(2) The Government will award a contract to the responsible offeror whose offer conforming to the solicitation will provide the best value to the Government. Best value will be determined by selecting an offer that has an acceptable technical approach, has satisfactory past performance, and is offered at a fair and reasonable price. The Government will rank offers from the lowest priced offeror to the highest priced and will conduct technical evaluations until a technically acceptable offer has been determined. From that point, the Government will assess past performance of that offer. If past performance is found to be unacceptable, the Government will evaluate technical approach of the next offeror. If the offer has an acceptable past performance, the selection will stop and an award will be made to that offeror.

Once a combination of acceptable technical approach, acceptable past performance, and a fair and reasonable price is reached, the selection will stop and an award will be made to that offeror. The government reserves the right to evaluate the quotes and award without discussions.

(3) The following factors shall be used to evaluate offers:

(a) Technical Evaluation – The Government will review the contractor’s Technical Capability Statement and evaluate if it will successfully satisfy the requirements of PWS. The rating table provided below will be used to evaluate Technical Capability.

Acceptable Unacceptable

The offeror’s technical capability statement provided sufficient information regarding their ability to successfully fulfill the requirement of the PWS.

The offeror’s technical capability statement did not provide sufficient information regarding their ability to successfully fulfill the requirement of the PWS.

(b) Past Performance – The Government will review the contractor's submitted past performance reference list (Attachment 6) to verify if the contractor has completed similar work and has performed satisfactory in the past. The review includes but is not limited to verifying if any previous Federal Contracts performed by the offeror has been rated in the Contractor Performance Assessment Reporting System (CPARS), verifying the Past Performance Questionnaires (PPQ) submitted by the offeror's references, and contacting the references provided by the offeror to verify past performance if no PPQ was received and is deemed necessary by the Government. Additionally, the Government reserves the right to use the CO’s knowledge of the contractor’s past performance and check for any derogatory information available in SAM.gov and CPARS.gov.

Acceptable Unacceptable

The offeror has past performance that is recent (within the last three (3) years from the date of the solicitation) and relevant to the required effort and has performed satisfactory or better with no derogatory information in CPARS.gov or SAM.gov.

The offeror does not have past performance that is recent (within the last three (3) years from the date of the solicitation) and/or relevant to the required effort, has performed below satisfactorily, and/or has derogatory information in CPARS.gov or SAM.gov.

(c) Price – The Government will evaluate if the offeror’s total proposed price (base year plus all option years total prices, to include 6-month to extend pricing) is fair and reasonable.

A comparison of proposed prices received in response to the solicitation is the preferred and intended price analysis technique. If adequate price competition is not feasible, the government reserves the right to perform price comparison from the result of the government's market research and/or any other reasonable basis as determined by the government.

(4) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
