QUESTIONS AND ANSWERS

5 April 2011

SOLICITATION: FA4427-11-R-0102

SUBJECT: IDC BASE ROOF REPAIR, TRAVIS AFB CA

Question#1. Are the performance questionnaires sill due no later than 08 Apr 11 for Solicitation FA4427-11-R-0102, or has this changed now that the bid due date has been extended.

Answer#2: Past Performance Questionnaires are due NLT 8 Apr; it has not been extended.

Question#2. For SF 1442 states proposals due by 11 Apr at 1000AM; Section L page 55 of 59 states proposals due by 7th at 1000AM; at the job walk a date of Apr 19 was given.

Answer #3: The solicitation has been amended. The new proposal due date is now 19 Apr 11, 1000AM. Please see Standard Form 30 for changes; this form must also be acknowledged, completed, and submitted.

Question #3: Past Performance questionnaire attachment states must be returned by 19 Feb 11. However, this document wasn’t posted until 18 Mar on FBO. At the job walk a date of Apr was given.

Answer #3: The solicitation has been amended (please read SF 30). As discussed at the job walk on 30 Mar, past performance questionnaire must be submitted NLT 8 Apr and the proposal’s due date is NLT 19 Apr 11.

Question #4: In a teaming arrangement are we required to submit a subcontractor consent letter for past performance, is the teaming partner considered a sub contractor?

Answer: Yes, the subcontract has to submit consent letter for past performance.

Yes, teaming partner is considered a subcontractor.

Question #5: Where is speaks to providing no more than 5 relevant past performance contracts performed; in a teaming arrangement will this be 5 total past performances or 5 relevant past performances of each teaming partner?

Answer: Past performance for the prime and 5 performance for teaming partner. Please ensure that the past performance questionnaires are for the subcontractor that will be utilized.

Question #6: In circumstances particular to us, several of our past performance is at an AFB that has recently had high turnover & with the new Contracting Officers and Engineers, they are stating they have difficulty returning the questionnaires within adequate time to reach the deadline. Will you consider verifiable evaluations listed in CCASS?

Answer: Please try to request past performances as much as it is possible. However, evaluations in CCASS are not acceptable.

Question #7: Is the bond required for the base (first) year $1-5M task orders?

Answer#7: Performance and payment bonds are not required at this time, only BID bond
