Estimated Contract Cost (including Options): $113,610.00

Section B: Description of the Supplies/Services Required

1) One each HAAS VF-4; Vertical Mill with 50" x 20" x 25" travels, 30hp In-line Direct Drive, 40 Taper 8,100rpm spindle, 1000 ipm rapids, power-failure detection module, 15" LCD monitor, USB port, memory lock key switch and rigid tapping with auger type chip conveyor, wireless probing system; Renishaw, A/C Unit Control Cabinet Cooler, Automatic Air Gun, Servo Auto Door, High-intensity lighting, Programmable Coolant Nozzle, Minimum Quantity Lubrication System, HAAS Tool Cart for 40-taper tools, 95-Gallon Coolant tank w/ 3/4 hp pump, Coolant Tank Oil Skimmer, 24 Pull Studs; CT40, Side-Mount Tool Changer, 40 Taper, 30+1 tools, Remote Jog Handle with Color LCD, 64 GB Expanded Memory, 4th-Axis Drive and wiring, 5th-Axis Drive and wiring.

Section C: Justification for Soliciting from a Single Source or Brand Name

The 60th Maintenance Squadron requires that only HAAS brand name equipment be acquired. Acquiring a different brand of machine would negatively effect the performance of the squadron and could potentially cost $180,000.00 if a different brand is used. Crashing a CNC machine could cost upwards of $100,000.00 to replace and thousands of dollars in wasted materials. It is estimated that it would cost an additional $40,000.00-$80,000.00 in start up training, software, and tooling and $5,000.00-$10,000.00 annually to purchase another brand. Guaranteed compatibility will not be achieved without the use of the current FeatureCAM software. FeatureCAM is created by Delcam, a company that has partnered exclusively with HAAS and will ensure asset optimization, longevity, safety and reliability. Air Force wide HAAS machines are in almost every single Aircraft Metals Technology section, including the Technical training school house. The training the Air Force provides on HAAS equipment would be potentially useless with different software or equipment .

Section D: Efforts to Obtain Competition

Internet searches were completed and the result was that this particular brand can meet the 60th Maintenance Squadron's requirement.

There are many authorized distributors so there is a reasonable expectation to receive competition for this brand name requirement.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

In future requirements, the 60th Maintenance Squadron will conduct new market research to see if a new competitor is capable of providing FeatureCAM software. Continual comparisons of benefits to acquisition of machines using other brands can be completed until it is more beneficial to the government to open up competition to other brands.

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
