About this file

This document is a response to contractor questions regarding a federal contract opportunity for the B154/B155 Repair Fire Suppression & ATS (Design/Build) project at Travis Air Force Base. The contract is a design-build requirement where the contractor must provide 35%, 65%, and 100% design services to repair the fire suppression systems in buildings 154 and 155 to comply with applicable codes and standards. The government provided responses to several contractor questions, including information about the lack of available as-built drawings, requirements for the fire sprinkler and fire alarm systems, and the status of existing HALON systems. The solicitation number is FA442724R0022, and the government plans to hold a site visit on June 12, 2024, with written questions due by June 19, 2024. The Department of the Air Force is the federal agency issuing this contract opportunity.

B154 & 155 RFI Response

1. We will need fire sprinkler as-built drawings for buildings 154 and 155.

Government response: There are no current as-builts for fire sprinkler. Contractor must make assumptions based on the site visit and provide proposal to ensure fire sprinkler system is updated to current code requirements during design phase.

2. We will need fire alarm as-built drawings for building 154.

Government response: Provided.

3. The statement of work specifies a pre-action fire sprinkler system for each building. There are both dry (B155) and deluge (b154) style valves currently installed in the buildings. Please specify if replacement valves are to be pre-action or are to match existing style.

Government response:

a. B155 keeping the dry style valves.

b. B154 change the type to the dry style from the deluge style. Also, lower the valve height for future maintenance. See attached photos.

Lower down the valves.

B154

1. The existing deluge riser does not have a check valve installed above it. This is typical for this style system. Should one be installed?

Government response: Install Reduced Principle Backflow (RP).

2. To evaluate the code compliance of the former simulator room for ability to use as storage we will need additional information, including fire alarm as-builts, fire sprinkler as-builts, fire flow test, and fire underground plan from the base of the sprinkler riser back to the flow test location.

Government response:

Fire alarm as-builts shall be provided. Fire Sprinkler as-builts are not available. (See answer to question 1.)

Fire flow test and fire underground plan are not available. Contractor shall be required to make assumptions for proposal and to conduct both during design phase of the contractor.

B155

1. The existing fire alarm panel is not listed for releasing of a pre-action system. Is there a pre-action releasing panel that was not shown on the site walk? Will one need to be provided?

Government response: B155 fire alarm design has been provided.

2. Viewing the provided as-built drawings there appears to be two rooms computer room 1 and 110 computer room. With fire alarm devices for monitoring pre-action releasing panels.

Lower down the valves.

Does each of these rooms have its own releasing panel? Does each room have its own pre-action system?

Government response: B155 fire alarm design has been provided.

3. The as-built drawings show HALON cabinets in rooms 109 and 110. Are there HALON systems in these rooms?

Government response: HALON system has been demolished.
