About this file
This is a Statement of Need for the 60th Maintenance Squadron/Wheel & Tire shop at Travis Air Force Base, California, dated 08 June 2026.
The requirement is for Bauer brand wheel build-up and assembly torque equipment to support maintenance of C-17, C-5, and KC-46 aircraft wheels. The contractor must provide one Model 8071 Series Wheel Build Up Stand, a hydraulic-assisted platform capable of assembly, disassembly, and selective bead breaking for aircraft wheels of various sizes, enabling single-operator CMM teardown and build-up procedures. The contractor must also provide one Model Series 8731 Wheel Assembly Torque System, a computer-controlled twin-spindle nutrunner with touchscreen control, capable of achieving precise pre-torque, final torque, and torque angle requirements with 2% accuracy at maximum torque and 1-degree torque angle accuracy. The torque system must have a range of 45-225 ft/lbs and accommodate two simultaneous nuts; the build stand must accept wheel diameters from 16" to 24" and tire diameters from 37" to 50". Additionally, six wheel adapters with quick-change slide-and-lock mechanisms and push plates are required to support both assembly and disassembly of bolted rim halves for 767 nose and main wheels, C-17 main and nose wheels, C-5 main wheel, and C-5B nose wheel applications. The contractor must include end-user operational manuals and provide on-site installation and training services within 90 days of delivery. Manufacturer warranty must be included with all equipment. Delivery is to 269 Ellis Road, Travis AFB, CA, 94535, with points of contact TSgt McBride and SSgt Raygene Ladia at 707-424-2164.

08 Jun 2026
60th Maintenance Squadron/Wheel & Tire shop at Travis AFB, CA has a requirement for Wheel Build up Stand and Assembly Torque System and components, to support multiple types of aircraft wheels to include C-17, C-5 and KC-46 main and nose wheel assemblies. Requirements must include Wheel Adapters and On-site Services (installation and training). This is a Brand Name requirement (Bauer)
The contractor shall provide the following Bauer wheel Build-Up Stand the Assembly Torque System:
1. Specification:
1.1 One (1) Model 8071 Series - Wheel Build Up Stand A hydraulic-assisted full service (assembly, disassembly, selective bead breaking) platform for aircraft wheels of any size or type. This versatile tool enables a single operator to safely complete CMM teardown and build up procedures. Wheel-specific adapters allow the base unit to quickly transition between different wheels.
1.2 One (1) Model Series 8731 - Wheel Assembly Torque System A computer-controlled twin-spindle nutrunner which enables an operator to achieve highly precise and repeatable pre-torque, final torque, and torque angle requirements. Torque sequences must be preloaded and can quickly be selected or changed via a touchscreen dropdown menu. The system must also be used for loosening nuts during wheel disassembly. Spindles in three extra wide ranges: Low Torque: 23-
265 FT/LBS
Torque system must be adjustable to simultaneously torque two nuts on any given wheel.
Must have an accuracy of 2% at max torque and 1deg of torque angle, with a torque range of 45-225 ft/lbs. Build stand must be able to lift and align wheel with torque system. It must be adjustable to accept wheel diameters from 16” to 24” and tire diameters from 37” to 50”.
1.3 Six (6) Wheel Adapters Quick-change (slide and lock) adapters needed to support both assembly and disassembly of bolted rim halves. The use of bolted sockets simplifies and expedites potential repairs. Adapters are common across the 8071 series. Including Push plate with each Bauer wheel adapter:
2. Training
2.1 Must include end-user manual with operational instructions for device.
