About this file

This document is a Sole Source (Including Brand Name) Justification for a brand name rubber removal chemical procurement by the 97th Contracting Squadron at Altus Air Force Base. The justification seeks to purchase Avion 50 chemical (NSN: 6850-01-505-3106) for rubber removal from airfield runways, which is critical for ensuring safe takeoff and landing of aircraft. Avion 50 is currently the only approved chemical for this purpose by the Altus AFB Environmental section, with key advantages including being non-corrosive, non-destructive to concrete, and not damaging joint seals or airfield markings.

The procurement is a 100% Small Business Set Aside under NAICS code 325611, with the intent to acquire 12 Avion 50 Nexgen rubber removal chemical 275-gallon totes. The solicitation (FA4419-25-Q-0042) requires delivery by 19 August 2025, with vendor questions due by 1 August 2025 at 5:00 PM CST. Vendors must be registered in the System for Award Management (SAM) database. Key points of contact are Amn William Funderburg and Ms. Kelsey Brightbill from the 97th Contracting Squadron. The justification notes that while Avion 50 is the current sole approved chemical, the base is seeking additional vendors through a published "Sources Sought" notice.
