About this file
This document is an evaluation factors attachment for a federal contract solicitation (FA441926Q0034) for commercial products and services.
The solicitation employs a best-value approach, with contract award to the technically acceptable quote offering the lowest evaluated price. Evaluation is based on two factors: Price and Technical Acceptability. Under the Price factor, the Government reserves the right to award to a vendor other than the lowest bidder if a higher quality item justifies the selection. The Technical Acceptability factor assesses whether the vendor's quoted item meets all requirements specified in the Salient Characteristic Attachment and the Performance Work Statement (Attachment 3). Technical submissions must be completed using a secondary document with clear, concise information and sufficient detail for effective evaluation. Vendors receive a rating of either "Acceptable" (quote clearly meets minimum solicitation requirements) or "Unacceptable" (quote does not clearly meet minimum requirements). By submitting a quote, vendors accept all solicitation requirements, including technical requirements and terms and conditions. Failure to conform to solicitation requirements may result in the quote being determined not awardable without further evaluation. The Government will base its evaluation solely on information presented in the offer, assuming no prior knowledge of the offeror's experience.

(End of provision)
ADDENDUM TO RFO 52.212-2:
Best value is expected to result from selection of the technically acceptable quote with the lowest evaluated price. By submission of its quote, the vendor accepts all solicitation requirements, including all technical requirements and terms and conditions. Failure to conform to solicitation requirements may result in a quote being determined not awardable without further evaluation. The evaluation criteria are detailed below:
Factor 1 – Price. The Government will award a contract resulting from this solicitation to the responsible offeror whose quotation conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government reserves the right to award to other than the low quote for a higher quality item.
Factor 2 – Technical. The purpose of the technical factor is to assess whether the vendor’s quoted item meets all of the provided information from the Salient Characteristic Attachment. Each vendor’s quote will be evaluated against technical requirements and will be assigned a rating of “acceptable” or “unacceptable.”
Technical submission must be completed using a secondary document. The Technical information shall be clear, concise, and include sufficient detail for effective evaluation and for substantiating the validity of stated claims. Proposals shall provide convincing rationale addressing how the technical portion of the offer meets solicitation requirements. Offerors shall assume the Government has no prior knowledge of the offeror’s experience. The Government will base its evaluation on the information presented in the offer.
Rating Description:
“Acceptable” - Quote clearly meets the minimum requirements of the solicitation.
“Unacceptable” - Quote does not clearly meet the minimum requirements of the solicitation.
The quote will be determined technically acceptable if it meets the requirements set out in Attachment 3- Performance Work Statement
