About this file

The document is a Questions and Answers addendum for Solicitation FA4419-25-Q-0027 for Hurst E-draulic Rescue Tools to be delivered to Ebbing ANGB AR. Two key questions were addressed regarding part numbers and tool specifications. The first question raised concerns about part number suffixes related to "Connect Tools" and 9 Amp Battery, while the second question highlighted Department of Defense (DoD) concerns about E3 Connect tools with Bluetooth technology. In both cases, the solicitation response clearly stated that they will not be purchasing Bluetooth or Connect tools, and the solicitation has been amended to reflect the required part numbers. The document indicates that while the tools originally proposed had cloud-based maintenance and Bluetooth recording capabilities, the DoD has not approved these models due to potential unauthorized access risks.

Questions and Answers

Solicitation FA4419-25-Q-0027

Questions 1: I was starting to review the part numbers and they look a little off. It is the numbers after the – (dash) that are confusing me. C on the end looks like Connect Tools – Connect Tools are Connected to a Cloud Based Maintenance platform (internet) These tools are normally not sold to the Military. 9 on the end of the part number indicates the heavier duty 9 Amp Battery.

Answer: This solicitation has been amended to reflect part numbers we require. We will not be purchasing Bluetooth or Connect tools however; we do need the 9 Amp Battery.

Question 2: The items listed in the solicitation are E3 Connect tools. E3 Connect technology uniquely enables Bluetooth-based recording of tool and battery alerts, including tool drops, overheating, and roll warnings. It also helps detect issues early and minimizes tool downtime.

However, both Hurst and MES have indicated that the Department of Defense (DoD) has not approved E3 Connect models for sale to DoD customers due to concerns about potential unauthorized access via Bluetooth.

To your knowledge, is this accurate? If so, we can offer the same tools without the Connect feature. Please note that the part numbers for the non-Connect models will differ from those listed in the solicitation.

Answer: This solicitation has been amended to reflect part numbers we require. We will not be purchasing Bluetooth or Connect tools.
