About this file
This document is a Questions and Answers file addressing clarifications on an FCC Toolkit solicitation issued by the 60 AMXS (Air Maintenance Squadron).
The solicitation requires the procurement of a customized tool kit housed in a case with liftable trays containing laser-etched Equipment Identifiers (EIDs) limited to 9 characters maximum. The government specified that all tool boxes must feature liftable trays rather than drawers to facilitate multitasking and reduce weight. The primary tool container should accommodate all tools and custom shadow foam inlays, with flexibility on case size if needed to fit the complete tool inventory. The government requires at least one tray with an additional 10" x 10" open foam space to accommodate customer-owned tools acquired through non-traditional means. All deliveries are FOB Destination. The solicitation initially included FAR clause 52.219-33 (Nonmanufacturer Rule) marked as applicable; however, the government clarified this clause will be removed and is not applicable to the procurement. Point of contact information for SSgt Ryan Britt, the 60 AMXS contracting officer representative, will be provided only upon contract award. The document does not specify response deadlines, award dates, pricing terms, or set-asides.

FCC Toolkit Questions
1. Attachment 1 - Statement of Need, Features/Salient Characteristics identifies laser-etched Equipment Identifier (EID). Are EIDs going to exceed the 9-character threshold for this project?
Answer: All EIDs will be 9 characters. (example: TP46TDY01)
2. Attachment 2 - Tool Breakdown, page 4, Description column/item Explorer Case 5122BE Hard Case black empty 517 x 277 x 217mm (4th row from the bottom), and the Henchman PN column (same row) part number GTB5326BE do not have matching characteristics - specifically, the case sizes are different. Which item is the government requesting?
Answer: This is the case that would house all the tools. That case just happened to be the case that the vendor suggested they would use to fit all tools and trays. If a different size is needed to fit all tools, that is fine. My primary request is that all tool boxes have liftable trays, not drawers, to make it easier to multi-task and be lighter.
3. Attachment 2 - Tool Breakdown, page 4, Description column/item CUSTOM SHADOW FOAM FOR 5122 CASE, 5 PIECES (3rd row from the bottom) will not match the requirement for the Henchman PN column (4th row from the bottom) part number GTB5326BE - specifically, the case sizes are different. Which item is the government requesting?
Answer: This is for the trays that would go in the box from the previous question. The shadow foam would be the foam inlays (trays) with each tool having a custom cutout for easy identification and removal of the tool.
4. What is the solicitation FOB categorization: Origin, Destination or other?
Answer: Destination
5. Is there contact data, to include duty phone and email, for the solicitation 60 AMXS POC, SSgt Ryan Britt?
Answer: Information will be given upon contract award.
6. Attachment 4 - Provisions and Clauses, RFO Clause, 52.219-33, Nonmanufacturer Rule (NMR marked Yes as applicable)
It would appear much of the tool inventory identified on the solicitation, Attachment 2 - Tool Breakdown, does not meet the highlighted para (2) above, as the items solicited are not manufactured, processed, or produced by small business entities. Will this requirement be waived to meet the solicitation salient characteristics?
Answer: The clause will be removed and not applicable.
7. Attachment 2 - Tool Breakdown, page 1, Description column/item CUSTOMER OWNED TOOL - FOAM LOCATION (15th row from the top), and the Henchman PN column (same row) part number NOTE does not have any supporting information available to identify the governments need for this line item. What is the CUSTOMER OWNED TOOLS the government (customer) referring to with these items and what requirements does the government have for these items?
Answer: We would need some extra space on at least 1 tray that we can cutout for specific tools that may not be acquired through traditional means. A 10” X 10” space on the foam would suffice.
