About this file

This is a Request for Information (RFI) document for federal contract opportunity FA442726Q1128 concerning Building 179 Access Control System (ACS) Replacement and Intrusion Detection System (IDS) Upgrade at Travis Air Force Base, with a specified brand name preference for Lenel.

The RFI contains contractor questions and government responses addressing system requirements and scope clarifications. Key findings include: the camera system is standalone with a monitor at the door connected via network cable and power outlet; camera manufacturer can be open to any vendor if facing hallways or outside doors, but must be selected from the non-nuclear Configuration Management Database if facing assets or classified areas; no minimum camera specifications are mandated, but image quality must allow recognition of individuals at six feet distance; the monitor is a dedicated local unit at the door, not a software display function; no existing Lenel OnGuard ACS platform is currently in use, though Lenel OnGuard has been installed for IDS purposes only; the standalone ACS installation does not require Lenel OnGuard specifically and does not need to be monitored by 60 SFS; software licensing (per-door, per-reader, or per-workstation) will be provided by the contractor; UL 2050 certification is not required; and CAC readers must comply with HSPD-12 and FIPS 201 standards. A previous Advantor ACS system was partially removed. The document includes photographs of the installation location and existing control panel infrastructure.

Request For Information

60 OSS Building 179 Access Control System Replacement and Intrusion

Detection System Upgrade – BRAND NAME LENEL

Contractor Request (1 September 2026)

1. SOW Section 3.5 Does an existing VSS system and network switch already serve Building 179 that this camera should connect to, or does the contractor need to provide a standalone camera, PoE switch, and recording/viewing solution for this single device?

60 OSS / SFS: This is a stand-alone system that has a camera outside a secure door and a monitor on the inside of the door. There is a network cable connecting the two and a power outlet.

2. SOW Section 3.5 Is there a manufacturer requirement for the camera (Brand Name Lenel/Honeywell, or open to other VSS manufacturers), consistent with the Brand Name Lenel requirement stated elsewhere in the SOW?

60 OSS / SFS: If the camera is facing assets or facing inside a classified area then the camera will have to picked from the non-nuclear Configuration Management Database (CMD) document. If the camera is facing into a hallway or right outside a door then it can be open to any manufacture. The 60 SFS does recommend picking from the CMD as a precaution.

3. SOW Section 3.5 Are there minimum technical specifications for the camera (resolution, indoor/outdoor rating, day/night or IR capability, field of view) that the Government expects for this application?

60 OSS / SFS: No minimum specification. Quality need to be to the point where you can recognize a known individual out to at least six feet from the door.

4. SOW Section 3.5 Please confirm whether the "Monitor" required alongside this camera is a dedicated local monitor at the door or workstation, or a display function within existing VSS/ACS software.

60 OSS / SFS: local monitor at the door

5. SOW Section 1 and Section 3.5 Does an existing Lenel access control platform (e.g., OnGuard) already operate elsewhere on Travis AFB or within this facility that this new door and workstation should integrate into, or is this a standalone, ground-up ACS installation?

60 OSS / SFS: There was a previous Advantor ACS system in place. Most of that system was removed.

6. SOW Section 1 and Section 3.5 If integrating into an existing system, please identify the current Lenel OnGuard version (or other Lenel platform) in use, so the contractor can price compatible licensing and hardware.

60 OSS / SFS: No current system in use. Lenel OnGuard has been installed for IDS purposes but no existing Lenel OnGuard ACS platform in place.

7. Section 1 and Section 3.5 If this is a standalone installation, does the Government require Lenel OnGuard specifically?

60 OSS / SFS: No, the standalone does not need to be Lenel OnGuard only if this is for ACS. The 60 SFS does not monitor ACS.

8. SOW Section 1 and Section 3.5 Please confirm whether software licensing (per-door, per-reader, or per-workstation) is to be provided new by the contractor, or whether existing Government-held licenses will be used.

60 OSS / SFS: Licenses will be provided by the contractor.

Contractor Request (26 August 2026):

1. SOW Section 2.2 requires the contractor to be UL 2050 certified. UL 2050 is a National Industrial Security Systems certification tied to monitoring intrusion detection systems within accredited SCIFs under the NISPOM. Nothing in the SOW identifies the Building 179 secure area as an accredited SCIF, it is described only as a "secure area" within the KC-46 aircrew training facility. The Government's own response in Attachment 7 further ties the UL 2050 requirement specifically to work "on and/or in the SCIF/SCIF-related systems." If the Building 179 secure area is not an accredited SCIF, request the Government remove the UL 2050 certification requirement from SOW Section 2.2, as it does not appear necessary for this scope and unnecessarily narrows competition among qualified small business security integrators. If the space is in fact an accredited SCIF, request confirmation so offerors can size their response accordingly.

60 OSS / SFS: UL 2050 certified is not required.

2. CAC Readers must be in accordance with HSPD-12 and FIPS 201.

Contractor Request (21 August 2026):

1. Must the prime contractor itself hold the UL 2050 certification, or may those requirements be satisfied through a properly certified specialty subcontractor?

o UL 2050 Certification must be held by the contractor performing the work on and or in the SCIF / SCIF-related systems. (not required for this solicitation – as of 8.26.2026)
