Questions/Answers - Transient Alert/Aircraft Wash, FA8848-11-R-0020
1. In the RFP on page 96, Performance Confidence Assessment: Item C. Relevant contract is defined as performance of Aircraft Services to include various washes, towing, and interior cleaning of aircraft with a dollar value of $1.5 million annually. Please confirm that the dollar amount listed is per contract, per year.

2. In the Instruction to Offerors section, it states that the Technical Proposal (Part II) is limited to 20 pages. Our Quality Control Plan (Factor b) by itself exceeds 20 pages. Could you please raise the page limit to 50 pages?
Number of pages to be increased to 60.
3. Is there a separate locked area for tools, i.e. a separate room?
There is no separate room to lock tools.
4. Is TC-Max (21-101) a requirement?
IAW AFI 21-101 10.4.1, use of TAS/TCMax is not required for contractors. Other legal methods of tool accountability are provided in this instruction.
Excerpt from AFI 21-101:
10.4. Tool Accountability. Flight commanders/chiefs and section NCOICs, (First level supervisors/section chiefs for ALC) through CTK/TK custodians, are responsible for tool and equipment accountability and control (knowing where tools are and who has responsibility for them.) When a person signs for a tool or piece of equipment, they are accountable for the item until it is returned to the tool room and accountability transfers back to the CTK/TK custodian (through a representative or tool room employee.)
10.4.1. All units must use TAS/Facility and Equipment Maintenance System (FEMS) for accountability and control of tools and equipment. ANG, Contractors and Civil Service Organizations/MEOs are not required to use TAS/FEMS and AFE Sections will follow guidance given in AFI 11-301 Vol 1.
5. What defines tools?
All tools/equipment required to perform tasks are to be supplied by the contractor unless specified as supplied by government. See section-3 of PWS for more specifics.
6. How many indoor wash racks are there?
There is one indoor wash rack for aircraft, and an indoor wash facility for ground equipment washes.
7. What is the reason that the solicitation is only one year and 2 option years.
Higher dollar requirements require additional concurrence/approval which greatly increases the procurement lead time.
8. What is the soap delivery system?
The soap and the disbursing system are contractor furnished items.
9. The projections are based on historical workload
10. Do you grease the slats?
Post-wash lubrication requirements are specified in aircraft tech data which is subject to change. Last year the requirement for lubricating the slats was deleted, but this may change in the future
11. Who manages the boiler room, etc.

12. Will the Government provide a shift by shift percent breakdown of Transient Aircraft? Additionally, will the Government identify the percentage of aircraft for weekdays versus weekends?
No/No the amount of aircraft varies from day to day.
13. Does the Government provide fuel for Follow-Me vehicles? If not, can the Service Provider utilize the base service station?
No/No
14. Appendix 1, 4.1.4; Are the 50 - 75 aircraft shown for the Air Show/Open House included in the 4.1.1 workload?
No, this is in addition to the workload in paragraph 4.1.1
15. Appendix 2, 4.2.1, Tools , Equipment and Furniture; With 3 Follow-Me signs being provided to the Service Provider, is the Service Provider expected to provide 3 trucks?
Three “follow-me” signs will be provided to the successful offeror, however, the number of trucks the successful offeror proposes to utilize is at the discretion of the successful offeror. However, the successful offeror must be able to successfully perform with the number of vehicles utilized.
16. Would you please consider releasing the Past Performance Questionnaire as a WORD document? This would be helpful to our contract reference POCs in submitting their responses.
The Past Performance Questionnaire can be submitted via fax or E-Mail and will not be re-issued in word.
17. I was trying to find out some information on the upcoming solicitation due August 2 on TA and Aircraft washing services that is in FBO. As our company tries to go through the go no go process is it possible to share with me the current contractor? How long has the contractor had the contract? Are there any current issues? What is the value of the existing contract.
