About this file

This is a Request for Information (RFI) form containing questions and government responses regarding Underground Fuel Storage Tank (UST) maintenance and repair services at Travis Air Force Base, California under solicitation FA442726Q1089.

The contractor will perform repair services, monthly/semi-annual inspections, and annual inspection/certifications for USTs at Travis AFB in compliance with applicable laws, regulations, and standards. Key service requirements include emergency and non-emergency service calls with specified response times, preventive maintenance visits, paint and corrosion control, minor repairs (with $50 per unit per PM visit and $100 per unit service-call allowances), and environmental compliance for hazardous materials disposal. The government estimates 10 routine and 5 emergency service calls per building annually across two locations (Buildings 170 and 172), with unused service calls non-payable. Pricing includes specific line items for monthly PM labor, emergency/non-emergency service calls, semi-annual inspections, annual certifications, and a not-to-exceed CLIN for estimated annual repairs (parts and labor), which contractors invoice against available funds. Service Contract Act Wage Determination 2015-5655 applies, with the Fuel Distribution System Mechanic (Labor Code 23311) designated as the primary labor category. The government will not specify a common not-to-exceed amount for repairs evaluation, and additional work authorization follows PWS Section 8 procedures. Supporting documentation including past inspection records, equipment breakdowns, and as-built drawings will be provided post-award. The Entry Authority List must be submitted at least 45 days prior to contract start, with the performance start date to be determined after contract award and the post-award conference.

For the 'Emergency Service Calls' and 'Non-Emergency Service Calls' CLINs, could the Government please clarify the required response times (e.g., hours to arrive on-site) after notification by the Contracting Officer or COR?
The PWS Para 8, sections 8.1, 8.1.1, and 8.1.2 explain the emergency service call and response time required.
DocumentRegarding the 'Estimated Annual Repairs (Not To Exceed) - Labor' CLIN, should offerors propose specific hourly labor rates for various labor categories in the pricing sheet, or is there a pre-determined government labor rate we must apply to this NTE lot?
The not to exceed CLIN does not have to be bid on, all future repairs will be invoice to available funds in this CLIN. Please see section "8.2. Service Order" and"8.3. Additional In-Scope Work" for more information
DocumentThe solicitation notes that the Entry Authority List (EAL) must be submitted at least 45 days prior to the contract start date. If the contract award is made less than 45 days before the scheduled start date, will the Government adjust the performance start date or provide temporary base access to prevent performance delays?Scheduled start is to be determined after contract award and post-award conference. The start date will take into account all deliverables required.
DocumentCould the Government clarify if there is an incumbent contractor currently performing these maintenance and repair services, and if so, provide the current contract number and annual award value? There is no current incumbent contractor.
DocumentWill the Government provide any on-base storage space or staging areas for the contractor's tools, equipment, or spare parts, or must the contractor transport all necessary equipment to and from Travis AFB for each service visit?A temporary storage area may be available upon request for tools and parts needed for repairs directly related to this contract. Staging areas for major repairs will have to be coordinated with the Gov on case by case. Long term staging area for things such as a site office trailer is not necessary for this contract.
DocumentGiven that Service Contract Act (SCA) Wage Determination 2015-5655 applies, could the Government confirm which specific labor categories from the wage determination are expected to perform the monthly PM and annual certifications (e.g., Fuel Distribution System Mechanic)?
Based on the Service Contract Act (SCA) Wage Determination 2015-5655 (which covers Solano County, California)

and the SCA Directory of Occupations (Fifth Edition), the Government can confirm that the primary labor category expected to perform monthly Preventive Maintenance (PM) and annual certifications on fuel storage and distribution systems is the Fuel Distribution System Mechanic (Labor Code 23311)

PWS1.3.1.4Paint and Corrosion Control: which components of the fuel system does this requirement apply to?
This is not specific to any particular components. This covers any component that may have lost its protective coating.
PWS1.3.1.5Minor Repairs: what constitutes a "unit" for the $50 per unit per PM visit allowance? Is a unit an individual dispenser fueling position, in which case Building 172 has 28 and Building 170 has 16, or is a unit an entire dispenser, in which case Building 172 has 14 and Building 170 has 8? The same definition drives the $100 per unit allowance under PWS 8.1.2.A unit is each tank and all its asociated components.
PWS4.4Environmental Compliance and Hazardous Materials: would the government accept fuel and liquid removed from containment areas being properly labeled, drummed, and staged on site, rather than transported off base? Transport of hazardous materials requires a state-registered hauler. The waste should be transported and disposed of off base IAW with all local, state, federal laws. Contractor may request temporary staging area to temporarily store the containers until pickup, removal, and disposal.
Are any tanks or associated components at either building under an active manufacturer's warranty? If so, does the warranty require service by an OEM-authorized provider, which components are covered, and through what date?It is believed the tanks and components are not under active warranty.
Would the government identify any known open deficiencies, failed components, or out-of-service equipment at either location, and confirm how downtime attributable to pre-existing equipment condition will be treated against the 96 percent operational rate in PWS 9.3?
CEIE and AAFES should have a record of past inspections and findings and will be able to provide this after award.
Will the government specify a common not-to-exceed amount for the Estimated Annual Repairs parts and labor lines in Attachment 3, so that quotes are evaluated on a common basis?
The government will not specify a common not-to-exceed amount.
Can you provide an equipment breakdown or copies of the previous test results for both Buildings 170 and 172?CEIE and AAFES should have a record of past inspections and findings and will be able to provide this after award.
Can you also detail the Scope of Work for the semi-annual testing and inspection at both Building 170 and 172?
As per the PWS, inspections are to comply with all applicable laws, regulations, standards, instruction, and commercial practices.
Please provide clarification regarding the requested “Estimated Annual Repairs” for this solicitation. The cost of parts

and materials is highly dependent on the specific issue identified and the components required to complete each

repair. The not to exceed CLIN does not have to be bid on, all future repairs will be invoice to available funds in this CLIN. Please see section "8.2. Service Order" and"8.3. Additional In-Scope Work" for more information

For the estimated annual repairs, please provide itemized list to include the estimated costs of the proposed parts, materials, and fully burdened labor rates.
Equipment / O&M data gap- Request tank sizes/types, component manufacturers/models, monitoring systems, drawings, inspection history, open deficiencies, and current certifications needed for the proposal-stage location-specific O&M plans.AAFES has as-built drawings. CEIE and AAFES should have a record of past inspections and findings and will be able to provide this after award.
Telephone response conflict- PWS 1.3.1.4 states Lead Technician contact within two hours; PWS 8.1.1 requires contact within 30 minutes. Confirm the controlling standard.**1.3.1.3 addresses the requirement for a lead technician withing 2 hours via telephone to resolve non-emergency issues. 8.1.1 addresses the need for a lead technician for known emergencies (determined by the government) needing immediate attention.
Service-call quantities- Confirm whether the estimated 10 routine and 5 emergency calls are per building per year and whether unused quantities are payable. The government is currently requesting 10 routine and 5 emergency service calls per building per year. Unused service calls will NOT be payable.
Minor-parts treatment- Clarify how the $50 PM and $100 service-call included thresholds interact with the annual NTE parts/materials and labor lines. The "minor-parts treatment" is detailed in the PWS, section 1.3.1.5 and it relates to minor repairs which can be accomplished as part of the PM. The "NTE parts/materials and labor lines" is for repairs identified during the PM or service calls and approved by the government as explained in the PWS sections 8
Additional work mechanism- Confirm service-order authorization, labor-rate basis, material markup, proposal turnaround, and whether the NTE lines are evaluated or funded allowances. All additional work will be approved based on section 8 of the PWS
