The contractor must be state-licensed and is responsible for providing supplies including nap mats, diapers, wipes, and formula, though parents will provide diapers, wipes, and formula based on prior retreat experience showing approximately 5 infants ages 6 weeks to 8 months requiring such items. Three separate rooms will be available with tables, chairs, and storage provided by the hotel; changing stations will be available in the conference center. The contractor will have facility access on the evening of 21 August, with specific access time to be confirmed with Great Wolf Lodge. As a Firm Fixed Price contract, pricing may be submitted as either a fully burdened total or a detailed expense breakdown covering travel, staffing, supplies, insurance, and administrative costs. Liability insurance in accordance with the Statement of Work section 2(c)(iii) is required. Prime contractors may satisfy requirements directly or through qualified subcontractors while maintaining overall contract management responsibility, with subcontractor qualifications and past performance subject to government evaluation.
