USAF Band of the Golden West Travis AFB, CA

Acoustic Curtain System

Statement of Work

1. DESCRIPTION OF SERVICES

1.1 SCOPE OF WORK. The contractor shall provide and install the following wall mount acoustic curtains and tracks or EQUAL IAW 60th Civil Engineering Squadron approved plans:

A. West Acoustical Curtain & Drapery Track

Description: Drapery Track will be mounted on the west wall of the main rehearsal studio of building 240 located at 551 Waldron Ave, Travis AFB, CA 94535. Mounting will be completed by the contractor following the approved mounting plan on attachment A.

The contractor will then install the curtain panels following the approved plan on attachment A. The contractor shall provide all parts, tools, equipment, supplies, labor, and transportation necessary in accordance with this Statement of Work (SOW) in a responsible, cost efficient, environmentally friendly manner.

Drapery Track Type: H&H #416 BW Track Length: 39’-9” long Drapery Schedule Fabric: 25 oz IFR Charisma Velour Color: Storm Lining: IFR Avora Fullness: 100% Size: Panel 1: 14’-0” W & 19’-10” H, Panel 2: 21’-0” W & 19’- 10” H

B. East Acoustical Curtain & Drapery Track Description: Drapery Track will be mounted on the east wall of the main rehearsal studio of building 240 located at 551 Waldron Ave, Travis AFB, CA 94535. Mounting will be completed by the contractor following the approved mounting plan on attachment A. The contractor will then install the curtain panels following the approved plan on attachment A.

C. North Acoustical Curtain Description: The contractor will remove current panels from the preexisting drapery track will be mounted on the north wall of the main rehearsal studio of building 240 located at 551 Waldron Ave, Travis AFB, CA 94535. The contractor will then install the curtain panels following the approved plan on attachment A. The contractor will then be responsible for proper disposal of the preexisting curtain panels.

1.2 EXECUTION OF WORK. The contractor will meet the following standards for execution of their work at building 240 located at 551 Waldron Ave, Travis AFB, CA 94535.

1.2.1 EXAMINATION: Examine areas and conditions for compliance with requirements for supporting members, blocking, clearances, and other conditions affecting performance of stage curtain work. Proceed with installation only after unsatisfactory conditions have been corrected.

1.2.2 PREPARATION: Furnish layouts for inserts, clips and other supports required to be installed by other trades for support of tracks and battens.

1.2.3 INSTALLATION

A. General:

1. Install materials in accordance with manufacturer's printed instructions and recommendations.

B. Battens:

1. Install battens by suspending at proper heights with steel chains or cables spaced at not more than recommended spacing.

2. Secure chains either directly to structures or to inserts, or other devices which are secure and appropriate to structure.

C. Tracks:

1. Ceiling-Mounted: Drill track at intervals not greater than manufacturer's recommended spacing and fasten either directly to structure or other devices which are secure and appropriate to structure.

2. Wall-Mounted: Install tracks by suspending from specified brackets securely mounted to wall construction at recommended spacing.

3. Overlap: for center-parting curtains with not less than 1'- 0" overlap of track sections at center, supported by special lap clamps.

D. Curtains:

1. Track-Hung: Secure curtains to track carriers with track manufacturer's special heavy-duty "S" hooks.

2. Batten-Hung: Secure curtains to pipe battens with minimum 5/8" wide x 36" long braided soft cotton tie lines.

2. SUBMITTALS. The contractor agrees to submit the following items as required in completion of the contract:

A. Product Data: Submit manufacturer's specifications, and general recommendations, including data which substantiates materials comply with requirements.

B. Certification: Submit manufacturer's certification that stage curtains comply with requirements for flame resistance.

C. Shop Drawings: Submit shop drawings, including plans, elevations, and detail sections of typical rigging elements. Show anchors, hardware, operating equipment, and other components included in manufacturer's standard product.

D. Submit fabric manufacturer's standard color card, together with 12" square physical sample (any color) for each fabric required.

3. SPECIFICATIONS/ITEM LISTING. To meet EQUAL specifications of listed requirements they must meet the following:

A. Materials:

1. Acoustic Curtain Fabric:

a) Synthetic Velour: Napped fabric of l00% IFR filament polyester; 54" width minimum;

b) Heavy Weight: Fabric weighing not less than 23 ounces per linear yard.

c) Products: Provide the following heavy weight velour fabric:

"Charisma", K&M Fabrics, Inc.

d) Color: 1190 Storm.

2. Fabric lining:

a) Synthetic lightweight: 100% polyester fabric weighing not less than 9 ounces per linear yard.

b) Products: Provide one of the following light weight velour fabrics:

"Avora" – K&M Fabrics, Inc.

c) Color: Black.

3. Metal Products:

a) Steel Tube: 16 gauge; 1 ½” unless otherwise indicated. Paint with a flat, rust- inhibitive primer and finish coat paint.

b) Steel Pipe: Schedule 40 1 ½” unless otherwise indicated. Paint with a flat, rust- inhibitive primer and finish coat paint.

c) Brackets: Provide SCI #125-6122 wall brackets, primed and painted.

d) Support Chain / Aircraft Cable: If needed, chain or aircraft cable of adequate size to support loads. Provide means for adjustment on all suspension points.

e) Inserts, Bolts and Fasteners: No less than grade 5 rated hardware.

B. Fabrication:

Curtains:

1. General: Provide not less than 100% additional fullness for curtains, unless otherwise indicated. Horizontal seams and fabric less than half-width are not permitted.

a) Vertical Hems: Provide vertical hems not less than 2" wide, double-stitched and machine-sewn with no salvage material visible from front of curtain.

b) Turnbacks: Where specified, provide turnbacks, formed by folding 3" of face fabric back at leading edge of panels and securing by sewing across top hem and grommeting through both layers of fabric.

c) Top hems: Reinforce top hems by double-stitching 3-l/2" wide heavy jute webbing to top edge with minimum l" of face fabric turned under.

d) Pleats: Provide fullness in curtains by sewing 12" of additional material into box pleats spaced at l2" centers along top hem reinforcing. Provide not less than #2 brass grommets spaced at l2" and centered on box pleats, for tie lines or "S" hooks.

e) Bottom Hems: Except for curtains which hang to floor, provide bottom hems not less than 3" deep. For floor-length curtains, provide 5" hems with separate interior heavy canvas chain pockets equipped No. 8 jack chain.

Stitch chain pocket so chain rides 2" above bottom edge of curtain.

f) Lining: Where specifically indicated, provide lining in same fullness as face fabric, and constructed of same fiber type as face fabric.

Curtain Track / Rigging:

a) Tracks: Anodized black track, nylon-tired wheels with sealed ball-bearing carriers.

b) Provide each carrier with rubber bumper, heavy-duty swivel eye and trim chain for attachment of curtain snap or "S" hook.

c) Products/Manufacturers: Provide one of the following or EQUAL:

Atlas Silk Model No. 416wb Stagecraft Model No. 000-416wb

d) Box track, anodized black, rigged for walk draw operation with end stops.

e) Battens: Fabricate battens from 1 ½” diameter 16 gauge or Sch. 40 pipe with minimum number of joints as necessary for required lengths. Connect pipe by means of steel pipe sleeve inserts not less than 18 inches long, and secure with four bolts, or other equally secure method. Shop paint completed pipe battens with good quality paint and primer in black color.

C. System and Installation:

a) System: Contractor must meet all specifications for curtains and track system schedule listed on statement of work and Attachment A

b) Installation: Contractor must follow all installation plans listed on statement of work and Attachment A D. Facility and Air Force Inventory:

a) Facility: Contractor will conduct work in a manner to not damage the AF Facility located at building 240 on 551 Waldron Ave, Travis AFB, CA 94535. If damage should occur, the contractor will be responsible for the associated facility repair.

b) Air Force Inventory: Contractor will conduct work in a manner to not damage any Air Force Inventory items that cannot be removed from the main rehearsal hall of building 240 located at 551 Waldron Ave, Travis AFB, CA 94535. Air Force Inventory items include, but are not limited to, musical instruments and/or audio and visual equipment. If damage should occur, the contractor will be responsible for the associated repair or replacement of the items.

4. MINIMUM QUALIFICATIONS FOR CONTRACTOR

A. Fabricator/Installer Qualifications:

1. Contractor will submit a portfolio of no less than three examples of work experience in fabrication and installation of stage curtains similar to those required for this project. Firm to have conducted site visit to assess current conditions prior to bid. All curtain dimensions / measurements to be field verified prior to manufacture.

2. Contractor must be an approved theatre rigging contractor

5. COMPLIANCE WITH LAWS AND REGULATIONS

A. The contractor shall be knowledgeable of and shall comply with all applicable federal, state, and local laws, permits, Department of Defense (DoD), AF, and base requirements and instructions required for the performance of the duties in this SOW. The contractor shall ensure policies and procedures are established that protect the safety and welfare of customers, employees, and the community to minimize or eliminate safety or environmental pollution risks.

B. Flame Resistance Requirements:

1. Provide stage curtains, which are certified to be flame resistant in accordance with requirements of NFPA 70l.

2. Permanently attach code compliant label to each curtain indicating curtain is permanently and inherently flame resistant.

6. INDEMNIFICATION. The contractor agrees to indemnify and hold the Government and the Department of the Air Force harmless, whether in tort or in contract, for any and all loss or liability for injury to or death of contractor personnel in transit to, from or during the period of attendance at any of the required locations in support of this production.

A. The contractor shall ensure compliance with all federal, DoD, AF, and Travis

AFB vehicle identification policies for contractor-owned vehicles.

B. The contractor shall obtain proper identification badges for access to Travis

AFB, for the duration of the contract.

7. TRAVEL, MEALS, LODGING AND INCIDENTAL EXPENSES. The contractor shall be responsible for making all travel and lodging arrangements.

Government transportation and lodging will not be made available. The contractor is responsible for all associated expenses.
