About this file

This is an Evaluation Factors document (Attachment 3) for solicitation FA441925Q0019, which outlines how the Department of the Air Force will evaluate quotes for a Fuel Service Cart at Altus Air Force Base, Oklahoma. The evaluation will be based on two factors: Price and Technical Acceptability.

The award will be made to the responsible offeror with the technically acceptable quote and lowest evaluated price. Price will be determined by the total of CLIN 0001, and must be deemed fair and reasonable by the contracting officer per FAR 13.106-3. For technical acceptability, the government will evaluate the two lowest-priced quotes first to determine if they meet the salient characteristics specified in Attachment 4 (Brand Name or Equal). If either quote is deemed technically unacceptable, the next lowest-priced quote will be evaluated until two technically acceptable quotes are identified, or if only one acceptable quote remains, award will be made to that vendor. No telephonic responses will be accepted.

Attachment 3 Evaluation Factors

FA441925Q0019

52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL

SERVICES (NOV 2021)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:

1. Price

2. Technical Acceptability

(End of provision)

ADDENDUM TO FAR 52.212-2:

Most advantageous to the Government is expected to result from selection of the technically acceptable quote with the lowest evaluated price. By submission of its quote, the vendor accepts all solicitation requirements, including all technical requirements and terms and conditions.

Failure to conform to solicitation requirements may result in a quote being determined not awardable without further evaluation. The evaluation criteria are detailed below:

Factor 1: Price The total evaluated price will be determined by the total of CLIN 0001. Before a contract may be awarded, the contracting officer must determine the price fair and reasonable per FAR 13.106-3. No telephonic responses will be processed.

Factor 2: Technical Acceptability The purpose of the technical factor is to assess whether the vendor’s quoted item meets all of the provided salient characteristics for the required item. The 2 lowest priced quotes will be evaluated for technical acceptability. If any of the quotes are deemed technically unacceptable, we will evaluate the next lowest priced quotes if there are any remaining until we have 2 technically acceptable, if there is only 1 acceptable quote, we will award to that vendor.

Rating Description:

“Acceptable” - Quote clearly meets the items specifications of the solicitation.

“Unacceptable” - Quote does not clearly meet the minimum requirements of the solicitation.

The quote will be determined technically acceptable if it meets the requirements set out in Attachment 4 - Brand Name or Equal.
