About this file
This is a Statement of Need for the 660th Aircraft Maintenance Squadron (AMXS) at Travis Air Force Base dated 28 May 2026. The 660 AMXS requires twenty-four (24) Henchman-brand Consolidated Tool Kits (CTKs) or equivalent to support the KC-46A Flying Crew Chief (FCC) Program. The CTKs will provide standardized tool control solutions, reduce tool checkout times, and ensure readiness for maintenance operations during temporary duty assignments and at deployed locations.
Each toolkit must be delivered as a complete system with all pre-etched tools laser-marked with unique Equipment Identifiers (EIDs). The 24 toolkits shall be sequentially serialized from TP46FAB01 through TP46FAB24, with every tool and component within each kit etched with its corresponding EID. Toolkits must include custom shadow foam inserts configured as independent, removable trays; a durable portable hard case such as an Explorer Case 5122BE or equivalent; new (not refurbished) equipment; and manufacturer's warranty on all items. Internal sub-containers or pouches must be permanently labeled with the assigned EID, tool quantity, and total piece count to maintain strict tool accountability. Tool part numbers and quantities are specified in Exhibit 1 (not provided in this document). Delivery is required within 60 days after contract award to 660 AMXS, ATTN: SSgt Ryan Britt, 461 Hangar Ave, Hangar 46, Room 401, Travis AFB, CA 94535.

The Contractor Shall Provide:
- Twenty-Four (24) Henchman - Brand Name or Equivalent Consolidated Tool
Kits (CTKs) with warranty, to support the KC-46A FCC program. These CTKs will provide a standardized solution for tool control, reduce tool checkout times, and ensure readiness for maintenance operations during TDY and at deployed locations.
o See Exhibit 1 for a list of all tool part numbers and quantities.
Features/Salient Characteristics:
- FCC CTK:
o Must include all pre-etched tools (see EXHIBIT 1 for part numbers) featuring 660 AMXS-specific identification codes. Specifically, every individual tool must be laser-etched with a unique Equipment Identifier (EID) corresponding to the specific toolkit it is assigned to. The 24 toolkits shall be sequentially serialized from TP46FAB01 through TP46FAB24. Every tool within a given box must be etched with the exact EID of that specific box (e.g., all tools in box 1, including the box itself and foam trays, must be etched with TP46FAB01, all tools in box 2 etched with TP46FAB02, and so forth).
o Must include custom shadow foam inserts (with pre-cuts for tools) configured as independent, removable/lift-out trays (not fixed drawers) to allow FCCs to easily extract individual trays from the case while maintaining positive tool control.
o Must come as a complete tool kit system (no partial kits or substitutions) o Must include a durable, portable hard case (e.g., Explorer Case 5122BE or equivalent) suitable for aviation environments.
o Must be new and not refurbished.
o Must ensure any internal sub-container or pouch within the kit is permanently labeled with the assigned Equipment Identifier (EID) (e.g., TP46FTB01), the quantity of tools inside, and the total piece count including the container itself (e.g., "13 bits + 1 container = 14 pcs total") to maintain strict tool accountability.
o Quantity: 24
Warranties:
Must include manufacturer’s warranty for all items.
Delivery:
Contractor shall deliver the Consolidated Tool Kits (CTKs) within 60 days after contract award.
