1) Please provide the list of attendees for the site visit held on 13 December 2019.
The list of attendees for the site visit held on 13 Dec 2019 are as follows:
2) The “Proposal preparation instructions,” Addendum to 52.212-1, instructs offerors to submit
“Part III - Mission Essential Contractor Service Plan. However, the FAR 52.212-2 “Evaluation factors for award,” does not mention Part III, to what criteria it will be evaluated, or its importance relative to Past Performance and Price. Please clarify the apparent inconsistency in the evaluation factors for award.
Please refer to the Amendment 2 – Addendum to 52.212-1 Part III Mission Essential Contractor
Service Plan.
3) Do the boilers in hangar 811 work?
No
4) Do the aerial platforms in hangar 811 work?
No
5) Is there an air compressor in hangar 811?
If the air compressor is not listed in Appendix B Government Furnished Equipment, then no.
6) Are the hangar doors operational in hangar 811?
No
7) In reference to PWS 4.3, who is responsible for the sludge removal/disposal cost and how often is it required to be done in hangar 811, 818, P14?
Please refer to paragraph 4.3 of the revised PWS.
8) Is there any historical data for sludge removal in hangar 811, 818, P14?
Since sludge removal is a government responsibility the government will not provide historical data.
9) In reference to PWS 4.3. What is the clarification to “If” 60CE cannot assist in removal of sludge.
Please refer to paragraph 4.3 of the revised PWS.
10) In reference to PWS 4.3. If the primary wash location is 811, is the SP responsible for the alternate wash hangars 818 and P14?
Please refer to paragraph 4.3 of the revised PWS.
11) In reference to PWS 4.8. What is “preventative maintenance” and is the SP responsible for the above ground water tanks in the alternate wash hangars 818 and P14?
Please refer to paragraph 4.8 of the revised PWS
12) In reference to PWS 2.4.1 The C-5, KC-10 and C-130 complete wash maximum elapsed time are all 24 hours. is the maximum elapsed time of 9 hours for C-17 complete washes correct?
Yes this is the correct maximum elapsed time of 9 hours for C-17.
13) In reference to C-17 underfloor cleanings, is the underfloor considered a “confined space” and treated as such during cleaning?
Yes, a Permit Required Confined Space. Please refer to paragraph 2.5.4 and F 1.3. of the revised
PWS and AFMAN 91-203, Chapter 23 Confined Space.
14) Can the government provide the official dates for each period of performance?
Please refer to Page 2 of Amendment 2 to solicitation FA442720R0001
15) Will there be a transition period and if so, what are the transition period dates?
Please refer to section 5.1 of the revised PWS.
16) Will there be transition CLINS to invoice the costs?
No
17) Can the government provide a list of the current labor categories assigned performing the work outlined in the PWS?
Please refer to Clause 52.222-42 in the solicitation for a listing of labor categories.
18) Can the government provide a list of materials, tools, equipment, vehicles, and other items that the incumbent contractor currently has on site?
Please refer to Appendixes: A – I for all Government Furnished Property provided.
19) Is the government expecting a weekly invoice?
No
20) Can the government confirm the offeror/service provider must generate a monthly invoice on the first day of the next month?
Yes the Offeror/Service provider must generate a monthly invoice on the first day of the next month.
21) Will the offeror/service provider be required to have a fully staffed operation 24 hours per day, 7 days per week? If not, can the government provide details of the historical hours and which holidays were worked in 2017, 2018, and 2019?
Yes, Travis AFB, CA is a 24 hour, 7 days per week base.
22) Does this requirement include accidental damage or only negligent damage?
Please refer to clause 52.228-5, Insurance – Work on a Government Installation added by
Amendment 2.
23) Are there any limits to the costs that the offeror/service provider has to pay?
Please refer to clause 52.228-5, Insurance – Work on a Government Installation, the coverage specified in FAR 28.307 is the minimum insurance required.
24) Does the government expect the contractor to cover the cost of this requirement or will there be a cost reimbursable CLIN?
There is no cost reimbursable CLIN.
25) Is the Security Manager mentioned in paragraph 9.9 a government person or is it a position the offeror/service provider must employ?
The Security Manager is a Government position not provided by the offeror/service provider.
26) Will the government provide a list of historical labor hours for each activity by labor category?
The Government has provided historical frequency data.
27) Will the government provide projected workload for the period of performance of the contract?
Historical data has been provided through FY 18.
28) Will the government please verify the title of the table? (Table H.9)
Please refer to the Table H.9 of the Revised PWS provided in Amendment 2.
29) Will the government please verify the title of the table? (Table I.9 is labeled “C-17 Historical
Data FY16 Actual Workload”)
Please refer to the Table I.9 of the Revised PWS provided in Amendment 2.
30) Will the government please explain the purpose of including this table? (Table I.9 is labeled “C-
17 Historical Data FY16 Actual Workload”)
Table I.9 represents a listing of All Air Force Aircraft.
31) Will the government provide information on the number of personnel and which labor categories are required per the applicable Technical Orders (TO’s) on each task listed in PWS
Chapter 2?
This is a Performance Based contract – the contractor is responsible for determining the number of personal to perform tasks.
32) Is it acceptable for the offeror/service provider to submit three separate files (Part I Price
Proposal, Part II Past Performance Information, and Part III Mission Essential Contractor Service
Plan)?
Yes
32) Is it acceptable to submit the files in Adobe Acrobat (pdf) format?
Yes
33) Page 53, Section B only provides page limitations for the Past Performance. Are there any other page limitations?
Please refer to Addendum to 52.212-1 Proposal Preparation Instructions within the solicitation.
34) Information Page 53, Section B, Part I - Price Proposal states “submit original and one (1) copy”. But, the instructions indicate that proposals are to be submitted electronically via e-mail to the Contract Specialist, Mena Medeiros (mena.medeiros@us.af.mil). Will the government provide additional instructions of how to indicate the “original” and the “copy” for the proposal submittal?
Please refer to Addendum to 52.212-1 Proposal Preparation Instructions within the solicitation.
35) Page 53, Section B, Part II - Past Performance. The instructions limit the page per contract to one page. There are no instructions for the offeror/service provider to be able to introduce the offeror/service provider team. Is it acceptable for the offerors/service providers to add a page in the Past Performance Section to explain and introduce the offeror/service provider team?
The reference submitting the PPQ will be able to explain and introduce the information into the forms provided.
