About this file

This is a Combined Synopsis/Solicitation for Commercial Items (Request for Quotation) issued by the 60th Contracting Squadron at Travis Air Force Base, California, for Elevated Work Platform (EWP) Systems Maintenance and Repair services. The solicitation number is FA442726Q1032, posted on 25 February 2026 with a response deadline of 18 March 2026 at 12:00 PM PST. This acquisition is set-aside exclusively for Service-Disabled Veteran Owned Small Business (SDVOSB) concerns. The requirement is for both annual and quarterly maintenance and inspection services for 32 EWPs annually and 96 quarterly inspections, structured as a one-year base period (1 May 2026 – 30 April 2027) with four one-year options and a six-month extension period, all under a firm fixed-price contract governed by the attached Performance Work Statement (PWS). Offerors must complete the Vendor Information section, submit a Contractor Responsibility Verification form, provide a Technical Capability Statement, and furnish past performance references with completed Past Performance Questionnaires from prior clients.

Evaluation will be conducted on three factors: price (lowest priced offer to highest), technical capability (acceptable/unacceptable), and past performance (substantial, satisfactory, neutral, limited, or no confidence ratings). The government will evaluate the total quoted price for the base year plus all four option years combined. Technical capability requires demonstrating sufficient ability to fulfill PWS requirements. Past performance evaluation focuses on recency (within three years) and relevancy (similar magnitude services). If the lowest priced offer with acceptable technical rating receives a Substantial Confidence performance rating, that offer represents best value and award will be made immediately; otherwise, evaluation continues with subsequent lowest-priced offerors until a Substantial Confidence rating is achieved or all offers are evaluated. The government reserves the right to award to a Substantial Confidence-rated offeror regardless of price ranking. Offers must be submitted electronically to both the Contract Specialist (Clark Teninty, clark.teninty.1@us.af.mil) and Contracting Officer (Juliet Diggs, juliet.diggs.1@us.af.mil), with questions due by 3 March 2026 at 12:00 PM PST. All equipment provided must be new, and the acquisition is F.O.B. Destination with prices held firm for 60 calendar days from the offer receipt date.

Offerors will then be arranged according to price, from lowest priced offer to the highest priced offer. The Government may determine an offer is unacceptable if the option prices are significantly unbalanced.
