ensure the aerospace vehicle is safe for flight.
k. Perform AMC Ramp Inspections on AMC commercial missions when required or requested, IAW AFI 21-101 AMC Supplement 1. Complete AMC Form 234, AMC Ramp Inspection Checklist and AMC Ramp Inspection Cover Sheet. Submit completed forms to QAR within 3 working days.
l. Tow or assist in towing transient aircraft with appropriate tow bar and tow vehicle as specified in the applicable aircraft towing checklist, Air Force Occupational and Health Standard (AFOSH) 91-100, Chapter 2 Paragraph 2.2, and with Local Checklist LCL- 305MXG-28. All tows will be requested through the MOC. Notify MOC upon completion of all tows.
m. Perform minor maintenance as required, including:
• Open and close panels, doors, radomes, and cowlings.
• Perform operational check on aircraft systems such as brakes, steering, fire detection, windshield wiper, hydraulic, and lighting.
• Check, service, or lubricate aircraft systems and components such as shock struts, tires, brakes, landing gear, oxygen, nitrogen, hydraulic, and environmental systems.
• Remove and install interior light lenses, bulbs, and batteries.
• Wipe down aircraft surfaces including windscreens, windows, landing gear, etc.
1.1.4 Transient Aircraft Departure Services. The contractor shall ensure personnel and equipment are in place no later than (NLT) five minutes prior to scheduled air crew show time.
a. Brief aircraft commander on aircraft status. Ensure aircraft commander signs appropriate documentation for reimbursable items provided.
b. Notify MOC of all air crew show, engine start, taxi, and other pertinent items pertaining to the launch.
c. Remove ground wires and pitot, inlet, intake and duct covers as required. Inspect intakes and exhaust areas for foreign objects and damage.
d. Connect, operate, disconnect, and remove AGE as required.
e. Assist air crew members in accomplishing Preflight and Engine Start Checklists. Perform fireguard during engine start.
f. Confirm removed, or remove gear locks and pins. Confirm with aircrew that all cockpit safety devices and other aircraft explosive safety pins have been removed. Ensure aircraft panels and covers are properly fastened and secure for flight. Remove chocks when requested by aircraft commander.
g. Marshall aircraft from parking area IAW AFI 11-218, Aircraft Operations and Movement on the
Ground, Chapter 2. Inspect parking/work areas for foreign objects. Return all AGE to designated ready area immediately after aircraft is airborne.
1.1.5 Emergency Services. The contractor shall respond to and support emergency or wartime contingency situations as described throughout this PWS.
a. Respond to emergencies on the runway, taxiway, or where directed. The contractor may be required to tow disabled aircraft or use “Follow Me” vehicle to lead emergency response teams to the site of the emergency. During an aircraft hijack incident or exercise, the contractor may be required to block access to runways in accordance with base checklists.
b. Participate in Disaster Preparedness (actual or exercise) response. The contractor may be required to tow transient aircraft from affected areas or assist in relocating maintenance equipment. The contractor may also be required to evacuate the affected area until the all clear is given, and must set-up operations at an alternate location in order to continue uninterrupted services.
c. The contractor shall ensure minimal interruption in services due to emergency or wartime contingency situations such as in-flight emergencies, adverse weather conditions, aircraft accidents, etc.
1.1.6 Aircraft Wash and Cleaning Services. The contractor shall perform the following aircraft wash and cleaning services as scheduled by 305 MOS Plans and Scheduling (P&S).
NOTE 1: All references to the condition of clean pertain to the following description, as outlined in Air Mobility Command Instruction (AMCI) 21-119:
To determine if surfaces are clean, a close visual inspection shall be made to determine that all residue, oily film and streaking have been removed. If cleanliness is questionable, a dry, lint free, white towel is wiped firmly across the various surfaces. If excessive soiling of the towel occurs, the surface is not clean. Wheel wells, flap wells, and exterior surfaces should be inspected using this method.
NOTE 2: Simultaneous or consecutive complete aircraft washes may be required. A minimum twelve-hour notice will be given by the government for consecutive or simultaneous complete aircraft wash services. A minimum six-hour notice will be given by the government for complete aircraft wash services when only one will be scheduled in a twenty-four hour period.
NOTE 3: Upon completion of wash service the dispatcher will notify the Production Supervisor within 10 minutes who will comply with or assign someone to complete the Air Mobility Command (AMC) form 1018, Aircraft Wash Cleanliness Inspection Checklist.
NOTE 4: The contractor shall provide all soap, solvent, cleaning equipment, water hoses, buckets, pads, rags, barrier materials, tape, and trash bags, etc., to perform aircraft wash and wash preparation services.
a. C-17 AIRCRAFT TOW (Maximum Allowable Time – 1 Hour) Tow aircraft to designated wash location IAW 1C-17A-2-09JG-10-1 or from wash location to parking location designated by appropriate squadron Production Supervisor. Each tow into and out of the wash facility is considered a separate service. NOTE: Government will ensure aircraft is prepared for tow (tires are at correct pressure for towing and will service as required, flares removed etc.)
b. KC-10 AIRCRAFT TOW (Maximum Allowable Time– 1 Hour) Tow aircraft to designated wash location IAW 1C-10(K)A-2-9 CL-1 or from wash location to parking location designated by appropriate squadron Production Supervisor. Each tow into and out of the wash facility is considered a separate service. NOTE: Government will ensure aircraft is prepared for tow (tires are at correct pressure for towing and will service as required.)
c. KC-10 PRE-WASH PREPARATION (Maximum Allowable Time –1 Hour) Prepare aircraft for wash IAW LCL-305MXG-06 and T.O. 1C-10(K)A-2-12-22-02.
d. C-17 PRE-WASH PREPARATION (Maximum Allowable Time – 4 Hours):
Prepare aircraft for wash IAW 1C-17A-2-12JG-10-1-12-11-03.
e. KC-10 COMPLETE AIRCRAFT WASH (Maximum Allowable Time - 6 hours) Service consists of all items identified T.O. 1C-10(K)A-2-12-22-02 task 3 Airplane Exterior Cleaning, and KC-10 Interior Cleaning described in A1.5k of this PWS.
f. C-17 COMPLETE AIRCRAFT WASH (Maximum Allowable Time - 8 hours) Service consists of all items identified in T.O. 1C-17A-2-12JG-10-1 task 03-2 Exterior Cleaning, and task 02-1 Interior Cleaning.
g. KC-10 POST-WASH RESTORATION (Maximum Allowable Time – 2 Hours)Restore aircraft after wash IAW LCL-305MXG-06 and TO 1C-10(K)A-2-12. Perform post-wash lubrication on aircraft prior to towing from wash facility.
h. C-17 POST-WASH RESTORATION (Maximum Allowable Time – 2 Hours)Restore aircraft after wash IAW 1C-17A-2-12JG-10-1-12-11-03. Ensure all trapped water is drained from fuselage and cargo ramp prior to removal from hangar. Perform post-wash lubrication on aircraft prior to towing from wash facility
i. KC-10 POST-WASH LUBRICATION (Maximum Allowable Time - 3 Hours) Lubricate Main, Centerline and Nose Landing Gear IAW 1C-10K(A)-2-12-21-01 page 301- 314 and 1C-10(K)A-6WC-2; card no. 101A-73 pages 1-7, card no. 101A-74 pages 1-3, card
