FA4427-09-R-0113 Questions Submitted and Responses

1) Can we use any type of stainless pipe?

We want stainless steel pipe not tubing and joints to be welded.

2) Can we reroute the piping?

If joints are to be used they need to be stainless steel welded flanges. No groove pipe.

3) Can we groove the pipe?

Piping cannot be rerouted.

4) The SOW talks about replacing the existing copper piping with stainless steel. Are we to use Stainless steel tubing or Stainless steel pipe?

UFC-3-600-01 can be used. But for this project welded stainless steel piping will be used not tubing. Connections will be welded stainless steel flanges.

5) The SOW does not refer to a military standard generally associated with this type of project, i.e. UFC-3-600-01 or ETL 02-15. Can you please define a code we are to build to?

7) Replacement of existing atmospheric poly foam tanks, the existing tanks are being stored inside an arid room that is usually cooler than the outside temperature not occupied and has limited exposure to UV. Will it be permissible to replace the gaskets on the tank in lieu of replacing them completely?

The tanks will be replaced.

8) Testing of the existing ration controllers/proportioners/ILBP’s. Each mixing device will flow for a minimum of three minutes and there are three devices and the overhead systems. That would to equate to thousands of gallons of tested foam agent on the apron or drain to evaporate. Our experience has been that dumping tested foam agent onto public areas without controls or with the potential of draining into a storm drain may cause an issue. We have a heightened awareness for environmental and EPA regulations for violations and proper disposal of the product. The product may evaporate as is recommended that solar ponding for disposal of this foam agent, but the chemical still will be active for 20 days until it is 100% biodegraded. The product chemical surfactants will become reactivated and foam up if it is re wetted regardless of how long it stays on the ground or drainage as long as the residual chemicals remain in situ .

All state and federal regulations apply. If that requires the foam to be disposed of then the regulations will be followed. Where the foam is tested is up to you as long as the results are certified.

9) Please reconfirm that we are to discharge the foam agent onto the apron, drain or hardscape. The SOW does talk the contractor shall also use Federal, State and local regulations prevail. It has been our experience that releasing tested or untested foam products would violate these code regulations.

You may include the price of the foam but it will not be replaced unless the foam fails the testing.

Please provide concise direction as to the disposal of the tested foam agent and the foam concentrate if tested and doesn’t meet fire fighting capability.

Are we to include a price to replace the foam concentrate with new foam after the testing?
